16 July 2019 Endwell trooper arrests two after he seem them acting suspiciously ![]() NEW YORK STATE POLICE Major Brian Shortall Troop C Commander PRESS RELEASE On July 14, 2019 at approximately 10:06 p.m., New York State Police at Endwell arrested Heather M. Houck, age 32 of Binghamton, NY for the misdemeanors of Criminal Possession of a Controlled Substance in the seventh degree (three counts) and Criminally Using Drug Paraphernalia (two counts) and the Criminal Procedure Law, Warrant of Arrest. At approximately 10:35 p.m., troopers also arrested Caleb H. Zandt, age 26 of Deposit, NY for the misdemeanors of Criminal Possession of a Controlled Substance in the seventh degree and Criminal and Criminally Using Drug Paraphernalia in the second degree. A trooper observed the vehicle Houck and Zandt were in near a closed business off George F. Highway in the town of Union. When the trooper drove past the vehicle, he observed Houck duck down. After an investigation, the trooper learned Houck had an active warrant. Houck was also found to have suspected heroin and methamphetamine. She was arrested and processed then turned over to Broome County Central Arraignment and Processing. Zandt was found to be in possession of heroin and a scale. He was issued appearance tickets to the town of Union court on August 6, 2019.
