PRESS RELEASE

Troop C arrests for Driving While Intoxicated and Driving While Ability Impaired:

On August 5, 2019 at approximately 10:31 a.m., New York State Police at Oneonta arrested Sierra N. Scecchitano, age 33 of Morris, NY for the misdemeanor of Driving While Ability Impaired by Drugs and the violation of Unlawful Possession of Marihuana.  She was also issued tickets for Failure to Keep Right, Drove Across Hazard Markings, No Seat Belt and Speeding.  Troopers initiated a traffic stop on State Route 23 in the town of Laurens after they observed Scecchitano speeding, fail to keep right and not wearing a seatbelt.  After an investigation, Scecchitano was arrested.  She was later released on appearance tickets returnable to the town of Laurens court on August 15, 2019 and turned over to a sober third party. 

On August 6, 2019 at approximately 2:02 p.m., New York State Police at Oneonta arrested Daniel Wiginton, age 31 of Schenevus, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  He was also issued tickets for Possession of an Open Container and Failure to Keep Right.  Troopers observed an equipment violation on the vehicle Wiginton was operating then observed Wiginton having a tough time maintaining a lane while on County Road 34 in the town of Maryland.  A traffic stop was initiated and troopers observed Wiginton to be sluggish and showing characteristics commonly linked with impairment.  After an investigation, he was arrested and issued tickets returnable to the town of Maryland court on August 20, 2019 then turned over to a sober third party. 

On August 9, 2019 at approximately 1:05 a.m., New York State Police at Sidney arrested Frank DiPasquale, age 60 of Sanford, NY for the misdemeanors of Driving While Intoxicated and Criminal Possession of Marihuana in the fifth degree.  Troopers observed DiPasquale fail to stop at a stop sign near the intersection of Commercial Drive and Main Street in the village of Afton.  A traffic stop was initiated on Main Street and while interviewing DiPasquale troopers observed an odor of marijuana emanating from the vehicle.  As they further interviewed DiPasquale, they observed several common characteristics commonly associated with alcohol impairment.   After an investigation, troopers also located approximately 51 grams of marijuana.  DiPasquale’s reportable B.A.C was .14%.  DiPasquale was processed and later released on appearance tickets to the town of Afton court returnable on September 26, 2019.  

On August 9, 2019 at approximately 12:00 a.m., New York State Police at Oneonta arrested Michael T. Reynolds, age 27 of Montour Falls, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  He was also charged with the violation of Unlawful Possession of Marihuana and issued a ticket for Speeding.  Troopers observed Reynolds speeding while on Interstate 88 in the town of Milford and initiated a traffic stop.  After an investigation, Reynolds was arrested.  Approximately 14 grams of marijuana , THC was also located in Reynolds’s possession.  He was processed and later arraigned in the town of Laurens and released on his own recognizance.  Reynolds is set to appear in the town of Milford court on August 13, 2019. 

On August 9, 2019 at approximately 11:57 p.m., New York State Police at Endwell arrested Ashley M. Carmine, age 32 Endicott, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .15%.   Troopers observed Carmine driving without any headlights and strike a curb while on East Main Street in the village of Endicott and initiated a traffic stop.  Troopers observed that Carmine appeared to be intoxicated.  After an investigation, Carmine was arrested.  She was subsequently released on appearance tickets returnable to the village of Endicott court on August 21, 2019 then turned over to a sober third party. 

On August 10, 2019 at approximately 12:55 a.m., New York State Police arrested Edward F. Gagliano for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .08%.  Troopers initiated a traffic stop after they observed Gagliano with no operating tail lights while on Interstate 88 in the town of Bainbridge.  After an investigation, he was arrested then later released on appearance tickets returnable to the town of Bainbridge on September 3, 2019 then turned over to a sober third party.

On August 10, 2019 at approximately 1:58 p.m., New York State Police at Oneonta arrested Stephanie J. Valk, age 44 of Laurens, NY for the felonies of Aggravated Driving While Ability Impaired by Drugs (with a prior conviction within 10 years), Aggravated Unlicensed Operation in the first degree and the misdemeanor of Operating a Vehicle without Ignition Interlock Device.  She was also issued tickets of Driving on Shoulder, Operating Motor Vehicle without Inspection Certificate, Inadequate Exhaust, Inadequate Plate Lamp, Inadequate Lights and Possession of an Open Container.  Troopers initiated a traffic stop after they observed Valk driving on the shoulder of State Highway 23 in the town of Oneonta.  Their investigation revealed that Valk was impaired and she was arrested.  Valk was arraigned in the town of Oneonta court where she was remanded to the Otsego County Jail on $1,000 cash bail or $2,000 property bond.  She’s scheduled to return to court on September 5, 2019. 

