PRESS RELEASE
 

State Police in Troop C removed 47 impaired drivers from local roadways in the month of September.  The troop encompasses seven counties; Broome, Chenango, Cortland, Delaware, Otsego, Tioga and Tompkins Counties. 

On September 2, 2021 at approximately 3:37 p.m., New York State Police at Oneonta arrested Darryl D. Kidd Jr., age 40 of Franklin, NY for the felonies of Aggravated Unlicensed Operation in the first degree and Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  A trooper was dispatched to the report of an erratic driver on County Highway 48 in Oneonta.  The trooper spotted the vehicle that was reported to 911 and observed the vehicle State Highway 205 making vehicle and traffic infractions.  The vehicle turned onto Oneida Street then into the parking lot for the New York State Police barracks and parked in a parking spot.  The trooper interviewed Kidd, who displayed characteristics commonly associated with impairment.  Kidd was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Kidd was arrested, his reportable B.A.C was .25%.  He was processed and released on appearance tickets to the Oneonta Town Court on September 14, 2021 then turned over to a sober third party.

On September 3, 2021 at approximately 10:30 p.m., New York State Police at Richfield Springs arrested James M. Baldwin, age 41 of Binghamton, NY for the misdemeanors of Driving While Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  Baldwin entered a traffic checkpoint on State Highway 7 in Unadilla when a trooper observed characteristics associated with impairment.  Baldwin was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested, troopers also located suspected drugs in his possession.  Baldwin was processed at SP Sidney and evaluated by a Drug Recognition Expert.  He was released to a sober third party and issued appearance tickets to the Unadilla Town Court on November 8, 2021.

On September 4, 2021 at approximately 1:48 p.m., New York State Police at Oneonta arrested Timothy J. George, age 58 of Otego, NY for the misdemeanors of Driving While Intoxicated and Resisting Arrest.  Troopers were dispatched to Gilbert Lake State Park beach for a report of an intoxicated man.  Troopers were then advised that the man got into a vehicle and drove to a campsite.  An investigation determined that George drove his vehicle while intoxicated.  He was processed and later released on appearance tickets to New Lisbon Town Court on September 8, 2021.

On September 4, 2021 at approximately 7:06 p.m., New York State Police at Richfield Springs arrested Adam Zuk, age 46 of Sidney, NY for the misdemeanor of Operating a Vessel While Intoxicated.  Troopers were dispatched by Otsego 911 to a report of a disorderly man at the Canadarago boat launch.  While interviewing Zuk troopers identified numerous characteristics associated with impairment.  An investigation revealed that Zuk was operating a boat while impaired.  Zuk was arrested and processed.  He was released on an appearance ticket to the Richfield Town Court on September 28, 2021.

On September 5, 2021 at approximately 4:24 p.m., New York State Police at Homer arrested Kenneth C. Gray, age 56 of Peekskill, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched to a report of a man on the ground near his car at the Preble Rest Area off Interstate 81 north.  A trooper arrived to find Gray in his running vehicle in the driver’s seat and he appeared to be sleeping.  The trooper was able to make contact with Gray and determined that Gray was impaired.  A further investigation determined that Gray was driving intoxicated.   He was arrested and transported to SP Homer where his reportable B.A.C was .30%.  Gary was issued appearance tickets to the Preble Town Court on September 28, 2021. 

On September 5, 2021 at approximately 11:59 p.m., New York State Police at Homer arrested Walter R. Zering, age 32 of McGraw, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of a vehicle that crashed into a brick flower bed, two picnic tables, wooden gazebo and a wooden barrel table after traveling through the intersection of State Route 23 and State Route 26 in Cincinnatus.  When the trooper arrived, Zering was being treated by Cincinnatus EMS and refused transport to a hospital.  While interviewing Zering, the trooper observed characteristics commonly associated with impairment.   Zering was asked to perform Standardized Field Sobriety Tests, which indicated impairment and he was arrested.  He was transported to SP Marathon where he was processed and released on appearance tickets to the Cincinnatus Town Court on October 6, 2021.

On September 6, 2021 at approximately 1:33 a.m., New York State Police at Oneonta arrested Lacey N. Bratcher, age 21 of Unadilla, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a one-vehicle rollover on County Highway 7 in Otego.  Troopers located Bratcher walking away from the vehicle.  They also observed characteristics associated with impairment.  Bratcher was asked to perform Standardize Field Sobriety Tests, which indicated impairment.  She was transported to A.O. Fox Hospital by Otsego EMS for further medical care.  Bratcher was later issued appearance tickets to the Otego Town Court on September 16, 2021.

