Troop C Driving While Intoxicated and Driving While Ability Impaired Arrests June 9-16, 2019:

On June 9, 2019 at approximately 2:38 a.m., New York State Police at Endwell arrested Nicholas J. Baranski, age 31 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to Campville Road in the town of Union for a one-car accident.  Troopers located Baranski’s vehicle down an earth embankment and against a NYSEG pole.  Troopers observed that Baranski appeared to be under the influence of alcohol.  He was transported to Wilson Hospital for a medical evaluation.  He was subsequently issued appearance tickets returnable to the town of Union court on August 6, 2019. 

On June 9, 2019 at approximately 7:52 p.m., New York State Police at Sidney arrested Thomas K. Winn, age 60 of Bainbridge, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a one-car accident on State Route 206 in the village of Bainbridge.  When the trooper arrived, he located a vehicle on its roof in the roadway with Winn still belted and upside down.  Winn was freed by the trooper and during the investigation the trooper noted several common characteristics commonly associated with alcohol intoxication.  Winn was transported to Wilson Hospital for treatment.  He was issued appearance tickets to appear in the town of Bainbridge court on June 20, 2019. 

On June 9, 2019 at approximately 11:09 p.m., New York State Police at Ithaca arrested Suzanne L. Sprague, age 47 of Moravia, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .09%.  A trooper responded to a one-car accident on Asbury Road in the town of Lansing.  An investigation determined Sprague failed to stop at a stop sign at Asbury and Collins Roads and struck a ditch at the end of the road.  While the trooper interviewed Sprague, he observed that she was impaired.  After an investigation, she was arrested for DWI.  Sprague was later released on appearance tickets returnable to the town of Lansing court on June 27, 2019 and turned over to a sober third party. 

On June 11, 2019 at approximately 10:03 p.m., New York State Police at Oneonta arrested Justin M. Quackenbush, age 32 of Hartwick, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to the Walmart in the town of Oneonta for an altercation, the victim later declined to press charges.  Troopers were advised that the suspect left in a vehicle on State Highway 23 and were provided a description.  Troopers located the vehicle and observed the vehicle fail to use its signal while turning onto James F. Lettis Highway.   A traffic stop was initiated and troopers determined that Quakenbush was intoxicated, with a reportable B.A.C. of .09%.  Quakenbush was arrested and later released on appearance tickets returnable to the town of Oneonta court on June 18, 2019. 

On June 12, 2019 at approximately 11:12 a.m., New York State Police at Ithaca arrested Nigell K. Johnson, age 37 of Ithaca, NY for the felonies of Aggravated Driving While Ability Impaired by Drugs and Aggravated Unlicensed Operation in the first degree.  A trooper was dispatched to an overdose in a vehicle on Fishkill Road in the town of Newfield.  The trooper located the vehicle partially in the roadway and Johnson unresponsive inside it.  Johnson eventually regained consciousness and after an investigation, he was arrested.  Johnson was arraigned in the town of Newfield court where he was released on his own recognizance and to appear at a later date.

On June 14, 2019 at approximately 9:28 p.m., New York State Police at Norwich arrested Aedan E. Parsons, age 24 of Sidney, NY for the misdemeanor of Driving While Intoxicated and the violation of Unlawful Possession of Marihuana.  Troopers were dispatched by Chenango County 911 for a one-car accident on Stone Quarry Hill Road in the town of Smithville.  They located Parsons and his vehicle in a ditch.  During the investigation, troopers observed several common characteristics associated with alcohol impairment.  After an investigation, Parson was arrested.  His reportable B.A.C. was .13%.  He was processed and released on appearance tickets returnable to the town of Smithville court on June 25, 2019 and turned over to a sober third party. 
 
On June 15, 2019 at approximately 2:32 a.m., New York State Police at Oneonta arrested Gable A. Bugel, age 29 of Oneonta, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .15%.  Troopers overserved Bugel on his motorcycle, speeding while on Chestnut Street in the city of Oneonta.  Troopers initiated a traffic stopped and observed that Bugel was intoxicated.  After an investigation, he was arrested.  He was released to appear on June 24, 2019 in the city of Oneonta court and turned over to a sober third party. 
 
On June 15, 2019 at approximately 10:54 p.m., New York State Police at Binghamton arrested Kevin R. Kinney, age 38 of Binghamton, NY for the felony of Aggravated Driving While Intoxicated with Child 15 or Under as Passenger (Leandra’s Law) and with having a previous conviction within 10 years. He was also charged with the misdemeanors of Aggravated Unlicensed Operation in the second degree and Operating a Motor Vehicle without Ignition Interlock Device.  A trooper observed the vehicle Kinney was operating cross over the double yellow lines and pass the vehicle in front of him while on Conklin Avenue in the city of Binghamton. The trooper observed several common characteristics associated with alcohol impairment while he interviewed Kinney.  The trooper also observed a 12-year-old child in the vehicle.  After an investigation, Kinney was arrested with a reportable B.A.C. of .12%.  The child was turned over to a sober third party.  Kinney was later released on appearance tickets returnable to the city of Binghamton court on June 21, 2019 then released to a sober third party. 
 
On June 16, 2019 at approximately 1:00 a.m., New York State Police at Endwell arrested Spring A. Genovese, age 40 of Endicott, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .17%.  Troopers stopped Genovese because she was driving without any headlights while on East Main Street in the town of Union.  A traffic stop was initiated and an investigation revealed she was impaired.  Genovese was subsequently released on appearance tickets returnable to the town of Union court on July 9, 2019 then turned over to a sober third party.
 
On June 16, 2019 at approximately 3:05 a.m., New York State Police at Binghamton arrested Jamal R. Moore, age 40 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  He was also issued tickets for Failure to Keep Right, Unlicensed Operator and Possession of an Open Container. Troopers initiated a traffic stop after they observed Moore failing to maintain his lane while on Court Street in the town of Kirkwood.  During an investigation, the trooper observed common characteristics associated with alcohol impairment.  After an investigation, Moore was arrested.  His reportable B.A.C. was .12%.  Moore was processed and transported to Broome County Central Arraignment and Processing. 
 
On June 16, 2019 at approximately 11:45 p.m., New York State Police at Oneonta arrested Vincent M. Sassone, age 31 of Maryland, NY for the felonies of Driving While Intoxicated (with a previous conviction within 10 years) and Aggravated Unlicensed Operation in the first degree.  He was also charged with the misdemeanor of False Personation and issued several other traffic tickets.  Troopers stopped Sassone after they observed him speeding while on State Highway 7 in the town of Oneonta.  When troopers began to interview Sassone, he told them he did not have his license with him and provided a false name.  Troopers detected common characteristics associated with alcohol impairment.  After an investigation, he was arrested with a reportable B.A.C. of .11%.  Sassone was subsequently released on appearance tickets returnable to the town of Oneonta court on June 25, 2019 and turned over to a sober third party.
