PRESS RELEASE
 

The following people were taken off the roadways in the month of April and arrested by Troopers for Driving While Intoxicated or Driving While Impaired by Drugs.

On April 3, 2020 at approximately 11:18 a.m., New York State Police at Binghamton arrested Brandy N. Hyde, age 35 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after he observed vehicle and traffic violations while on Upper Front Street in the town of Chenango.  As the trooper interviewed Hyde, he observed characteristics associated with alcohol impairment.  After failing standardized field sobriety tests, Hyde was arrested.  Her reportable B.A.C was .13%.  Hyde was issued appearance tickets to the town of Chenango court on June 24, 2020 then turned over to a sober third party. 

On April 3, 2020 at approximately 8:15 p.m. New York State Police at Binghamton arrested John L. Travis, age 52 of Port Crane, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle on Ballyhack Road in the town of Fenton make vehicle and traffic infractions and initiated a traffic stop.  After an investigation, Travis was arrested.  His reportable B.A.C was .11%.  He was released on appearance tickets to the town of Fenton court on June 25, 2020 then turned over to a sober third party. 

On April 4, 2020 at approximately 8:19 p.m., New York State Police at Norwich arrested Dmytro Tokarev, age 34 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a boat launch off of Balsam Tyler Road in the town of McDonough for a disturbance.  When the trooper interviewed Tokarev, he was able to smell on odor of an alcoholic beverage, prompting him to investigate further.  An investigation revealed that Tokrev and another male had been drinking on a boat then drove a vehicle to the boat launch to pull the boat out of the water.  After failing standardized field sobriety tests, Tokarev was arrested.  He was processed and issued appearance tickets to the town of McDonough court on June 11, 2020. 

On April 13, 2020 at approximately 12:09 p.m., New York State Police at Sidney arrested Amanda R. Rupakus, age 30 of Harpursville, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Chenango County 911 to the report of a female unconscious behind the wheel of her vehicle while parked at a fuel pump at the Country Store on Maple Street in the village of Afton.  The trooper was also advised of a complaint about the same vehicle driving erratically while on Interstate 88.  When the trooper arrived, he observed Rupakus in her vehicle and slumped over the center console toward the passenger seat.  After several attempts to wake her, Rupakus regained consciousness. Troopers observed that Rupakus appeared impaired and after failing standardized field sobriety tests she was arrested.  Rupakus was processed and released to a sober third party.  She’s scheduled to appear in the town of Afton court on June 15, 2020. 

On April 14, 2020 at approximately 8:26 p.m., New York State Police at Binghamton arrested Matthew J. Sharp, age 36 of Port Crane, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on Tunnel Road in the town of Fenton when he observed a vehicle make vehicle and traffic infractions.  While interviewing Sharp, the trooper observed several common characteristics associated with alcohol impairment.  After failing standardized field sobriety tests, Sharp was arrested.  His reportable B.A.C was .15%.  Sharp was processed and released on appearance tickets to the town of Fenton court on June 25, 2020 then turned over to a sober third party. 

On April 15, 2020 at approximately 8:27 p.m., New York State Police at Sidney arrested Joshua Angle, age 33 of Sherburne, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers were dispatched to a report a possible impaired driver in Dunkin Donut drive thru in the town of Unadilla.  When troopers interviewed the driver, he displayed common characteristics associated with impairment.  After an investigation, Angle was arrested. He was processed and issued appearance tickets to the town of Unadilla court on June 8, 202 then turned over to a sober third party. 

On April 14, 2020 at approximately 8:52 p.m., New York State Police at Ithaca arrested Travis T. Judd, age 34 of Ithaca, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years) and the misdemeanor of Criminal Possession of Marihuana in the fourth degree.  A trooper was dispatched by Tompkins County 911 to the report of a car in the ditch with no injuries on Hunt Hill Road in the town of Dryden.  Troopers responded to the location and found Judd in his vehicle and the vehicle in the ditch.  As the troopers interviewed Judd they detected and odor of an alcoholic beverage, prompting them to inquire further.  Troopers administered standardized field sobriety tests which Judd subsequently failed and was arrested.  His reportable B.A.C was .27%.  Judd was processed and released on appearance tickets to the town of Dryden court on May 13, 2020 then turned over to a sober third party. 