On September 6, 2021 at approximately 8:14 p.m., New York State Police at Oneonta arrested Stephanie L. Whitehead, age 29 of Oneonta, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers were dispatched to a reported overdose in a running vehicle in the Walmart parking lot in Oneonta.  When troopers arrived, Whitehead was conscious and being cared for by EMS.  Whitehead did not wish to be transported to a hospital.  When a trooper interviewed Whitehead, he observed impairment.  After an investigation, Whitehead was arrested.  She was processed at SP Oneonta and later released on appearance tickets to the Oneonta Town Court on September 14, 2021.

On September 6, 2021 at approximately 10:10 p.m., New York State Police at Sidney arrested Jessica M. Winans, age 22 of Unadilla, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a vehicle that struck a tree on Plakenhorn Road in the town of Sidney.  An investigation determined that Winans was the only person in the vehicle when she struck the tree and was impaired when she crashed.  She was treated by Sidney EMS on scene for injuries to her face and ankle then transported to Wilson Hospital.  She was later issued appearance tickets to the Sidney Town Court on September 23, 2021. 

On September 7, 2021 at approximately 10:16 p.m., New York State Police at Oneonta arrested Michelle M. Millias, age 48 of Worcester, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a reported car into a guiderail on State Route 28 in the town of Milford.  While interviewing Millias, a trooper smelled an odor of an alcoholic beverage and investigated further.  After an investigation, Millias was arrested.  She was transported for processing and later released on appearance tickets to the Milford Town Court on September 21, 2021.

On September 8, 2021 at approximately 9:43 a.m., New York State Police at Sidney arrested Shawn L. Anderson, age 51 of Bay Shore, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper on patrol observed a vehicle stopped in the northbound lane of Crane Hill Road in Sidney.  When the trooper went to check on the driver, he found Anderson behind the wheel.  Anderson was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Anderson was arrested and processed.  His reportable B.A.C. was .23%.  Anderson was issued appearance tickets to the Sidney Town Court on September 23, 2021 then released to a sober third party. 

On September 9, 2021 at approximately 2:25 a.m., New York State Police at Deposit arrested Jeffrey R. White, age 30 of Hancock, NY for the misdemeanor of Driving While Intoxicated.  A trooper on State Highway 28 in Hancock observed a vehicle with a vehicle and traffic violation.  While interviewing White, the trooper observed indicators of impairment.  White was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Deposit where his reportable B.A.C of .13%.  White was processed and issued appearance tickets to the Hancock Town Court on October 18, 2021 then turned over to a sober third party. 

On September 9, 2021 at approximately 11:22 p.m., New York State Police at Sidney arrested Mark A. Cordner, age 25 of Bainbridge, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper on State Route 7 in Bainbridge observed a vehicle make several vehicle and traffic violations and initiated a traffic stop.  While interviewing Cordner, the trooper observed impairment.  Cordner was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Cordner was arrested and transported to SP Sidney where his reportable B.A.C was .25%.  Cordner was issued appearance tickets to the Bainbridge Town Court on September 20, 2021 then released to a sober third party.

On September 10, 2021 at approximately 2:22 a.m., New York State Police at Homer arrested Derek J. Southard, age 29 of Lansing, NY for the misdemeanor of Driving While Intoxicated.  Troopers on Tompkins Street in Cortland observed a vehicle with no taillights and initiated a traffic stop.  While interviewing Southard, troopers observed characteristics typically associated with impairment.  Southard was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Southard was arrested and later turned over to Cortland County Central Arraignment and Processing. 

On September 11, 2021 at approximately 12:52 a.m., New York State Police at Sidney arrested Dayburn B. Merrill, age 40 of New Berlin, NY for the felony of Aggravated Driving While Intoxicated with Child as Passenger (Leandra’s Law).  Troopers were dispatched to a reported dispute on Hamlet View Road in Sidney.   An investigation revealed that Merrill drove to the address impaired.  A child was also inside Merrill’s vehicle.  Merrill was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and the child was turned over to a sober third party.  Merrill was transported to SP Sidney for processing where his reportable B.A.C was .12%.  Merrill was issued appearance tickets to the Sidney Town Court on September 23, 2021 then released to a sober third party.

