New York State Police Make Another Meth Related Arrest During A Traffic Stop In Champlain

          On February 25, 2013, at approximately 6:45 p.m., the New York State Police in Chazy conducted a Vehicle and Traffic Law stop on State Route 11 in the town of Champlain for an inadequate plate lamp on a blue 1999 Nissan. Richard P. Paro, age 37, of West Chazy, New York was found in possession of Lye and Ice Packs, both precursors(Reagents) to manufacture methamphetamine.  Paro was arrested for Criminal Possession of Methamphetamine Manufacturing Material 2nd degree and Unlawful Possession of Marijuana.  He was arraigned before Town Justice John Favreau, Town of Champlain Court, and remanded to Clinton County Jail in lieu of $500.00 bail.  The investigation into Paro's activities in relation to manufacturing methamphetamine in ongoing.
