Major William F. McEvoy
Troop C Commander

(Homer, NY – November 6, 2018) - On November 1, 2018 at about 11:15 a.m., New York State Police at Homer arrested Julian B. Santo, age 27 of Syracuse, NY for the misdemeanors of Resisting Arrest, Obstructing Governmental Administration and Reckless Driving.  He was also issued nine traffic tickets.
A trooper monitoring traffic on Interstate 81 in Homer observed the vehicle Santo was operating to be traveling over 100 mph.  When the trooper attempted to make a traffic stop, Santo refused to stop his vehicle, flailed his arms out the window and stuck his head out the window.  Santo came to an abrupt stop and would not comply with the trooper’s commands.  Once Santo was removed from the vehicle he tried to pull away from the trooper then attempted to reach for the trooper’s gun.  The trooper was able to gain control of Santo and was assisted by two other troopers placing him under arrest.  Santo was arraigned in the town of Cortlandville and remanded to the Cortland County Jail on $1,500 cash bail or $3,000 bond.
