Leandra's Law arrest in Champlain

On January 27, 2018, at approximately 8 p.m. State Police initiated a traffic stop on Church Street in the village of Champlain on a 2002 Pontiac Grand Prix for depositing trash on a highway. The driver, 32-year-old James M. Murphy of Chazy, was subsequently arrested for DWI. A 7-year-old child was in the vehicle with Murphy.
His blood alcohol content was determined to be 0.16%. During the course of the investigation Murphy’s license was found to be revoked with an interlock device restriction due to a previous arrest for DWI.
Murphy was charged with Leandra’s Law-Aggravated DWI (felony), Felony DWI, Aggravated Unlicensed Operation 1st degree, and further ticketed for circumventing of an interlock device, unlicensed operation, and depositing refuse on a highway.
He was arraigned in the Town of Champlain Court. Murphy was held in lieu of $10,000 cash bail or $20,000 bond and transported to the Clinton County Jail.
