On November 7, 2019, at approximately 4:10 a.m., State Police conducted a traffic stop on U.S. Highway 11, in the village of Gouverneur for inadequate exhaust.  The operator of the vehicle, 37-year-old Jesse J. Johnson, of Carthage was subsequently arrested for DWI.  His blood alcohol content was determined to be 0.19%.  Johnson was charged with Felony Aggravated DWI, due to having two previous convictions of DWI within the preceding ten years.  He was further charged with Aggravated Unlicensed Operation 1st degree (felony).  Johnson was arraigned in the Town of Gouverneur Court where he was remanded to St. Lawrence County jail without bail.
