PRESS RELEASE

Troop C Driving While Intoxicated and Driving While Ability Impaired by Drugs arrests:

On July 24, 2019 at approximately 8:43 p.m., New York State Police at Ithaca arrested Waverly J. Glover, age 59 of Yukon, OK for the misdemeanor of Driving While Ability Impaired by Drugs.  He was also issued tickets for Speeding and No Distinctive Plates.  A trooper observed Glover speeding while on Elmira Road in the town of Newfield and initiated a traffic stop.  While interviewing Glover, the trooper detected an odor of marijuana and his investigation further revealed that Glover was impaired.  Glover was arrested and later arraigned in the town of Newfield court where he was released on his recognizance.  Glover is return to court on August 7, 2019. 

On July 24, 2019 at approximately 10:38 p.m., New York State Police at Owego arrested Karl C. Kasch, age 54 of Oak Grove, MO for the misdemeanor of Aggravated Driving While Intoxicated.  He was also issued a ticket for Possession of an Open Container. A trooper was dispatched to assist the Village of Owego Police with a DWI just outside of their jurisdiction on Hiawatha Bridge.  After an investigation, Kasch was arrested.  His reportable B.A.C was .25%.  Kasch was arraigned in the town of Owego court where he was remanded to the Tioga County Jail.  He’ll reappear in the town of Owego court on August 6, 2019.

On July 24, 2019 at approximately 11:02 p.m., New York State Police at Oneonta arrested Rachel M. Rose, age 40 of Otego, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C. of .22%.  She was also issued tickets for Imprudent Speed and Moved from Lane Unsafely.  A trooper was dispatched by Otsego County 911 to the area of Country Club Road in the town of Oneonta for a report of a vehicle off the road.  The trooper located Rose and her vehicle which was stuck in a drainage ditch.  The trooper observed that Rose showed several common characteristics associated with alcohol impairment.  After an investigation, she was arrested.  Rose was processed and released on appearance tickets returnable to the town of Oneonta court on August 6, 2019. 

On July 25, 2019 at approximately 4:12 p.m., New York State Police at Binghamton arrested Taya C. Hooker, age 44 of Fenton, NY for the felony of Aggravated Driving While Intoxicated (with two previous convictions within 10 years).  She was also issued tickets for Operating an Unregistered Vehicle and Operating a Motor Vehicle without an Inspection Certificate.  A trooper was dispatched to Speedway on State Highway 12 in the town of Chenango.  An off-duty trooper contacted 911 after he observed Hooker having a tough time getting out of her vehicle and went to check on her.  The off-duty trooper discovered Hooker was intoxicated.  The off-duty trooper he advised that he was a trooper but she attempted to leave so he turned off her vehicle and waited for a trooper to arrive.  After an investigation, Hooker was arrested with a reportable B.A.C of .31%.  Hooker was processed and transported to Broome County Central Arraignment and Processing to await arraignment. 

On July 26 2019 at approximately 9:11 p.m., New York State Police at Owego arrested Vivian Marin, age 46 of Mastic Beach, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper monitoring traffic on State Route 17 in the town of Owego observed Marin speeding.  A traffic stop was initiated and the trooper detected a strong odor of marihuana.  An investigation revealed that Marin was impaired and she was arrested.  Marin was arraigned in the town of Owego court and released on her own recognizance.  She’s scheduled to reappear on August 13, 2019. 

On July 27, 2019 at approximately 4:48 a.m., New York State Police at Endwell arrested Michael A. Toro, age 30 of Endicott, NY for the felonies of Driving While Intoxicated (with a previous conviction within 10 years) and Aggravated Unlicensed Operation in the first degree.  Troopers on patrol in the town of Union heard a vehicle screech its tires and what sounded like an object being struck.  Troopers patrolled to East Main Street and found that the vehicle Toro was driving was stuck in gravel between two curbs at Burger King.  Troopers observed that Toro displayed several common characteristics associated with alcohol impairment.  After an investigation, he was arrested.  Toro did refuse to submit to a breath and chemical test.  Toro was processed then transferred to Broome County Central Arraignment and Processing. 

