On July 5, 2020, at approximately State Police arrested 51-year-old Ruth A. Kelley of Beekmantown, after she drove to the State Police barracks in Plattsburgh and was determined to be operating in a highly intoxicated state. Kelley appeared to be in a state of medical distress. She was transported to the University of Vermont Healthcare Network at the Champlain Velley Physician’s Hospital in Plattsburgh where she was evaluated. Kelley became belligerent and hostile with troopers and medical staff at the hospital. She also resisted being taken into State Police custody following her release from the hospital. Her blood alcohol content was determined to be 0.17%. Kelley also had been previously convicted of DWI in November 2012 in the Town of Plattsburgh. She was charged with Felony DWI, and Obstruction of Governmental Administration. Kelley was released with appearance tickets for the Town of Plattsburgh Court.