On September 11, 2021 at approximately 8:52 p.m., New York State Police at Oneonta arrested Robert M. Dubois, age 36 of Lisbon, ME for the misdemeanor of Driving While Impaired by Drugs.  A trooper initiated a traffic stop after observing a vehicle speeding on Interstate 88.  While interviewing Dubois, the trooper observed impairment.  Dubois was asked to perform Standardized Field Sobriety Test, which indicated impairment.  Dubois was arrested and transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert.  Dubois was processed and released on appearance tickets to the Oneonta Town Court on September 21, 2021 then turned over to a sober third party.

On September 12, 2021 at approximately 1:03 a.m., New York State Police at Endwell arrested Timothy L. Ruffo, age 54 of Maine, NY for the misdemeanor of Driving While Intoxicated.  Troopers on Pollard Hill near State Route 26 observed a vehicle make an excessively wide turn, nearly striking the marked troop car.  The troopers initiated a traffic stop and while interviewing Ruffo, smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Ruffo was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Endwell where his reportable B.A.C was .16%.  Ruffo was processed and released on appearance tickets to the Maine Town Court on October 12, 2021 then turned over to a sober third party.

On September 12, 2021 at approximately 3:00 a.m., New York State Police at Binghamton arrested Vincent A. Decarmine, age 30 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  Troopers on State Route 11 near Loughlin Road in Kirkwood observed a pick-up truck with no headlights and initiated a traffic stop.  While interviewing Decarmine, troopers smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Decarmine was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Decarmine was arrested and transported to SP Binghamton where his reportable B.A.C was .13%.  He was processed and released on appearance tickets to the Kirkwood Town Court on September 28, 2021 then released to a sober third party.

On September 12, 2021 at approximately 4:05 p.m., New York State Police at Margaretville arrested Janice L. Winner, age 60 of Andes, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched to a report of Winner possibly driving a vehicle while impaired.  While checking the area near Main Street in the village of Margaretville, the trooper spotted Winner pulling out of the Dollar General.  The trooper also observed the vehicle making vehicle and traffic violations.  A traffic stop was initiated and while interviewing Winner, the trooper observed impairment.  She was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Winner was transported to SP Margaretville where she was processed and later released on appearance tickets to the Middletown Town Court on September 21, 2021 then released to a sober third party. 

On September 12, 2021 at approximately 10:00 p.m., New York State Police at Gateway arrested Gedry E. Concepcion Nunez, age 35 of Bronx, NY for the misdemeanor of Driving While Impaired by Drugs.  While on State Highway 17 in Kirkwood, a trooper observed a vehicle parked on the shoulder of the road and checked on the driver.  The trooper found Concepcion Nunez disoriented and impaired.  Concepcion Nunez was transported to SP Binghamton where he was evaluated by a New York State Police Drug Recognition Expert. Concepcion Nunez was processed and issued appearance tickets to the Kirkwood Town Court on September 28, 2021. 

On September 14, 2021 at approximately 12:36 a.m., New York State Police at Sidney arrested Jason C. Erickson, age 39 of Bainbridge, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched to a report of a vehicle that struck a guiderail near State Route 8 and County Road 4 in the town of Masonville.  The trooper interviewed Erickson and observed characteristics associated with impairment.  Erickson was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Erickson was arrested and transported to SP Sidney where he was evaluated by a Drug Recognition Expert.  Erickson was processed and issued appearance tickets to the Masonville Town Court on September 28, 2021 then turned over to the custody of a sober third party. 

On September 16, 2021 at approximately 11:26 p.m., New York State Police at Homer arrested Joseph T. Golden, age 34 of Syracuse, NY for the misdemeanor of Driving While Intoxicated. A trooper monitoring traffic on Interstate 81 north observed a vehicle speeding and initiated a traffic stop.  While interviewing Golden, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Golden was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Homer where his reportable B.A.C was .09%.  Golden was processed and issued appearance tickets to the Cortlandville Town Court on October 25, 2021 then turned over to a sober third party. 

On September 17, 2021 at approximately 12:07 a.m., New York State Police at Sidney arrested George T. Dando, age 64 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to the Speedway at the intersection of State Routes 7 and 8 for a man that had been involved in an accident. An investigation revealed that Dando went off the roadway in a marshy area off State Route 7 in Unadilla then drove to the gas station.  Troopers detected an odor of an alcoholic beverage and other characteristics associated with impairment.  Dando was checked out by Sidney EMS but did not wish to be transported to a hospital.  Dando was arrested and transported to SP Sidney for processing where his reportable B.A.C was .17%.  He was released on appearance tickets to the Unadilla Town Court on September 27, 2021 then turned over to a sober third party.

