On April 13th, 2020, Troopers out of SP Jamestown arrested Ruben Olmeda, 53, of Kennedy, for Criminal Obstruction of Breathing or Blood Circulation and Criminal Mischief 4th Degree.
The Troopers and Chautauqua County Sheriff Department responded to a residence in Kennedy for a report of a domestic dispute. Investigation revealed that during an argument, Olmeda had prevented the victim from calling for emergency assistance and squeezed the victim’s neck, causing pain and making it difficult for the victim to breathe. Olmeda fled the scene prior to police arrival but was later located in Jamestown, placed under arrest and transported to SP Jamestown. Olmeda was then processed and transported to the Chautauqua County Jail, pending arraignment.
