On March 29, 2021, at 9:46 p.m., State Police arrested 39-year-old Amanda L. Garrand of Chazy, after she was found unconscious behind the wheel in a vehicle on County Route 2 in the town of Bombay. Garrand’s vehicle was parked in the roadway, obstructing traffic. She was found in possession of a quantity of heroin, fentanyl and drug paraphernalia. She was also determined to be operating under the influence of drugs. Garrand was charged with DWAI-drugs and two counts of Criminal Possession of a Controlled Substance 7th degree.  She was released with appearance tickets returnable to the Town of Bombay Court.