On September 17, 2021 at approximately 3:58 p.m., New York State Police at Endwell arrested Tommy J. Denhart, age 65 of Johnson City, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to the Mirabito on Campville Road for a report of a man who drove to the gas station after he was involved in an altercation with another man.  The trooper observed that Denhart had a laceration, and he was evaluated by Union EMS but refused further medical attention.  The trooper also observed that Denhart appeared impaired.   Denhart was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Denhart’s reportable B.A.C. was .16%.  He was issued appearance tickets to the Union Town Court on October 5, 2021 then turned over to a sober third party.

On September 18, 2021 at approximately 1:30 a.m., New York State Police at Endwell arrested Lindsey J. Patnode, age 28 of Endicott, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  Troopers on North Street in Endicott observed a vehicle speeding and initiated a traffic stop.  Troopers found that Patnode appeared intoxicated.  She was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Endwell where her reportable B.A.C was .20%.  Patnode was issued appearance tickets to Endicott Village Court on October 6, 2021 then released to a sober third party. 

On September 18, 2021 at approximately 7:48 p.m., New York State Police at Ithaca arrested Anthony H. Coyne, age 25 of Ithaca, NY for the misdemeanor of Driving While Intoxicated.  While on State Route 13 in Ithaca, a trooper observed a vehicle traveling behind him at a high rate of speed.  A traffic stop was initiated near Stewart Park.  While interviewing Coyne, the trooper smelled an odor of an alcoholic beverage.  Coyne was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Ithaca where his reportable B.A.C was .08%.  Coyne was issued appearance tickets to the Ithaca Town Court on September 29, 2021.  He was then turned over to the Tompkins Sheriff’s Department on an active warrant. 

On September 18, 2021 at approximately 8:45 p.m., New York State Police at Richfield Springs arrested Rebecca L. O’Brien, age 42 of Jordanville, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper was informed by Otsego 911 of a possible impaired driver operating a vehicle and leaving the village of Cherry Valley.  The trooper observed the described vehicle on State Highway 20 in Springfield. The trooper also observed the vehicle failing to maintain a lane and other vehicle and traffic infractions.  A traffic stop was initiated on State Highway 20 in Warren.  While interviewing O’Brien, the trooper observed characteristics associated with impairment.  She was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  O’Brien was arrested and transported to SP Richfield Springs, where her reportable B.A.C was .11%.  She was processed and released on appearance tickets to the Warren Town Court on October 19, 2021 then turned over to a sober third party.

On September 19, 2021 at approximately 1:00 a.m., New York State Police at Deposit arrested Mark D. Dittbrenner, age 58 of Deposit, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers on State Route 17 in Deposit observed a vehicle traveling east in the westbound lanes.  They were able to stop the vehicle.  As they interviewed Dittbrenner the troopers observed characteristics commonly associated with impairment.  After an investigation, Dittbrenner was arrested.  He was transported to SP Deposit where his reportable B.A.C was .23%.  Dittbrenner was issued appearance tickets to the Deposit Town Court on October 18, 2021 then turned over to a sober third party. 

On September 19, 2021 at approximately 1:33 a.m., New York State Police at Norwich arrested Matthew E. Dicks, age 37 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  Troopers on East Main Street in Norwich observed a vehicle and traffic infraction and initiated a traffic stop.  While interviewing Dicks, troopers observed characteristics commonly associated with impairment.  After an investigation, Dicks was arrested.  He was transported to SP Norwich where he was processed and issued appearance tickets to the Norwich City Court on September 23, 2021.

On September 19, 2021 at approximately 4:58 p.m., New York State Police at Richfield Springs arrested Seth M. McCormick, age 25 of Rome, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper observed a motorcycle run a red light at Main and Lake Streets in the village of Richfield Springs and initiated a traffic stop.  While interviewing McCormick, the trooper smelled an odor of an alcoholic beverage and asked McCormick to perform Standardized Field Sobriety Tests.  McCormick was arrested and transported to SP Richfield Springs where his reportable B.A.C was .19%.  He was issued appearance tickets to the Richfield Springs Village Court on November 16, 2021 then released to a sober third party. 

