Seven dozen people have been arrested for Driving While Intoxicated or Driving While Ability Impaired by Drugs over the months of October and November.  45 people were arrested in October and 37 in November. 

On November 30, 2019 at approximately 9:12 p.m., New York State Police at Ithaca arrested Richard H. Lanterman, age 72 of Dryden, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed Lanterman on the side of State Route 13 in the town of Dryden flashing his high beams on and off.  When he stopped to check on the vehicle and its occupant, the trooper observed that Lanterman was intoxicated.  After an investigation, Lanterman was arrested; his reportable B.A.C was .12%.  He was processed then released on appearance tickets to the town of Dryden court on December 16, 2019. 
 
On November 30, 2019 at approximately 6:49 p.m., New York State Police at Sidney arrested Thomas E. Brainerd, age 57 of Unadilla, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C of .26%.  Troopers were dispatched to a report of a two-car crash on State Highway 7 in the town of Unadilla.  An investigation revealed that Brainerd failed to yield to another vehicle while leaving a driveway, he was also intoxicated.  A passenger of the other vehicle was taken to Tri-Town Hospital for a complaint of pain.  Brainerd was arrested, processed and released on appearance tickets to the town of Unadilla court on December 16, 2019.
 
On November 30, 2019 at approximately 2:05 a.m., New York State Police at Oneonta arrested Emily S. Ives, age 25 of Morris, NY for the misdemeanor of Driving While Intoxicated.  Her reportable B.A.C was .14%.  Troopers were advised of a BOLO (be on the lookout) for a report made to Otsego County 911 that a vehicle with out of state license plates was driving erratically on County Road 48 in the town of Otego.  Troopers located Ives in a running vehicle on County Route 48 near Rivercrest Lane in the town of Oneonta.  When troopers approached the vehicle, Ives attempted to accelerate the vehicle but only spun her tires on the grass.  She was ordered out of the vehicle and complied.  After an investigation, she was arrested.  She was issued appearance tickets to the town of Oneonta court on December 10, 2019 and turned over to a sober third party. 
 
On November 30, 2019 at approximately 1:10 a.m., New York State Police at Binghamton arrested Brian G. Green, age 43 of Conklin, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers initiated a traffic stop of Colesville Road in the town of Kirkwood after they observed Green make a traffic infraction.  After an investigation, Green was arrested.  His reportable B.A.C was .22%.  Green was processed then turned over to a sober third party.  He was scheduled to appear in the town of Kirkwood court on December 12, 2019. 
 
On November 29, 2019 at approximately 11:30 p.m., New York State Police at Deposit arrested Melissa J. Frabizio, age 52 of Tompkins, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper initiated a traffic stop after he observed Frabisio make a traffic infraction while on State Route 10 in the town of Deposit.  After an investigation, the trooper determined Frabizio was impaired and she was arrested.  Her reportable B.A.C was .19%.  Frabrizio was processed then released on appearance tickets to the town of Deposit court returnable January 6, 2020.
 
On November 29, 2019 at approximately 11:05 p.m., New York State Police at Binghamton arrested Mary C. Hitt, age 46 of Nanticoke, NY for the misdemeanor of Driving While Intoxicated. A trooper initiated a traffic stop on State Highway 12 in the town of Chenango after he observed a traffic violation.  After an investigation, Hitt was arrested.  She was processed then released on appearance tickets to the town of Chenango court on December 10, 2019. 
 
On November 29, 2019 at approximately 12:20 a.m., New York State Police at Endwell arrested Wyatt J. Weeks, age 22 of Endicott, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C of .18%.  A trooper observed Weeks driving a car on East Main Street in the village of Endicott with two flat tires and sparks coming from wheel and initiated a traffic stop.  After an investigation, the trooper determined Weeks was intoxicated.  He was arrested, processed and later released on appearance tickets to the village of Endicott court on December 18, 2019. 
 
On November 27, 2019 at approximately 11:50 p.m., New York State Police at Norwich arrested Eden M.  Nelson, age 51 of Greene, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of an accident on Kofira Lane in the town of Greene.  The trooper was also advised that the vehicle struck a guiderail and the operator had fled the scene.  After an investigation, it was determined that Nelson was operating drunk when she crashed the vehicle.  She was subsequently arrested.  Nelson’s reportable B.A.C was .12%.  She was processed then subsequently released on appearance tickets to the town of Greene court on January 9, 2020. 
 
On November 27, 2019 at approximately 9:39 a.m., New York State Police at Binghamton arrested Robert D. Hollabaugh, age 49 of Cochranton, PA for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  Hollabaugh was stopped on Interstate 81 in the town of Dickinson after he was observed by a trooper making several traffic infractions.  After an investigation, he was arrested for DWI, with a reportable B.A.C of .13%.  He was processed then transported to Broome County Central Arraignment and Processing. 
 
On November 26, 2019 at approximately 3:30 p.m., New York State Police at Oneonta arrested Hector T. Reiter, age 37 of Otego, NY for the felonies of Aggravated Driving While Intoxicated (with a previous conviction) and Aggravated Unlicensed Operator in the first degree.  A trooper initiated a traffic stop on Lower Main Street in the city of Oneonta after he observed Reiter operating a vehicle in an unsafe manner.  After an investigation, Reiter was arrested.  His reportable B.A.C was .21%.  He was processed then transported to Otsego County Central Arraignment and Processing.
 
