On February 4, 2018, at approximately 6:52 p.m., State Police conducted a traffic stop on County Route 17 in the town of Russell, on a 1991 Toyota pick-up truck, for inadequate plate lamps. The operator, 64-year-old Cornelius B. Leonard, of Russell, was subsequently arrested for DWI. His blood alcohol content was determined to be 0.12%. He was charged with DWI and further ticketed for inadequate plate lamps. Leonard was released on tickets to appear in Russell Town Court.
