Albany, NY – On January 1, 2020, at approximately 1:00 a.m., State Police stopped a vehicle on State Route 9W in the city of Albany for a vehicle and traffic violation.  After interviewing the driver, Samuel D. Bethea, 41, of Albany, NY, he was found to be intoxicated and had a suspended license. 
 
Bethea was arrested and transported to SP Albany where he refused to give a breath sample.  Additionally, Bethea has two previous DWI convictions within the last 10 years and is required to operate a vehicle with an ignition interlock device.  As a result, he was charged with Driving While Intoxicated; a Class E Felony, Aggravated Unlicensed Operation 1st degree; a Class E Felony, and Operating a Motor Vehicle with no Ignition Interlock Device; a Class A Misdemeanor.
 
Bethea was turned over to a sober third party and released on appearance tickets returnable to the City of Albany Court on January 15, 2020 at 9:00 a.m.