On April 15, 2020 at approximately 2:20 a.m., New York State Police at Binghamton arrested Michael McCuen, age 50 of Brackney, PA for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers initiated a traffic stop while on Colesville Road in the town of Kirkwood after the observed a vehicle make vehicle traffic violations.  As troopers interviewed McCuen that observed that he appeared to be impaired.  After an investigation, McCuen was arrested.  He was processed and issued appearance tickets to the town of Kirkwood court on June 25, 2020 then turned over to a sober third party.

On April 18, 2020 at approximately 2:50 a.m., New York State Police at Binghamton arrested Richard G. Ramey, age 39 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop after they observed the vehicle make traffic infractions while on State Route 11 in the town of Kirkwood.  As troopers interviewed the driver who was identified as Ramey, they observed common characteristics associated with impairment.  After a further investigation, Ramey was arrested for DWI.  His reportable B.A.C was .17%.  Ramey was processed and released on appearance tickets to the town of Kirkwood court on June 30, 2020. 

On April 18, 2020 at approximately 12:54 p.m., New York State Police at Stamford arrested Brent W. Wallace, age 32 of Jefferson, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to a report that a vehicle struck a NYSEG pole on Main Street in the village of Hobart.  While the trooper interviewed Wallace, he detected characteristics that led him to believe that Wallace was impaired.  After an investigation, Wallace was arrested.  He was transported to SP Stamford where he was processed and released on appearance tickets to the town of Stamford court on June 8, 2020 then turned over to a sober third party. 

On April 19, 2020 at approximately 7:28 p.m., New York State Police at Oneonta arrested Furman Nicholson Jr., age 25 of Albany, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper monitoring traffic on Interstate 88 in the town of Owego observed a vehicle make traffic infractions and initiated a traffic stop.  As the trooper interviewed Nicholson Jr., he was able to smell an odor of an alcoholic beverage which prompted the trooper to inquire further.  After failing standardized field sobriety tests, Nicholson Jr. was arrested.  Nicholson Jr. was processed and released on appearance tickets to the town of Oneonta on June 2, 2020 then turned over to a sober third party. 

On April 20, 2020 at approximately 3:00 p.m., New York State Police at Owego arrested Greg A. Whalen, age 43 of Waverly, NY for the felonies of Aggravated Driving While Intoxicated with a Child Less than 15 and Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  A trooper was dispatched to a report of a possible driver under the influence at the Burger King drive thru in the town of Nichols.  When the trooper arrived, he located Whalen in the driver’s seat.  He also had two children younger than 15 years of age in the vehicle.  While the trooper interviewed Whalen, he smelled an odor of an alcoholic beverage and investigated further.  After failing standardized field sobriety tests, Whalen was arrested.  His reportable B.A.C was .15%.  Whalen was processed and released on appearance tickets to the town of Nichols court on June 10, 2020 then turned over to a sober third party.   

On April 21, 2020 at approximately 2:14 p.m., New York State Police at Homer arrested Aaron R. Stewardson, age 39 of Alexandria, VA for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on Interstate 81 in the town of Cortlandville after he observed a vehicle make vehicle and traffic violations.  The trooper also observed the driver of the vehicle jump into the back of the vehicle.  As troopers interviewed the driver, later identified as Stewardson they observed common indicators associated with impairment.  After an investigation, Stewardson was arrested.  He was issued appearance tickets to the town of Cortlandville court on June 15, 2020 then turned over to a sober third party. 

On April 21, 2020 at approximately 11:42 p.m., New York State Police at Margaretville arrested Robert S. Leddy, age 46 of Massapequa, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to the report of an erratic driver on State Highway 23 in Gilboa where the vehicle ultimately drove off the roadway and into an earth embankment. When the trooper interviewed Leddy about the crash, the trooper detected an odor of an alcoholic beverage.  After an investigation, Leddy was arrested.  He was issued appearance tickets to the town of Gilboa court on June 4, 2020. 

On April 24, 2020 at approximately 12:58 a.m., New York State Police at Endwell arrested Samuel P. Espe, age 23 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop after they observed a vehicle on East Main Street with no operational headlights or tail lights.  As the troopers interviewed Espe, troopers observed common characteristics associated with alcohol impairment prompting the troopers to investigate further.  Troopers asked Espe to perform standardized field sobriety tests, which he failed and was arrested.  His reportable B.A.C was .14%.  Espe was processed and released on appearance tickets to the town of Union court on May 26, 2020. 