On September 19, 2021 at approximately 8:20 p.m., New York State Police at Oneonta arrested Michele F. Riland, age 39 of Mt. Carmel, PA for the misdemeanor of Driving While Intoxicated. A trooper observed a vehicle on State Highway 7 in Oneonta make vehicle and traffic infractions and initiated a traffic stop.  While interviewing Riland, the trooper smelled an odor of an alcoholic beverage.  Riland was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Oneonta where she was processed.  Riland was issued appearance tickets to the Oneonta Town Court on September 28, 2021 then released to a sober third party.

On September 19, 2021 at approximately 9:27 p.m., New York State Police at Sidney arrested Gary Rousseau Jr., age 24 of Carbondale, PA for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Chenango County 911 to a report of a one-vehicle rollover on Interstate 88 west in the town of Bainbridge.  The trooper located a vehicle on its roof and learned that the driver had been removed from the vehicle.  The driver, Gary Rousseau Jr. was being cared for by Sidney EMS.  An investigation at the scene revealed that Rousseau Jr. was impaired.  He was transported to Wilson Hospital for further medical care and later issued appearance tickets to the Bainbridge Town Court on October 12, 2021. 

On September 19, 2021 at approximately 8:30 p.m., New York State Police at Ithaca arrested Larry G. Payne, age 63 of Brooktondale, NY for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on Slaterville Road in Caroline observed a pick-up truck speeding and initiated a traffic stop.  While interviewing Payne, the trooper smelled an odor of an alcoholic beverage.  Payne was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Ithaca where his reportable B.A.C was .16%.  Payne was processed and released on appearance tickets to the Caroline Town Court on October 4, 2021 then turned over to a sober third party.

On September 21, 2021 at approximately 6:25 p.m., New York State Police at Binghamton arrested Mickey A. Younker, age 46 of Chenango, NY for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on Castle Creek Road in Chenango observed a vehicle pass another vehicle in a no passing zone and initiated a traffic stop.   While interviewing Younker, the trooper observed characteristics commonly associated with impairment.  Younker was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton where his reportable B.A.C was .11%.  Younker was processed and issued appearance tickets to the Chenango Town Court on October 12, 2021 then turned over to a sober third party.

On September 21, 2021 at approximately 9:03 p.m., New York State Police at Marathon arrested Brendan B. McGrath, age 32 of New York, NY for the misdemeanor of Driving While Intoxicated.  A trooper on Interstate 81 observed a vehicle failing to maintain a lane while traveling northbound.  The trooper initiated a traffic stop.  While interviewing McGrath, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.   McGrath was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  McGrath was transported to SP Homer where his reportable B.A.C was .13%.  He was processed and issued appearance tickets to Cortlandville Town Court on October 18, 2021 then released to a sober third party. 

On September 21, 2021 at approximately 11:42 p.m., New York State Police at Oneonta arrested Chris T. Mathewson, age 38 of Davenport, NY for the misdemeanor of Driving While Intoxicated.  A trooper stopped a vehicle after they failed to comply with the Move Over Law.  While interviewing Williamson, the trooper observed characteristics associated with impairment.  Mathewson was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Oneonta for processing.  Mathewson’s reportable B.A.C was .13%.  He was processed and issued appearance tickets to the Oneonta Town Court on October 5, 2021 then turned over to a sober third party. 

On September 22, 2021 at approximately 7:23 p.m., New York State Police at Gateway arrested Michael J. Nolan, age 36 of Binghamton, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper initiated a traffic stop on Upper Front Street in Chenango after he observed vehicle and traffic violations.  While interviewing Nolan, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Nolan was asked to perform Standardized Field Sobriety Tests, which was indicative of impairment.  Nolan was arrested and transported to SP Binghamton.  His reportable B.A.C was .12%.  Nolan was issued appearance tickets to the Chenango Town Court on October 13, 2021 and released to a sober third party.

On September 22, 2021 at approximately 10:25 p.m., New York State Police at Sidney arrested Jeremy J. Watson, age 29 of McDonough, GA for the misdemeanor of Driving While Impaired by Drugs.  While on State Route 8 in Guilford a trooper observed a vehicle speeding and initiated at traffic stop.  While interviewing Watson, the trooper observed characteristics commonly associated with impairment.  Watson was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Watson was arrested and transported to SP Sidney where he was additionally tested by a Drug Recognition Expert.  Watson was processed and later released on appearance tickets to the Guilford Town Court on October 19, 2021. 