On November 25, 2019 at approximately 11:15 a.m., New York State Police at Margaretville arrested Jeffrey P. Laskow, age 61 of Big Indian, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of an accident near State Highway 28 and Old State Highway 28 in the village of Fleishmanns.  An investigation revealed that Laskow was operating a vehicle in an impaired state when he crashed into a guiderail.  He was arrested then arraigned in the town of Middletown court where he was released on his own recognizance. 
 
On November 24, 2019 at approximately 11:00 a.m., New York State Police at Sidney arrested Kimberly R. Wilcox, age 35 of Otego, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Delaware County 911 to a report of a one-car accident on State Highway 10 in the town of Bloomville.  When the trooper arrived, he observed that Wilcox was not injured but did appear to be impaired.  After an investigation, she was arrested and later released on appearance tickets to the town of Kortright court on December 17, 2019. 
 
On November 24, 2019 at approximately 4:14 a.m., New York State police at Binghamton arrested Bernard J. Black, age 29 of Queens, NY for the Driving While Inotixicated.  Troopers were dispatched by Broome County 911 to Rogers Mountain Way in the town of Dickinson for a report of a vehicle off the roadway.  Troopers located Black sleeping in the driver’s seat of a running vehicle.  They were able to wake him and determined he was impaired.   He was subsequently arrested and later issued appearance tickets to the town of Dickinson court on December 12, 2019. 
 
On November 23, 2019 at approximately 5:55 p.m., New York State Police at Binghamton arrested John L. Travis, age 51 of Fenton, NY for the felony of Aggravated Unlicensed Operator in the first degree and the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after he observed Travis traveling at a high rate of speed on State Route 26 in the town of Nanticoke.  During the course of an investigation, the trooper determined Travis was impaired.  His reportable B.A.C was .15%.  Travis was arrested then transported to Broome County Central Arraignment and Processing. 
 
On November 21, 2019 at approximately 11:35 p.m., New York State Police at Deposit arrested Robert K. Macumber, age 43 of Deposit, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .17%.  A trooper observed the vehicle Macumber was operating failing to maintain its lane while on Old Route 17 in the town of Windsor and initiated a traffic stop.  After an investigation, Macumber was arrested.  He was subsequently released on appearance tickets to the town of Windsor court and released to a sober third party. 
 
On November 21, 2019 at approximately 12:39 a.m., New York State Police at Ithaca arrested Vincent R. King, age 24 of Groton, NY for the felony of (Leandra’s Law) Driving While Intoxicated with Child.  He was arrested for the misdemeanors of Criminal Obstruction of Breathing and Endangering the Welfare of a Child.  Troopers were dispatched to the report of a domestic dispute on Corona Avenue in the village of Groton.  A victim told troopers that King hit and choked the victim during an argument.  The victim alleged that King was intoxicated and sleeping in a running vehicle when he drove into a pillar.  King is accused of then getting in his vehicle again and putting a child on his lap and put the car in drive and ended up in a ditch.    Troopers arrested King and he was later arraigned in the town of Groton court where he was released on his own recognizance.  The judge issued an order of protection to the victim. 
 
On November 20, 2019 at approximately 11:20 p.m., New York State Police at Greene arrested John G. Garew Jr., age 59 of Greene, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C of .25%.  A trooper observed a vehicle cross over the double yellow line while on State Highway 12 in the town of Greene and initiated a traffic stop.  After an investigation, Garew was arrested.  Garew was issued appearance to the town of Greene court on December 5, 2019. 
 
On November 17, 2019 at approximately 6:37 p.m., New York State Police at Deposit arrested Lucas A. Wank, age 36 of Deposit, NY for the misdemeanor of Driving While Intoxicated.  He was also issued a ticket for the Environmental Conservation Law for Possessing a Loaded Firearm in a Motor Vehicle.  A trooper was dispatched to a one-car crash on Old Route 17 in the town of Sanford.  The trooper observed Wank with some lacerations and he was transported to Wilson Hospital for evaluation.  After an investigation, Wank was arrested and issued appearance tickets to the town of Sanford court for January 13, 2020. 
 
On November 17, 2019 at approximately 1:14 p.m., New York State Police at Endwell arrested Luke A. Mandyck, age 44 of Endicott, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper patrolled to the Mirabito in the town of Dickinson to check the welfare of a reported male passed out behind the wheel with the vehicle running.  Troopers were able to make contact with Mandyck who they determined was impaired.  He was subsequently arrested, processed and released on appearance tickets to the town of Union court on December 3, 2019. 
 
On November 16, 2019 at approximately 11:22 p.m., New York State Police at Ithaca arrested Thomas A. Hoebbel, age 55 for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years). Troopers were dispatched by Tompkins County 911 to Burns Road in the town of Caroline for a report of an accident.  Troopers located Hoebbel and determined he struck four parked cars.  He was also intoxicated; his reportable B.A.C was .21%.  Hoebbel was arraigned in the town of Caroline court and released on his own recognizance by a judge.  His next court date was scheduled for December 16, 2019. 
 
On November 15, 2019 at approximately 11:36 p.m., New York State Police at Binghamton arrested Brian G. Green, age 43 of Conklin, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C of .25%.  A trooper observed a vehicle on the Kirkwood Conklin Bridge in the town of Kirkwood driving slowly then quickly accelerating and cross the double yellow lines.  The trooper initiated a traffic stop to check on the driver and discovered that Green was impaired.  After an investigation, he was arrested and issued appearance tickets to the town of Conklin court on December 3, 2019.  Green was later turned over to a sober third party and released. 
 
