Troop C Driving While Intoxicated and Driving While Ability Impaired arrests June 1-9, 2019:

On June 1, 2019 at approximately 12:15 a.m., New York State Police at Homer arrested Nicole J. Macomber, age 34 of Oxford, NY for the felony of Driving While Ability Impaired by Drugs (with a prior conviction within 10 years), she was additionally charged with a felony for Driving While Ability Impaired with a Child 15 or Under as Passenger (Leandra’s Law).  Troopers were dispatched by Cortland 911 to an accident on State Route 41 in the town of Willet.  When troopers arrived, they located the vehicle off the roadway, on its roof and into the porch of a residence. Macomber was not injured, her 15-year-old passenger complained of a head injury and was transported to Guthrie Cortland Medical Center then to Upstate Medical Center.  Troopers recognized Macomber because they responded to a call earlier in the night involving Macomber driving erratically on Interstate 81 and at the Speedway in Homer but she did not show any evidence of impairment at that time and she was released.  Troopers also learned Macomber was the suspect of an earlier hit and run on State Route 41 in Smithville.  While at the accident scene in Willet, troopers observed that Macomber was impaired and not acting the way she wasat their earlier encounter.  After an investigation, she was arrested.  Macomber was issued tickets to appear in the town of Willet court on June 26, 2019.
 
On June 1, 2019 at approximately 2:49 a.m., New York State Police at Binghamton arrested Stephen D. Pratt, age 21 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  He was also issued a ticket for Refusal to Submit to a Breath Test.  Troopers were dispatched to a vehicle disabled on State Route 11 in the town of Kirkwood.  The located Pratt in his vehicle, stuck in the mud.  As troopers began to interview Pratt about how he got stuck, they detected common characteristics associated with alcohol impairment.  After an investigation, Pratt was arrested. Pratt was processed then transported to Broome County Central Arraignment and Processing. 
 
On June 1, 2019 at approximately 3:46 a.m., New York State Police at Binghamton arrested Gaige P. Russell, age 21 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  Troopers observed Russell driving on State Route 11 in the town of Kirkwood with no lights on.  They also observed him failing to maintain a lane and almost strike a curb.  A traffic stop was initiated and troopers detected a strong odor of an alcoholic beverage along with several common characteristics associated with alcohol intoxication.  After an investigation, he was arrested; Russell’s reportable B.A.C. was .13%. Russell was later released on appearance tickets returnable to the town of Kirkwood court on June 11, 2019 and turned over to a sober third party. 
 
On June 1, 2019 at approximately 9:54 p.m., New York State Police at Binghamton arrested Carl F. Edmister, age 55 of Conklin, NY for the misdemeanor of Aggravated Driving While Intoxicated, with a reportable B.A.C of .20%.  A trooper observed the vehicle Edmister was operating on Conklin Road failing to keep right and crossing over the double yellow line into oncoming traffic multiple times.  A traffic stop was initiated and the trooper observed that Edmister appeared to be impaired by alcohol.  After an investigation, he was arrested.  Edmister was processed then released on appearance tickets returnable to the town of Conklin court on June 12, 2019 and turned over to a sober third party. 
 
On June 3, 2019 at approximately 8:29 p.m., New York State Police at Deposit arrested Amber Pfister, age 23 for the felony of Aggravated Driving While Impaired by Drugs with a Child 15 or Under as Passenger (Leandra’s Law), the misdemeanors of Criminal Possession of a Controlled Substance in the seventh degree and the violation of Unlawful Possession of Marihuana.  Troopers were dispatched to a complaint of a vehicle that drove through several yards on Second Street in the village of Deposit.  Troopers located the vehicle in a parking lot with a blown-out tire and heavy damage to the rim.  They operator was identified as Pfister and troopers also observed an odor of marijuana.  Two passengers in the vehicle were identified as a 15-year-old juvenile runaway reported to be missing from the village of Hancock and a 17-year-old female.  Troopers located marijuana and a controlled substance in Pfister’s possession.  After an investigation, Pfister was determined to be impaired by drugs.  She was arrested then arraigned in the village of Deposit court and remanded to the Delaware County Jail.  The 15-year-old runaway was turned over to a village of Hancock police officer and the 17-year old was turned over to her mother. 
 
On June 6, 2019 at approximately 12:54 a.m., New York State Police at Candor arrested Lawrence E. Hillis, age 57 of Vestal, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .12%.  Troopers were on patrol on State Route 434 in the town of Owego when they observed Hillis fail to dim his headlights then cross the double yellow line, nearly striking the patrol vehicle.  A traffic stop was initiated and troopers observed several indicators that Hillis may be impaired.  After an investigation, he was arrested.  Hillis was processed and released on tickets to appear in the town of Owego Court on June 20, 2019 then turned over to a sober third party. 
 