On August 1, 2019 at approximately 12:01 p.m., New York State Police at Oneonta arrested Norman E. Fletcher, age 64 of Bainbridge, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  He was also issued a ticket for Failure to Keep Right.  Troopers who were leaving SP Sidney after a training, observed Fletcher driving on State Route 7 in the town of Unadilla failing to keep right.  As the troopers interviewed Fletcher, they observed several common characteristics indicative of impairment.  After an investigation, Fletcher was arrested for DWAI.  He was processed and subsequently released on appearance tickets to the town of Unadilla court on August 12, 2019 then turned over to a sober third party. 

On August 1, 2019 at approximately 10:01 p.m., New York State Police at Endwell arrested Clarence E. Decker, age 56 of Deposit, NY for the misdemeanor of Driving While Intoxicated, with a reportable B.A.C of .11%.  Troopers were on their way to a domestic dispute in the town of Deposit when they observed Decker (the suspect involved in the domestic) parked in the parking area then drive to the residence where the dispute was reported.  He was subsequently arrested for DWI.  Decker was later arraigned in the town of Deposit court where he was released on his own recognizance and told to reappear on August 5, 2019. 

On August 2, 2019 at approximately 2:04 a.m., New York State Police at Owego arrested Sara H. Wells, age 29 of Elkland, PA for the misdemeanor of Driving While Intoxicated.  She was also issued tickets for Improper Right Turn, Driving on Shoulder and Moved from Lane Unsafely.  Troopers on patrol observed Wells turn off State Route 434 onto Valley View Drive in the town of Owego, make a wide turn and cross over the double solid yellow lines before returning to the correct lane of travel.  Troopers observed Wells cross over into the fog lane and onto the shoulder on two other occasions.  A traffic stop was initiated on State Route 17 and troopers observed several common factors related to alcohol intoxication as they interviewed Wells.  Wells was subsequently arrested for DWI, with a reportable B.A.C of .11%.  Wells was processed and later released to a sober third party.  She will appear in the town of Owego court on August 20, 2019. 

On August 3, 2019 at approximately 1:18 a.m., New York State Police at Ithaca arrested Justin W. Marshall, age 30 of Newfield, NY for the misdemeanor of Driving While Intoxicated.  He was also issued tickets for Failed to Use Designated Lane, Operating Out of Class, Moved From Lane Unsafely and Unsafe Backing.  Troopers were dispatched by Tompkins County 911 to a report of a vehicle in the ditch near West Groton and Bird Cemetery Roads in the town of Groton.  A caller reported to 911 that the operator of the vehicle was trying to flag down passing motorists.  As troopers arrived, Marshall waved a flashlight at the patrol vehicle and told them he was trying to turn his vehicle and ended up in the ditch.  After an investigation, he was arrested for DWI with a reportable B.A.C of .12%.  Marshall was processed and released on appearance tickets to the town of Groton on September 4, 2019 then turned over to a sober third party. 

On August 3, 2019 at approximately 7:34 p.m., New York State Police at Homer arrested Jacob A. Williams, age 25 of Baldwinsville, NY for the misdemeanor of Driving While Intoxicated.  He was also cited for Failure to Change Address on License, Moved From Lane Unsafely and Drove Across Hazard Markings.  Troopers were dispatched by Cortland County 911 to a report of an erratic operator on State Route 281 in the town of Cortlandville.  A trooper observed Williams failing to maintain his lane and initiated a traffic stop.  Troopers observed that Williams appeared to be impaired and he was subsequently arrested.  His reportable B.A.C was .14%.  Williams was later released on appearance tickets to the town of Cortlandville court on September 2, 2019 and turned over to a sober third party. 

On August 3, 2019 at approximately 10:00 p.m., New York State Police at Sidney arrested Sabrina M. Hetrick, age 36 of Guilford, NY for the misdemeanor of Driving While Intoxicated.  Troopers responded to a one-car accident on State Route 51 in the town of Butternuts.  As troopers interviewed Hetrick they were able to observe that she appeared to be intoxicated.  Hetrick was transported to Bassett Hospital in Cooperstown of complaint of pain and later issued appearance tickets to the town of Butternuts court on August 22, 2019.