On November 15, 2019 at approximately 6:30 p.m., New York State Police at Deposit arrested Jack L. Cassel, age 63 of New Hampton, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C of .21%.  Troopers were dispatched by Broome County 911 to a vehicle stuck in the ditch on Big Hollow Road in the town of Sanford.  Troopers located Cassel behind the wheel of the vehicle and observed the odor of an alcoholic beverage.  After an investigation, he was arrested.  Cassel was processed and transported to Broome County Central Arraignment and Processing. 
 
On November 13, 2019 at approximately 12:00 a.m., New York State Police at Norwich arrested Bradly L. Hurlburt, age 34 of McDonough, NY for the felony of Aggravated Driving While Intoxicated with a Child as Passenger (Leandra’s Law).  A trooper was dispatched by Chenango County 911 to an accident near Balsam Tyler Road in Pharsalia.  The trooper observed that Hurlburt appeared impaired.  Hurlburt was transported to Chenango Memorial Hospital by EMS.  An investigation revealed that Hulburt was driving the vehicle drunk and had a 14-year-old as a passenger.  He was arrested for DWI and issued appearance tickets to the town of Pharsalia court on December 12, 2019. 
 
On November 14, 2019 at approximately 2:26 a.m., New York State Police at Owego arrested Evan M. Mudd, age 29 of Endicott, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .13%.  A trooper stopped to check on a vehicle on State Route 17 in the town of Owego that had a flat tire.  As the trooper interviewed Mudd, he detected that he appeared to be impaired.  After an investigation, he was arrested.  Mudd was later released on appearance tickets to the town of Owego court on November 19, 2019. 
 
On November 10, 2019 at approximately 2:49 a.m., New York State Police at Oneonta arrested Hunter J. Galley, age 21 of Otego, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .14%.  Troopers on patrol spotted a vehicle on the side of State Highway 205 in the town of Oneonta and wanted to check on the driver’s welfare.  Troopers located Galley in the vehicle sleeping.  Troopers observed that Galley appeared impaired.  After an investigation, he was arrested.  He was processed and issued appearance tickets to the town of Oneonta court on November 19, 2019. 
 
On November 7, 2019 at approximately 7:45 p.m., New York State Police at Margaretville arrested Michael A. Abate, age 69 of New York, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to the intersection of Bovina Road and County Road 5 in the town of Bovina for a report of a motor vehicle accident.  An investigation revealed that Abate went through an intersection and into a lawn.  The trooper determined that Abate was impaired and he was arrested.  Abate was arraigned in the town of Middletown court where he was released on his own recognizance and will appear in the town of Bovina at a later date.
 
On November 7, 2019 at approximately 4:42 a.m., New York State Police at Binghamton arrested Christopher M. Ciotoli, age 47 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of an intoxicated male at Love’s Truck Stop.  Troopers located Ciotoli at his vehicle with the keys in the ignition and vehicle running.  A passenger was slumped in the vehicle.  Both Ciotoli and the passenger had abrasions to their faces.  The passenger was checked out by Union Ambulance and did not require further medical care.  Ciotoli refused any medical attention.  Troopers observed several common characteristics associated with alcohol impairment and after an investigation, Ciotli was arrested.  He was processed then transported to Broome County Central Arraignment and Processing.  
 
On November 7, 2019 at approximately 1:29 a.m., New York State Police at Homer arrested Belinda M. Brown, age 42 of Cortland, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop after they observed Brown commit traffic infractions while on State Route 41 in the town of Solon.  After an investigation, she was arrested for DWI.  Brown’s reportable B.A.C was .16%.  She was processed and issued appearance tickets to the town of Solon court on November 27, 2019 then turned over to a sober third party. 
 
On November 5, 2019 at approximately 6:07 p.m., New York State Police at Homer arrested Orlando A. Lewis, age 40 of Glassboro, NJ for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a complaint of a tractor trailer driving at a very low speeding and unable to maintain a lane.  Troopers initiated a traffic stop and determined that Lewis was impaired.  He was subsequently arrested and later issued appearance tickets to the town of Virgil court for November 19, 2019. 
 
On November 4, 2019 at approximately 11:22 a.m., New York State Police at Oneonta arrested Thomas A. Shaw, age 33 of Franklin, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to a report of an overturned vehicle on State Highway 357 in the town of Franklin.  Minutes before the crash, multiple citizens had contacted 911 reporting an erratic driver.  The trooper located Shaw, who was being treated by Franklin Fire and EMS then later transported to Bassett Medical Center.  After an investigation, he was arrested for DWAI and issued appearance tickets to the town of Franklin court on November 28, 2019. 
 
On November 4, 2019 at approximately 2:27 a.m., New York State Police at Ithaca arrested Arianna R. Johnson, age 29 of Groton, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a vehicle off the roadway near Ellis Hollow Road in the town of Dryden.  Troopers located Johnson in a vehicle with substantial damage and observed that she had struck at least two trees and a mailbox.  During their investigation, troopers determined Johnson was impaired.  She was arrested and later arraigned in the town of Caroline court then released on her own recognizance. 
 