On June 6, 2019 at approximately 3:55 p.m., New York State Police at Richfield Springs arrested Charles M. Egan, age 65 of Cooperstown, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .12%.  A trooper on patrol observed Egan to be traveling in a vehicle not wearing a seatbelt while on Susquehanna Avenue and Walnut Street in the village of Cooperstown.  While interviewing Egan, the trooper observed that Egan appeared to be impaired by alcohol.  After an investigation, Egan was arrested.  He was subsequently released on appearance tickets returnable to the town of Otsego court on June 26, 2019 then turned over to a sober third party.  
 
On June 6, 2019 at approximately 6:20 p.m., New York State Police at Norwich arrested Joseph E. Krebbeks, age 30 of Marathon, NY for the felony of Aggravated Driving While Intoxicated (with a prior conviction within 10 years).  Krebbeks was stopped after he failed to maintain his lane, almost colliding with oncoming traffic.  Troopers observed several common characteristics associated with alcohol impairment.  After an investigation, Krebbeks was arrested with a reportable B.A.C. of .24%.  Krebbeks was arraigned in the town of Greene court and released on his own recognizance.  He’s set to reappear on July 11, 2019. 
 
On June 8, 2109 at approximately 1:24 a.m., New York State Police at Ithaca arrested Simon D. Kozik, age 24 of Ithaca, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .14%.  Troopers initiated a traffic stop for an equipment violation while on State Highway 13 near Stewart Park.  Troopers observed a strong odor of an alcoholic beverage and common characteristics associated with alcohol intoxication.  After an investigation, Kozik was arrested and processed.  He was released on appearance tickets returnable to the town of Ithaca court on June 26, 2019 then turned over to a sober third party. 
 
On June 8, 2019 at approximately 3:17 a.m., New York State Police at Endwell arrested Jared A. Schledorn, age 38 of Waverly, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .11%.  Troopers on patrol observed Schledorn fail to use his signal while merging onto State Highway 17 in the town of Vestal then fail to maintain a lane.  A traffic stop was initiated and after an investigation he was arrested.  Schledorn was subsequently released on appearance tickets returnable to the town of Vestal court on June 18, 2019 and turned over to a sober third party. 
 
On June 8, 2019 at approximately 6:15 a.m., New York State Police at Norwich arrested Scott T. Barnes, age 30 of Norwich, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .16%.  Troopers were dispatched by Chenango County 911 to Wheeler Avenue in the town of Norwich for a possible trespass on private property.  Troopers located Barnes whose vehicle had rolled down a hill and became stuck in a ditch.  A further investigation revealed that Barnes was impaired by alcohol and he was arrested.  He was later released on appearance tickets returnable to the town of Norwich court on June 20, 2019 and turned over to a sober third party. 
 
On June 8, 2019 at approximately 5:59 p.m., New York State Police at Gateway arrested Robert Nrecaj, age 35 of Middletown, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years), the misdemeanor of Aggravated Unlicensed Operation and several traffic tickets.  A trooper responded to an accident in the Lowe’s parking lot on Upper Front Street in the town of Chenango.  An investigation revealed that Nrecaj pulled out into traffic and struck another vehicle.  During the investigation, the trooper observed several characteristics indicative on alcohol impairment and he was arrested.  His reportable B.A.C. was .11%.  Nrecaj was processed then turned over to Broome County Central Arraignment and Processing. 
 
On June 9, 2019 at approximately 8:03 a.m., New York State Police at Sidney arrested Trebor E. Hoxie, age 27 of South New Berlin, NY for the misdemeanors of Driving While Intoxicated and Aggravated Unlicensed Operation.  He was also issued several traffic tickets.  Troopers were dispatched to an accident on State Highway 7 in the town of Unadilla. Troopers arrived to find one vehicle that struck a parked car which caused a chain reaction striking four other vehicles.  Hoxie was treated by Unadilla EMS and transported to Wilson Hospital.  While the trooper interviewed Hoxie at the hospital he detected the odor of an alcoholic beverage.  Once Hoxie was treated and released, he was processed at SP Sidney and issued appearance tickets returnable to the town of Unadilla court on July 8, 2019 then turned over to a sober third part. 
 
On June 9, 2019 at approximately 6:31 p.m., New York State Police at Homer arrested Ryan R. Bailey, age 26 of Forest City, PA for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .13%.  A trooper responded to a 911 complainant of a pick-up truck unable to maintain its lane while on Interstate 81.  The trooper located the pick-up pulled over on the shoulder of I-81 in the town of Virgil where he observed Bailey to be impaired.  After an investigation, Bailey was arrested and subsequently released on appearance tickets returnable to the town of Virgil court on July 2, 2019.  He was later turned over to a sober third party.
