On March 13, 2019, members of the New York State Police, Troop”E” Uniform Force and the New York State Police Community Narcotics Enforcement Team (CNET) conducted a narcotics investigation in the Village of Horseheads.  At approximately 3:27pm, a vehicle traffic stop of a passenger car was conducted by a New York State  Police Uniform patrol on I-86 in the Village of Horseheads.  As a result of the traffic stop, approximately 90 grams of heroin, approximately 11 grams of methamphetamine, approximately 15 grams of marihuana, approximately 1 gram of cocaine and several ecstasy pills were secured along with digital scales, packaging material and a glass smoking device.  

 

As a result of the investigation, Debbie Rummings, 38, of Elmira, NY was arrested for two counts of Criminal Possession of a Controlled Substance 3rd degree (class B felony), two counts of Criminal Possession of a Controlled Substance 7th degree (class A misdemeanor), Criminally Using Drug Paraphernalia 2nd degree (class B misdemeanor) and Unlawful Possession of Marihuana (violation).  

 

Rummings was arraigned in the Village of Horseheads Court and remanded to the Chemung County Jail.