On November 3, 2019 at approximately 10:15 p.m., New York State Police at Ithaca arrested Edward G. Swartout, age 61 f Genoa, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on Auburn Road in the town of Lansing after she observed the vehicle driving erratically.  After an investigation, Swartout was arrested with a reportable B.A.C of .22%.  He was subsequently processed and released on appearance tickets to the town of Lansing court on November 14, 2019. 
 
On November 3, 2019 at approximately 9:04 a.m., New York State Police at Norwich arrested Hayden J. Proppe Jr., age 19 for the misdemeanor of Driving While Intoxicated.  A trooper responded to a report of an accident with injuries on County Road 10 in the town of Preston.  Once on scene, the trooper observed a vehicle on its roof, against a tree and learned that five occupants had been inside the vehicle when it crashed.  Two passengers were taken by LifeNet to Upstate Medical Center in Syracuse after they were ejected from the vehicle.   One passenger was transported to Chenango Memorial Hospital and another to Binghamton General Hospital.  An investigation revealed that Proppe was operating the vehicle and was not injured.  After an investigation, she was arrested; her reportable B.A.C was .09%.  Proppe was also charged with Unauthorized Use of a Vehicle after the owner of the vehicle told troopers that Proppe she did not have permission to operate the vehicle.  Proppe was issued appearance tickets to the town of Preston court for November 12, 2019 and turned over to a sober third party.
 
On November 2, 2019 at approximately 1:50 a.m., New York State Police at Owego arrested Tyler L. Maddox, age 29 of Owego, NY for the misdemeanor of Driving While Intoxicated. A Zone Sergeant observed Maddox make several traffic infractions while on Hiawatha Bridge in the town of Owego then pull into the Owego Treadway on State Route 17C.  The Zone Sergeant interviewed Maddox and troopers responded to the scene.  After an investigation, Maddox was arrested.  Maddox was arraigned in the town of Owego court where he was remanded to the Tioga County Jail on $1,000 cash bail or $2,000 property bond.
 
On November 2, 2019 at approximately 12:47 a.m., New York State Police at Richfield Springs arrested Tyler C. Sapara, age 21 of Exetor, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .10%.  New York State Police initiated a traffic stop after they observed Sapara make a traffic infraction while on Main Street in the village of Richfield Springs.  After an investigation, he was arrested.  Sapara was issued appearance tickets to the village of Richfield Springs court on November 19, 2019 and released to a sober third party. 
 
On November 1, 2019 at approximately 11:02 p.m., New York State Police at Deposit arrested Jundallah Smith, age 37 of Hancock, NY for the felony of Aggravated Driving While Ability Impaired by Alcohol or Drugs.  A trooper initiated a traffic stop after he observed Smith make a vehicle and traffic infraction while on State Highway 17 in the town of Sanford.  After an investigation, Smith was arrested.  His reportable B.A.C was .20%.  Smith was processed then transported to Broome County Central Arraignment and Processing. 
 
On November 1, 2019 at approximately 5:51 p.m., New York State Police at Sidney arrested Stephanie E. Vermilyea, age 34 of Bainbridge, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Chenango County 911 to a report of a possibly intoxicated driver on Bennetsville Lane.  Troopers located Vermilyea at her residence and after an investigation, she was arrested.  Vermilyea’s reportable B.A.C was .14%. She was issued appearance tickets to the town of Bainbridge court on November 14, 2019 then turned over to a sober third party. 
 
On October 31, 2019 at approximately 3:13 p.m., New York State Police at Sidney arrested Brayton R. Gleason, age 34 of Walton, NY for the misdemeanor of Aggravated Driving While Intoxicated with a previous conviction within 10 years.  A trooper was dispatched to a report of a subject passed out in the driver’s seat of a vehicle outside the Dollar General in the town of Masonville.  An investigation revealed that Gleason had been driving in an impaired state and he was subsequently arrested.  Gleason’s reportable B.A.C. was .31%.  He was issued appearance tickets to the town of Masonville court on November 19, 2019 then turned over to a sober third party. 
 
On October 31, 2019 at approximately 10:43 a.m., New York State Police at Binghamton arrested Nathan N. Hart, age 29 of Sacramento, CA for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .14%.  Troopers were dispatched to a report of a car that went off Interstate 81 and into the ditch in the town of Chenango.  Broome County dispatch advised that an off-duty U.S. Marshall observed the occupant of the vehicle flee on foot into the woods.  Troopers located Hart in the woods near Brozman Road and he was arrested.  Hart was processed then transported to Broome County Central Arraignment and Processing.
 
On October 29, 2019 at approximately 6:43 p.m., New York State Police at Norwich arrested Kimberly N. O’Connor, age 34 of Greene, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a hit and run on State Highway 41 in the town of Smithville.  A victim told troopers that they observed two people engaged in an argument while they were in a parking lot and stopped to check on them.  The victim was told to leave.  The driver of the vehicle, Glenn O. Connor subsequently left the parking lot but backed into the complainant’s vehicle causing damage then left the area.  Troopers located the vehicle on County Road 27 in Oxford but Kimberly O’Connor was driving.  Trooper observed her to be impaired.  After an investigation, Kimberly O’Connor was arrested for DWI with a reportable B.A.C of .12%.  She was issued an appearance ticket to the town of Oxford court on November 18, 2019.  Glenn O’Connor was issued an appearance ticket to appear in the town of Smithville court on November 12, 2019. 
 