On September 23, 2021 at approximately 8:08 p.m., New York State Police at Gateway arrested Michael J. Corbin, age 32 of Johnson City, NY for the felony of Aggravated Unlicensed Operation in the first degree and misdemeanor of Aggravated Driving While Intoxicated.  A trooper on patrol observed a vehicle with vehicle and traffic infractions.  A traffic stop was initiated on Colesville Road.  While interviewing Corbin, the trooper smelled an odor of an alcoholic beverage and asked Corbin to perform Standardized Field Sobriety Tests.  Corbin was arrested and transported to SP Binghamton where his reportable B.A.C was .25%.  Corbin was processed and released on appearance tickets to the Kirkwood Town Court on October 6, 2021 then turned over to a sober third party. 

On September 23, 2021 at approximately 10:19 p.m., New York State Police at Owego arrested David W. Bellis felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper was dispatched by Tioga County 911 to a report of a two-vehicle crash on Hamilton Valley Road in Barton.  An investigation at the scene revealed that Bellis struck an unoccupied vehicle in the driveway of a private residence.  He reportedly went into the woods after the crash, and he was located by the trooper laying down in tall brush.  The trooper also observed characteristics associated with impairment.  Bellis was arrested, processed at SP Candor then transported to Tioga County Jail for arraignment. 

On September 23, 2021 at approximately 10:49 p.m., New York State Police at Richfield Springs arrested Rebecca L. Bond, age 44 of West Winfield, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a one-vehicle crash on County Route 21 in Plainfield.  Troopers located the vehicle in a ditch but no driver.  An investigation led troopers to identifying that Bond was operating the vehicle when it went off the roadway.  Bond was located near a barn not far from the scene.  She was arrested and transported to SP Richfield Springs.  She was processed and released on appearance tickets to the Plainfield Town Court on October 13, 2021 then turned over to a sober third party. 

On September 24, 2021 at approximately 1:14 a.m., New York State Police at Homer arrested Julia C. Porter, age 28 of Hoboken, NJ and Jeffrey T. Armstrong, age 52 of Cortland, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a suspicious vehicle on Mount Toppins Road in Preble and located Porter and Armstrong inside one vehicle.  An investigation revealed that Porter and Armstrong both drove separate vehicle to the location and both were impaired.  They were both arrested and transported to SP Homer for processing.  Porter’s reportable B.A.C was .15%.  She was released on appearance tickets to the Preble Town Court on October 26, 2021.  Armstrong’s reportable B.A.C was .11%.  He was released on appearance tickets to the Preble Town Court on November 9, 2021. 

On September 27, 2021 at approximately 5:25 p.m., New York State Police at Deposit arrested Joseph P. Wrighter, age 39 of Hancock, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper was dispatched by Broome County 911 to a one-vehicle crash on State Highway 17 east near exit 83 in Sanford.  While interviewing Wrighter, the trooper observed characteristics commonly associated with impairment.  After an investigation, Wrighter was arrested for DWI.  He was later released on appearance tickets to the Sanford Town Court on November 2, 2021.

On September 30, 2021 at approximately 2:34 p.m., New York State Police at Endwell arrested Michael Mullamphy, age 49 of Horseheads, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper initiated a traffic stop on East Main Street in Union after observing a vehicle with vehicle and traffic infractions.  After an investigation, Mullamphy was arrested.  He was transported to SP Endwell where he was additionally evaluated by a Drug Recognition Expert.  Mullamphy was later released on appearance tickets to the Union Town Court on October 19, 2021.

On September 30, 2021 at approximately 3:40 p.m., New York State Police at Owego arrested Travis J. Shimer, age 41 of Endicott, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper received a report of an erratic drive on State Route 17.  The trooper initiated a traffic stop after observing the vehicle.  Shimer was observed to have characteristics commonly associated with impairment.  Shimer was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Owego where he was additionally evaluated by a New York State Drug Recognition Expert.  Shimer was later released on appearance tickets to the Owego Town Court on October 26, 2021 then turned over to a sober third party.

On September 30, 2021 at approximately 4:45 p.m., New York State Police at Ithaca arrested Matthew B. Mulvaney, age 46 of Homer, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers were dispatched by Tompkins County 911 to a report of a vehicle that struck a tree.  A trooper located Mulvaney at his vehicle at the Dandy Mart on Fall Creek Road in Freeville.  The trooper learned that Mulvaney was operating the vehicle at the time of the crash and that he was also impaired.  Mulvaney was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Ithaca.  Mulvaney was later released on appearance tickets to the Freeville Village Court on November 3, 2021.
