State Police arrest an Elmira woman on felony drug charges

On March 13, 2019, members of the New York State Police, Troop”E” Uniform Force and the New York State Police Community Narcotics Enforcement Team (CNET) conducted a narcotics investigation in the Village of Horseheads.
As a result of the investigation, Debbie Rummings, 38, of Elmira, NY was arrested for two counts of Criminal Possession of a Controlled Substance 3rd degree (class B felony), two counts of Criminal Possession of a Controlled Substance 7th degree (class A misdemeanor), Criminally Using Drug Paraphernalia 2nd degree (class B misdemeanor) and Unlawful Possession of Marihuana (violation).
Rummings was arraigned in the Village of Horseheads Court and remanded to the Chemung County Jail.