On October 27, 2019 at approximately 10:33 p.m., New York State Police at Norwich arrested Brian E. Cooper, age 42 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  State Police were conducting a road check on State Route 12 in the town of Norwich when they observed the vehicle that Cooper was operating make a u-turn.  A traffic stop was initiated on State Route 12 near Freds Inn.  After an investigation, Cooper was arrested for DWI with a reportable B.A.C. of .08%.  He was issued appearance tickets to the town of Norwich court on November 7, 2019 then turned over to a sober third party. 
 
On October 27, 2019 at approximately 8:27 p.m., New York State Police at Homer arrested Maureen Sullivan, age 43 of Adams, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .16%.  A trooper was dispatched to the report of a one-car crash on Interstate 81 in the town of Marathon.  The trooper located Sullivan’s vehicle on the left shoulder of the northbound lanes and against a guiderail.  Sullivan was in the driver’s seat and uninjured.  After an investigation, she was arrested for DWI.  Sullivan processed and issued to appearance tickets to the town of Marathon court on November 27, 2019. 
 
On October 26, 2019 at approximately 9:40 p.m., New York State Police at Whitney Point arrested Brandie L. Mono, age 46 of Marathon, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to a report of a car off River Road in the town of Lisle. The trooper located Mono behind the wheel and she displayed common characteristics of impairment.  After an investigation, she was arrested.  She was issued appearance tickets to the town of Lisle court on November 4, 2019. 
 
On October 26, 2019 at approximately 9:29 p.m., New York State Police at Norwich arrested Michael A. Bombard, age 28 of Canastota, NY for the felony of Driving While Intoxicated with a previous conviction within 10 years.  A trooper responded a report of a car that struck a tree on County Road 36 in the town of Norwich.  After an investigation, he was arrested for DWI.  Bombard’s B.A.C. was a reportable .11%.  Bombard was arraigned in the town of Norwich court where he was released on his own recognizance then turned over to a sober third party.
 
On October 26, 2019 at approximately 5:27 p.m., New York State Police at Endwell arrested Shawn S. Fehlner, age 43 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop after they observed Fehlner commit a traffic violation while on State Highway 17 in the town of Union.  After an investigation, Fehlner was arrested.  His reportable B.A.C. was .17%.  Fehlner was issued appearance tickets to the town of Union court for November 5, 2019 then turned over to a sober third party. 
 
On October 25, 2019 at approximately 8:50 p.m., New York State Police at Ithaca arrested Vonn Fisher, age 58 of Lafayette, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  A trooper responded to a complaint of an intoxicated motorcyclist.  The trooper located Fisher, who matched the 911 caller’s description leaving the Valero on State Route 13 in the town of Dryden.  After an investigation, he was arrested for DWI.  Fisher was arraigned in the town of Dryden court and remanded to the Tompkins County Jail on $500 cash bail or $1,000 property bond. His next court date was scheduled for October 30, 2019.
 
On October 22, 2019 at approximately 11:43 p.m., New York State Police at Binghamton arrested Robert D. Gates, age 67 of Conklin, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C.  of .12%.  Troopers were dispatched to a one car crash on Conklin Forks Road in the town of Conklin.  The located Gates and determined he was impaired.  After an investigation, he was arrested.  Gates was released on appearance tickets to the town of Conklin court on November 13, 2019. 
 
On October 20, 2019 at approximately 10:55 p.m., New York State Police at Sidney arrested Joshua E. Cutting, age 44 of Sidney Center, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper observed Cutting stop in the passing lane of I-88 when he was clearing from a traffic stop.  The trooper also observed an equipment violation on the vehicle and subsequently initiated a traffic stop on State Highway 8 in the town of Sidney.  After an investigation, Cutting was arrested for DWI.  He was issued appearance tickets to the town of Sidney court on November 14, 2019 then turned over to a sober third party. 
 
On October 20, 2019 at approximately 8:20 p.m., New York State Police at Norwich arrested Pamella S. Reeves, age 55 of Locke, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Chenango County 911 for a report of an accident on State Highway 220 in the town of Smithville.  The trooper located Reeves in her vehicle which was off the roadway and underneath a guiderail.  Reeves was transported by Greene Ambulance to Lourdes Hospital.  An investigation at the hospital revealed that Reeves was intoxicated.  She was arrested and released on appearance tickets to the town of Smithville court on November 16, 2019. 
 
On October 20, 2019 at approximately 4:16 p.m., New York State Police at Richfield Springs arrested Michael W. Toher, age 43 of Winfield, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a complaint of an intoxicated person leaving a gas station, driving a vehicle.  The trooper was able to find tracks in the snow of a vehicle that drove onto the shoulder and also over the double yellow line.  The trooper located Toher in the vehicle driving on State Highway 20 in the town of Winfield and initiated a traffic stop.  After an investigation, Toher was arrested.    Toher was arraigned in the town of Winfield court and released on his own recognizance.  He was due back in court on November 20, 2019. 
 
On October 20, 2019 at approximately 3:00 a.m., New York State Police at Endwell arrested Ryan R. Hazelton, age 24 of Genoa, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .14%.  Troopers observed Hazelton commit a traffic offense while on Reynolds Road in the village of Johnson City and initiated a traffic stop.  After an investigation, Hazelton was arrested.  He was issued appearance tickets to the village of Johnson City court for November 6, 2019 then turned over to a sober third party. 
 
