Phelps, NY – On December 25, 2019, at approximately 6:20 p.m., State Police stopped a vehicle on I-90 in the town of Phelps, for multiple vehicle and traffic violations.  The driver of the vehicle, James Joseph, 43, of Ansonia, CT, was found to be intoxicated.  He was taken into custody, transported and processed at SP Junius Ponds where his blood alcohol content was determined to be 0.29%. 
 
Joseph was charged with Aggravated Driving While Intoxicated and Aggravated Unlicensed Operation 2nd degree; both Unclassified Misdemeanors and several Vehicle and Traffic Violations.  It was discovered that Joseph had a warrant out of the Town of Manlius Court for a previous DWI arrest.  He was transported to the Ontario County Justice Center to await arraignment.  A return court date of January 8, 2020 at 5:00 p.m., in the Town of Phelps, has been set.
