Domestic dispute in Norfolk leads to arrest

On November 9, 2019, at approximately 3:10 a.m., State Police responded to the Valero gas station on State Highway 56 in the town of Norfolk for a report of a domestic dispute.
An investigation at the scene revealed that 54-year-old Preston P. Mossow, of Chase Mills, engaged in a domestic dispute with the victim while in a vehicle. Mossow, intoxicated, punched the victim multiple times in the face with a closed fist while she was driving. He also grabbed her by the hair and then pulled the emergency brake while the vehicle was moving, causing the victim to lose control of the vehicle temporarily. The victim then pulled into the parking lot of the Valero Gas Station.
The investigation determined that there is currently an active order of protection against Mossow, with the victim listed as the protected party, originally issued by Norfolk Town Court.
Mossow was arrested and charged with Criminal Contempt 1st degree (felony), Harassment 2nd degree (violation), and Reckless Endangerment 2nd degree (misdemeanor). He was arraigned in the Town of Norfolk Court and released under the supervision of St. Lawrence County probation.