On October 19, 2019 at approximately 11:01 p.m., New York State Police at Richfield Springs arrested William S. Tracz, age 35 of Roseboom, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to the report of a vehicle in the ditch on State Highway 166 in the town of Middlefield.  The trooper located Tracz in the vehicle and he appeared impaired and then transported to Bassett Hospital for evaluation.  After an investigation, he was arrested.  He was issued appearance tickets to the town of Middlefield court on November 4, 2019. 
 
On October 19, 2019 at approximately 10:02 p.m., New York State Police at Norwich arrested David M. Perry for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on State Highway 12 in the town of Oxford after he observed a traffic violation.  After an investigation, Perry was arrested for DWI.  His reportable B.A.C. was .11%.  Perry was subsequently released on appearance tickets to the town of Oxford court on November 4, 2019. 
 
On October 19, 2019 at approximately 9:13 p.m., New York State Police at Homer arrested Austin W. Stone, age 21 of Harford, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched to an accident involving injury on Stillwell Road in the town of Solon and located a vehicle on its side with three occupants on the side of the roadway.  Two passengers were injured and taken to Guthrie Cortland Regional Medical Center by TLC Ambulance for treatment.  Stone was not injured and after an investigation, arrested.  He was later issued appearance tickets to the town of Solon court on November 13, 2019 then turned over to a sober third party.
 
On October 19, 2019 at approximately 9:20 p.m., New York State Police at Binghamton arrested Diane L. Sellitto, age 50 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on State Route 11 in the town of Kirkwood after he observed Sellitto commit a traffic violation.  After an investigation, Sellitto was arrested for DWI, with a reportable B.A.C. of .13%.  Sellitto was later released on appearance tickets returnable to the town of Kirkwood court on October 29, 2019. 
 
On October 19, 2019 at approximately 2:35 a.m., New York State Police at Ithaca arrested Jared E. Fields, age 21 of Ithaca, NY for the misdemeanor of Driving While Ability Impaired by Drugs and Alcohol.  Troopers initiated a traffic stop after they observed a violation on Danby Road in the town of Ithaca.  After an investigation, Fields was arrested.  He was later issued appearance tickets to the town of Ithaca court on October 30, 2019. 
 
On October 18, 2019 at approximately 11:13 p.m., New York State Police at Binghamton arrested Joseph Judge, age 60 of Whitney Point, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed Judge with an equipment violation on his vehicle and initiated a traffic stop on State Route 11 in the town of Kirkwood.  After an investigation, Judge was arrested.  His reportable B.A.C. was .13%.  Judge was issued tickets to appear in the town of Kirkwood court on October 29, 2019. 
 
On October 18, 2019 at approximately 1:04 a.m., New York State Police at Endwell arrested Thomas R. Bird, age 36 of Johnson City, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .12%.  While on patrol, troopers observed a vehicle on the wrong side of the road on Reynolds Road in the village of Johnson City.  A traffic stop was initiated and after an investigation, Bird was arrested.  He was turned over to a sober third party and issued appearance tickets to the village of Johnson City court on October 30, 2019. 
 
On October 15, 2019 at approximately 6:06 p.m., New York State Police at Binghamton arrested Timothy A. Hinkley, age 52 of Conklin, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .12%.   A trooper initiated a traffic stop on Interstate 81 in Kirkwood when he observed Hinkley commit a traffic violation.  While interviewing Hinkley the trooper observed that Hinkley displayed common characteristics associated with alcohol intoxication.  After an investigation, Hinkley was arrested and later released on appearance tickets to the town of Kirkwood court on October 22, 2019 then turned over to a sober third party. 

On October 15, 2019 at approximately 10:38 a.m., New York State Police at Sidney arrested Colin A. James, age 34 of Newburgh, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Delaware County 911 to a report of a property damage only accident on State Highway 357 in the town of Sidney.  An investigation revealed that James went off the roadway, attempted to get his car back on the road and struck a telephone pole.  A further investigation by the trooper revealed that James appeared to be impaired.  He was subsequently arrested and processed at SP Sidney.  James was released on appearance tickets to the town of Sidney court on November 14, 2019 then turned over to a sober third party. 

On October 14, 2019 at approximately 9:55 p.m., New York State Police at Owego arrested Asik B. Rimon, age 21 of Bronx, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to a 911 complaint of an erratic driver on State Route 17 in the town of Barton.  Rimon was subsequently stopped by a Waverly Police Officer.  The trooper observed several common characteristics associated with impairment.  After an investigation, Rimon was arrested.  He was arraigned in the town of Barton court and remanded to the Tioga County Jail on $1,500 cash bail or $3,000 property bond. 

On October 14, 2019 at approximately 11:36 a.m., New York State Police at Ithaca arrested Tylor D. Braungard, age 22 of Conklin, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a one-car property damage accident on Slaterville Road in the town of Caroline.  An investigation determined that Braungard exited the roadway, struck several mailboxes, over corrected and came to rest in a brush/tree line.  The trooper also detected several common characteristics associated with alcohol impairment.  After an investigation, Braungard was arrested.  He was processed and arraigned in the town of Caroline court and was released on his own recognizance. Braungard’s next court date was scheduled of October 21, 2019. 