On August 10, 2019 at approximately 10:12 p.m., New York State Police at Homer arrested Earl B. Whitt, age 63 of Locke, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a assist village Homer Police with a domestic dispute at a residence on Copeland Avenue in the village of Homer.  Troopers determined that Whitt drove from his residence in Locke to the residence in Homer under the influence of alcohol.  Whitt was subsequently arrested for DWI with a reportable B.A.C of .08%.  He was later released on appearance tickets to the town of Homer court on September 10, 2019 then turned over to a sober third party. 

On August 10, 2019 at approximately 11:31 p.m., New York State Police at Binghamton arrested Sean P. Marean, age 21 of Binghamton, NY for the misdemeanor of Driving While Intoxicated, he was also issued a ticket for Moved from Lane Unsafely.  Marean was arrested after troopers responded to a one-car crash on State Route 79 in the town of Barker.  As troopers interviewed Marean, they were able to observe several common characteristics commonly associated with alcohol impairment.  Marean’s reportable B.A.C was .12%.  He was processed then released on appearance tickets to the town of Barker on August 20, 2019 and turned over to a sober third party. 

On August 11, 2019 at approximately 5:20 a.m., New York State Police at Binghamton arrested Justin J. Millard, age 27 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .14%.  He was also issued a ticketed for Moved from Lane Unsafely.  Troopers were dispatched to a report of an erratic driver on State Route 369 in the town of Fenton.  A complainant pointed Millard’s vehicle that had driven off the roadway into an embankment.  After an investigation, Millard was arrested.  He was processed and released on appearance tickets to the town of Fenton court on August 22, 2019 and turned over to a sober third party. 

On August 11, 2019 at approximately 10:30 a.m., New York State Police at Binghamton arrested Freddie L. Haygood III, age 36 of Syracuse, NY for the felonies of Aggravated Unlicensed Operation in the first degree and Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were dispatched to a one car accident on Conklin Road in the town of Conklin.  They located Haygood and a female and were able to determined that Haygood was operating the vehicle when it crashed.  No injuries were reported.  Haygood was subsequently arrested for DWI, with a reportable B.A.C of .10%.  Haygood was processed then transported to Broome County Central Arraignment and Processing.

On August 10, 2019 at approximately 7:40 a.m., New York State Police at Owego arrested Aerika L. Weed, age 28 of Friendsville, PA for the misdemeanors of Driving While Intoxicated and Aggravated Unlicensed Operation in the second degree.  She was also issued tickets for Moved from Lane Unsafely, Operating a Motor Vehicle without Inspection Certificate and Possession of an Open Container.  Troopers were dispatched to an accident with injuries on Pennsylvania Avenue in the town of Owego and located Weed’s vehicle overturned on the shoulder of the roadway.  Weed was transported by Apalachin EMS to Wilson Hospital and was later issued appearance tickets returnable to the town of Owego on August 22, 21019. 

On August 11, 2019 at approximately 10:05 p.m., New York State Police at Oneonta arrested Vincent J. Goffredo, age 69 of Worcester, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers observed Goffredo on Interstate 88 failing to keep right, swerve onto the shoulder and drive on the shoulder.  A traffic stop was initiated and troopers determined that Goffredo appeared to be impaired.  After an investigation, he was arrested.  Goffredo was arrested and processed.  He was arraigned in the town of Oneonta court where he was remanded to the Otsego County Jail on $500 cash bail or $1,000 bond.  Goffredo is scheduled to reappear on September 5, 2019. 

On August 13 ,2019 at approximately 11:19 p.m., New York State Police at Binghamton arrested Marcelian J. Amar, age 24 Kirkwood, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C of .20%. A trooper initiated a traffic stop after he observed Amar speeding and equipment violations while on State Route 11 in the town of Kirkwood.  The trooper identified several common characteristics associated with alcohol intoxication as he interviewed Amar.  She was subsequently arrested then released to a sober third party.  Amar will appear in the town of Kirkwood court on September 26, 2019.
