Hempstead man arrested for robbery after an incident on the Southern State Parkway

On Monday, June 17, 2019, at approximately 9:04 pm, troopers responded to a report of a pedestrian walking in the center median of the westbound Southern State Parkway in the area of exit 15, town of Hempstead, Nassau County. Troopers arrived on the scene along with Nassau County Police and located the pedestrian. After speaking with the pedestrian, it was determined the pedestrian had been involved in an altercation with a passenger in a 2010 Lexus ES 250 while driving on the Southern State Parkway. The investigation revealed that Narain Bicessar, age 43 of Hempstead, NY, was the passenger in the Lexus and became involved in a verbal altercation with the driver. The altercation became physical, as Bicessar started punching the driver in the face and then put the Lexus into park while it was still in motion. The driver was able to pull the Lexus onto the center median and stop the vehicle. Once stopped, Bicessar started to strangle the driver, but the driver was able to escape. Bicessar took the vehicle, leaving the driver in the center median and fled the scene. Bicessar was located a short while later in Richmond Hill, NY, where he was arrested by the troopers.
Bicessar was charged with Robbery 2nd degree, Criminal Obstruction of Breathing/Blood Circulation, Reckless Endangerment 2nd degree and Harassment 2nd degree. Bicessar was held for arraignment at Nassau County First District Court.