On October 12, 2019 at approximately 10:46 p.m., New York State Police at Norwich arrested John M. Rockwell, age 21 of Norwich, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers initiated a traffic stop after observing an equipment violation while on County Route 32 in the town of Norwich.   As troopers interviewed Rockwell, the observed several signs of impairment.  After an investigation, Rockwell was arrested.  He was subsequently released on appearance tickets to the town of Norwich court on October 17, 2019 then turned over to a sober third party. 

On October 12, 2019 at approximately 9:27 p.m., New York State Police at Sidney arrested Curt S. Reinecke, age 53 of Commack, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .16%. A trooper was dispatched to a one-car property damage accident on River Road in the town of Sidney.  Troopers located Reinecke in the vehicle which had left the scene and was disable on State Route 357.  Reinecke’s vehicle also had fresh damage.  After an investigation, he was arrested.  Reinecke was released on appearance tickets to the town of Sidney court on November 14, 2019. 

On October 12, 2019 at approximately 1:16 p.m., New York State Police at Homer arrested Benjamin M. Walter, age 24 of McGraw, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .08%.  A trooper initiated a traffic stop after he observed traffic infractions while on West Main Street and State Route 281.  The trooper observed common characteristics associated with alcohol impairment and Walter was arrested.  Walter was processed and released on appearance tickets to the town of Cortlandville court on October 28, 2019 then turned over to a sober third party. 

On October 12, 2019 at approximately 5:05 a.m., New York State Police at Deposit arrested Ewart T. Green, age 21 of Pomona, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .16%.  A sergeant observed a vehicle parked on State Route 17 in the town of Windor and discovered Green sleeping behind the wheel.  The vehicle was in park and running.  After an investigation, Green was arrested.  He was subsequently released on appearance tickets to the town of Windsor court on October 16, 2019. 

On October 12, 2019 at approximately 2:37 a.m., New York State Police at Richfield Springs arrested Colin J. Havener, age 32 of Milford, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .16%.  Troopers observed a vehicle stopped on the side of Susquehanna Street in the village of Cooperstown and discovered Havener slumped over the center console.  Havener was sleeping and the vehicle was in reverse.  After an investigation, he was arrested.  He was subsequently released on appearance tickets to the town of Otsego court on November 13, 2019. 

On October 12, 2019 at approximately 1:32 a.m., New York State Police at Ithaca arrested Jasmine T. McDuffie, age 28 of Dryden, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed McDuffie commit a traffic violation while on Uptown Road in the village of Lansing and initiated a traffic stop.  After an investigation, McDuffie was arrested.  She was arraigned in the town of Lansing court where she was remanded to the Tompkins County Jail on $200 cash bail or $1,000 property bond. 

On October 11, 2019 at approximately 10:34 p.m., New York State Police at Endwell arrested Deandre J. Gregg, age 34 of Maine, NY for the felony of Aggravated Driving While Intoxicated with Child (Leandra’s Law).  Troopers initiated a traffic stop after they observed Gregg commit traffic violations while on Arbutus Road in the town of Maine.  Troopers observed that Gregg showed several characteristics indicative of alcohol impairment.  Two children were also in the back seat of the vehicle.  After an investigation, Gregg was arrested.  His reportable B.A.C. was .18%.  Deandre was released on appearance tickets to the town of Maine court on October 23, 2019 and turned over to a sober third party. 

On October 9, 2019 at approximately 4:18 p.m., New York State Police at Binghamton arrested David M. Gilbert, age 55 of Windsor, NY for the misdemeanor of Driving While Intoxicated and the violation of Harassment in the second degree.  A trooper on State Route 17 east in the town of Windsor observed the vehicle commit a traffic offense.  A traffic stop was initiated and after an investigation, Gilbert was arrested.  Gilbert was processed and at one point kicked a trooper in the knee.  He was subsequently transported to Broome County Central Arraignment and Processing. 

On October 9, 2019 at approximately 3:45 a.m., New York State Police at Binghamton arrested Caroline T. Sturken, age 19 of Massapequa Park, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a vehicle that struck a utility pole on Upper Court Street in the town of Kirkwood.  When troopers arrived, the located Sturken and her heavily damaged vehicle.  After an investigation, she was arrested for DWI.  Sturken was processed and later transported to Broome County Central Arraignment and Processing. 

On October 6, 2019 at approximately 6:02 p.m., New York State Police at Richfield Springs arrested Kayla J. Sadlon, age 30 of Richfield Springs, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a crash involving Sadlon’s vehicle and a horse and buggy.  An investigation revealed that Sadlon crossed over into the opposite lane of traffic, striking a horse and buggy.  The operator and passenger of the buggy where transported by Richfield EMS to Bassett Hospital for evaluation.  Troopers found Sadlon to be intoxicated and she was arrested.  Her reportable B.A.C was .15%.  Sadlon was subsequently released on appearance tickets to the town of Richfield court on October 23, 2019 then turned over to a sober third party. 

On October 6, 2019 at approximately 6:30 a.m., New York State Police at Richfield Springs arrested Scott J. Losee, age 30 of Edmeston, NY for the felony of Driving While Ability Impaired by Drugs (with a previous conviction within 10 years).  Troopers were dispatched to an occupied vehicle in private driveway.  Troopers located Losee in the driver’s seat with the vehicle running in a driveway that wasn’t his.  An investigation revealed that Losee was impaired and he was arrested.  He was subsequently transported by Edmeston Ambulance to Basset Hospital for an evaluation.  Losee was issued appearance tickets to the town of Edmeston court on October 21, 2019. 