On April 25, 2020 at approximately 1:50 a.m., New York State Police at Endwell arrested Joseph T. Miranda III, age 22 of Vestal, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Broome County 911 to a car crash on Union Center Maine Highway in the town of Union.  When troopers arrived, they located a vehicle with front end damage and another vehicle that had passenger side damage and had been pushed against a house.  As troopers interviewed the operator of the vehicle with front end damage, they observed that he displayed common characteristics associated with impairment.  After an investigation, Miranda was arrested.  His reportable B.A.C was .09%.  Miranda was processed and released on appearance tickets to the town of Union Court on May 26, 2020 then turned over to a sober third party. 

On April 25, 2020 at approximately 5:17 p.m., New York State Police at Endwell arrested Dylan L. Camp, age 23 of Newark Valley, NY for the felonies of Driving While Ability Impaired by Drugs (with a previous conviction within 10 years) and Aggravated Unlicensed Operation in the first degree.  A trooper was dispatched by Broome County 911 to a report of a crash on Sally Piper and Case Roads in the town of Union.  When the trooper arrived, the driver was laying partially in the vehicle and partially out of it.  A doctor who was driving by also stopped to help and believed Camp had overdosed.  The trooper administered naloxone and Camp was then turned over to the care of UVES.  Camp did not want to be transported by ambulance and was subsequently arrested for DWAI.  Camp was issued appearance tickets to the town of Union court on June 2, 2020 then turned over to a sober third party. 

On April 28, 2020 at approximately 12:07 p.m., New York State Police at Oneonta arrested Joshua G. Leonard, age 25 of Oneonta, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper monitoring traffic on State Highway 23 in the town of Morris observed the vehicle that Leonard was operating make a vehicle and traffic infraction.  The trooper initiated a traffic stop and immediately observed that Leonard appeared impaired.  After an investigation, Leonard was arrested.  Leonard was processed and released on appearance tickets to the town of Morris court for June 1, 2020 then turned over to a sober third party. 

On April 28, 2020 at approximately 11:32 p.m., New York State Police at Oneonta arrested Amy S. Jones, age 37 of Unadilla, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Otsego County 911 to the report of a disabled vehicle on Chestnut Street in the town of Oneonta.  When the trooper arrived, he spotted that a damaged utility pole just down the road, along with other property damaged along the roadway.  The trooper also observed that the vehicle that Jones was driving had damage matching the damage.   As the trooper interviewed Jones, he observed that she appeared impaired.  After failing standardized field sobriety tests, Jones was arrested.  She was processed then released to a sober third party.  Jones is scheduled to appear in the town of Oneonta court on May 11, 2020. 

On April 30, 2020 at approximately 5:12 a.m., New York State Police at Endwell arrested Jennifer L. Felton, age 41 of Berkshire, NY for the felonies of Driving While Ability Impaired by Drugs (with a previous conviction within 10 years) and Aggravated Unlicensed Operation of a Vehicle and the misdemeanor of Criminal Possession of a Controlled Substance in the seventh degree.  Troopers were dispatched to the Speedway in the town of Maine to check on the welfare of a woman who was reportedly passed out behind the wheel of her vehicle.  Troopers located Felton driving the vehicle on State Route 38B and initiated a traffic stop.  Troopers observed Felton to be impaired and they investigated further.  After failing standardized field sobriety tests, Felton was arrested. Troopers also found that Felton’s license was suspended and she was in possession of drugs.  Felton was processed and released on appearance tickets to the town of Maine court on May 27, 2020. 

On April 30, 2020 at approximately 9:10 p.m., New York State Police at Marathon arrested Billie J. Phillips, age 52 of Marathon, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched by Cortland County to look for an erratic operator near Duff’s Dairy Treat in the town of Cincinnatus.  The 911 caller provided the description of the operator, the vehicle and license plate.  The trooper was able to catch up with the described vehicle and observe vehicle and traffic violations on State Route 221 in the town of Willet.  After an investigation, Phillips was arrested.  Her reportable B.A.C was .27%.  Phillips was processed and issued appearance tickets to the town of Willet court on June 24, 2020.
