On August 7, 2019, at approximately 2:43 a.m., State Police conducted a traffic stop on State Route 73 in the town of North Elba on a 2014 BMW, after it nearly struck a State Police patrol vehicle, traveling in opposite lanes. The operator, 48-year-old Brooks O. Bishop, of Keene, was subsequently arrested for DWI. Bishop refused to submit to chemical testing to determine the drug and/or alcohol content of his blood. He was charged with DWI, and further ticketed for failure to keep right, moved from lane unsafely, depositing refuse on a highway, and refusal to take a breath test. Bishop was arraigned in the Town of North Elba Court where he was released on his own recognizance.
Later that morning at approximately 6:40 a.m., State Police encountered Bishop again on another traffic stop for depositing refuse on a highway on State Route 73, in the town of North Elba. Bishop was again placed under arrest for DWI. He again refused to submit to a chemical test and was charged with DWI, aggravated unlicensed operation 2nd degree, refusal to take a breath test, and depositing refuse on a highway.
Bishop was arraigned in the Town of North Elba Court where he was subsequently released on $3,000 cash bail.
