Three arrested in Moira, following traffic stop

On February 7, 2018, at approximately 11:30 a.m. State Police conducted a traffic stop on State Route 11 in Moira on a 2005 Ford Focus. The operator of the vehicle had provided a false name and date of birth and failed to produce identification at the time of the stop. He was later identified as 52-year-old William C. Barr of Ogdensburg. Barr was found to have an expired and suspended New York license.
The front seat passenger, 25-year-old Chelsea E. White, also of Ogdensburg was found to have a warrant out of Ogdensburg City Police Department. She was also taken into custody.
A search of the vehicle revealed merchandise which was found to be stolen from Wal-Mart in Potsdam, as well as a loaded hypodermic syringe which contained suboxone. The syringe was found to belong to rear seat passenger, 25-year-old Joshua T. Woodward, of Heuvelton.
Barr was charged with False Personation, Criminal Possession of Stolen Property 5th degree, and Aggravated Unlicensed Operation 3rd degree. Woodward was arrested and charged with Criminal Possession of Stolen Property 5th degree, and Criminal Possession of a Controlled Substance 7th degree. Barr was arraigned at the Bangor Town Court where he was remanded to the Franklin County Jail in lieu of $2,000 cash or $5,000 bond.

White was turned over to the Ogdensburg City Police Department for her active warrant.
