On July 29, 2013, at approximately 8:15 a.m., New York State Police in Chazy responded to a report from North Country Family Health Center, who stated they had two patients at their facility with lacerations from a domestic dispute which occurred in the village of Rouses Point earlier that morning.
Investigation revealed Tricia A. Guay, age 37, and her estranged husband, Randy J. Guay, age 37, both of Rouses Point, were involved in a verbal domestic dispute, which led to a physical altercation involving a knife, at their former residence located at 30 Priscilla Lane in Rouses Point. Randy Guay currently resides on Clinton Street in Rouses Point. As a result of the altercation, Tricia Guay received lacerations to her left and right hands. The couple's twelve year old daughter also received a minor injury as a result of the incident. Both Tricia Guay and her daughter were treated at North Country Family Health Center and released. Randy Guay was located in the vicinity of the altercation with what appeared to be self-inflicted lacerations to his arms and legs. Shortly after the domestic dispute, area fire departments were called to a fire at 30 Priscilla Lane. The cause and origin of the fire are being investigated. Police believe the fire was started by Randy Guay. Randy Guay was treated for lacerations to his arms and legs at CVPH Medical Center in Plattsburgh and was subsequently arrested by State Police and charged with Assault 2nd Degree, Criminal Contempt 1st Degree, Arson 3rd Degree, Criminal Possession of a Weapon 4th Degree, Criminal Obstruction of Breathing, and Endangering the Welfare of a Child. Randy Guay was arraigned before Chazy Town Justice Carolyn Mesick-Pratt and committed to Clinton County Jail on $250,000 cash bail or $500,000 bond to reappear on August 6 at 5:00 p.m.
The New York State Police Troop B Forensic Identification Unit and Violent Crimes Unit responded to assist at the scene. A search warrant was obtained and the scene was processed for evidence.
