On January 9, 2022, at approximately 1:20 p.m., troopers assigned to the Troop F Community Stabilization Unit (CSU) were patrolling Interstate 87 in the town of Newburgh when they observed a 2017 Toyota Camry traveling north in violation of the New York State Vehicle and Traffic Law. Troopers stopped the vehicle and identified the operator as Andrew Caesar, age 43 and his passenger as Maxwell Coddett, age 46 both from Brooklyn, NY. While speaking with Caesar and Coddett, troopers observed a clear bag containing multi-colored pills, later identified as MDMA. A search of the vehicle yielded a clear plastic bag containing numerous multi-colored MDMA pills weighing approximately 94 grams, two clear plastic bags containing crack-cocaine weighing approximately 125 grams, numerous blue Oxycodone Hydrochloride pills, brown OxyContin pills, blue Alprazolam Pills, pink Oxycodone Hydrochloride pills, blue Amphetamine and Dextroamphetamine pills, numerous clear plastic bags containing cannabis weighing approximately 210 grams, and a digital scale.

Caesar and Coddett were both charged with two counts of Criminal Possession of a Controlled Substance 2nd degree, three counts of Criminal Possession of a Controlled Substance 3rd degree, two counts of Criminal Possession of a Controlled Substance 5th degree, five counts of Criminal Possession of a Controlled Substance 7th degree, two counts of Criminal Use of Drug Paraphernalia, and Unlawful Possession of Cannibis.

They were both transported to Orange County Jail where they were arraigned in front of Judge Barlet and remanded to Orange County Jail without bail.