On October 6, 2019 at approximately 3:40 a.m., New York State Police at Endwell arrested Joshua Scott, age 37 of Endicott, NY for the misdemeanors of Aggravated Driving While Intoxicated and Criminal Trespass in the second degree.   Troopers were dispatched to a report of a domestic incident at a residence on Bernard Boulevard in the town of Union.  A victim told troopers that Scott entered the victim’s residence and refused to leave.  As the troopers interviewed Scott, they discovered that he was impaired and had driven to the victim’s home intoxicated.  Scott’s reportable B.A.C was .19%.  He was arrested and transported to Broome County Central Arraignment and Processing. 

On October 6, 2019 at approximately 12:50 a.m., New York State Police at Endwell arrested Ryan M. McKinney, age 34 of Endicott, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C of .25%.  Broome County 911 dispatched an attempt to locate the vehicle that McKinney was driving after it struck a light pole in the city of Binghamton.  McKinney was located by village of Johnson City Police officers and troopers on George F. Highway.  After an investigation, McKinney was arrested for DWI.  He was processed and later released on an appearance tickets to the town of Union court on October 15, 2019. 

On October 5, 2019 at approximately 11:07 p.m., New York State Police at Oneonta arrested Damien B. Boecke-Grant for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .09%.  A trooper heard what sounded like a vehicle doing a “burn out” in the area of Winney Hill Road in the town of Oneonta and went to investigate.  The trooper observed Boecke-Grant’s vehicle and initiated a traffic stop.  He observed Boecke-Grant with several common characteristics associated with alcohol impairment.  After an investigation, Boecke-Grant was arrested.  He was subsequently released on appearance tickets to the town of Oneonta court on October 15, 2019. 

On October 5, 2019 at approximately 6:30 a.m., New York State Police at Margaretville arrested Melisa M. Ritchie, age 31 of Rockaway Park, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a motor vehicle crash on County Highway 6 and Margaretville Mountain Road in the town of Middletown.  Troopers discovered the vehicle partially in the roadway and partially in the ditch.  They also learned that Ritchie was at a residence down the road.  Ritchie was evaluated by Margaretville ambulance but was not transported.  She was subsequently arrested after failing Standardize Field Sobriety Tests; her reportable B.A.C was .12%.  Ritchie was issued appearance tickets to the town of Middletown Court for October 22, 2019 then turned over to a sober third party. 

On October 4, 2019 at approximately 10:33 p.m., New York State Police at Binghamton arrested Elizabeth M. Markoff, age 22 of Windsor, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to the report of a one-car motor vehicle crash on State Route 79 in the town of Windsor.  The trooper located Markoff in an ambulance and her vehicle in some brush.  The trooper observed several common characteristics associated with alcohol impairment.  Markoff was transported to Lourdes Hospital and later processed at SP Binghamton.  Markoff was issued appearance tickets directing her to appear in the town of Windsor court on October 16, 2019. 

On October 4, 2019 at approximately 9:22 p.m., New York State Police at Oneonta arrested Erin R. Hugick, age 60 for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .13%.  Troopers observed Hugick commit a traffic infraction while on State Highway 28 in the town of Otsego.  A traffic stop was initiated and after an investigation Hugick was arrested.  She was subsequently released on appearance tickets to the town of Otsego court for October 9, 2019 then turned over to a sober third party.

On October 4, 2019 at approximately 7:52 p.m., New York State Police at Margaretville arrested Gregory Mantovani, age 66 of East Rockaway, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Delaware County 911 to the report of a one-car crash on County Route 6 in the town of Bovina.  Mantovani was transported to O’Connor Hospital prior to the trooper’s arrival due to a report of broken ankle and ribs.  Mantovani was interviewed at the hospital where he refused to submit to a blood test.  He was subsequently arrested for DWI.  Mantovani was later processed at SP Margaretville and issued tickets to the town of Bovina court on November 5, 2019. 

On October 3, 2019 at approximately 6:34 p.m., New York State Police at Richfield Springs arrested Margaret F. Buchanan, age 57 of Cooperstown, NY for the misdemeanor of Driving While Intoxicated.   Troopers were dispatched to an accident at Stewarts Shop in the village of Cooperstown.  An investigation revealed that Buchanan was backing out of a parking space when she struck a parked and unoccupied vehicle.  Troopers detected that Buchanan appeared impaired and after an investigation she was arrested for DWI; with a reportable B.A.C of .10%.  Buchanan was released on appearance tickets to the town of Otsego court on November 6, 2019 then turned over to a sober third party. 

On October 1, 2019 at approximately 1:37 a.m., New York State Police at Oneonta arrested Jason C. Frisbie, age 35 of Astoria, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .17%.  Troopers were dispatched to a report of a male unconscious in his vehicle in the drive thru lane of a fast food restaurant on State Highway 23 in the town of Oneonta.  Troopers found Frisbie in the vehicle that was blocking traffic with the keys in the ignition, running and with the vehicle still in drive.  Troopers were able to wake up Frisbie and he was checked out by EMS.  After an investigation, he was arrested for DWI.  Frisbie was processed and subsequently turned over to a sober third party.  He was ordered to appear in the town of Oneonta court on October 8, 2019.
