On February 7, 2020, at approximately 9:03 p.m., State Police initiated a traffic stop on Dry Bridge Road in the town of Black Brook on a Ford F-150 operating without tail lights. The vehicle initially failed to stop, continuing north, and eventually stopping in a driveway on Dry Bridge Road. 

The operator was identified as 45-year-old Joseph T. Beecher, of Black Brook. Beecher was subsequently arrested for DWI. He was found to be operating with a revoked license for prior DWI convictions. He also refused to submit to a test to determine the alcohol content of his blood.

Beecher was charged with Felony DWI, and Felony Aggravated Unlicensed Operation 1st degree. He was arraigned in the town of Black Brook Court and remanded to the Clinton County Jail without bail.
