Members of the New York State Police in Troop C arrested 37 people in the month of July for driving while intoxicated or impaired by drugs. 

On July 1, 2020 at approximately 8:10 p.m., New York State Police at Homer arrested Cassie M. Waltz, age 31 of Cuyler, NY for the misdemeanors of Driving While Intoxicated and Resisting Arrest.  Troopers were dispatched to a report of a crash on State Route 13 in the town of Cuyler.  As Waltz was being assessed by first responders, troopers noticed that Waltz appeared impaired.  Waltz was ultimately transported to Guthrie Cortland Medical Center where she was treated and released.  Waltz was then transported by troopers to SP Homer where she was processed.  She was issued appearance tickets to the town of Cuyler court on August 10, 2020 and released to a sober third party. 

On July 2, 2020 at approximately 7:38 p.m., New York State Police at Ithaca arrested Joshua T. Hollis, age 27 of Van Etten, NY for the misdemeanor of Driving While Intoxicated.  While on patrol, a trooper initiated a traffic stop after he observed a vehicle and traffic violation on Trumbulls Corners Road in the town of Newfield.  As the trooper interviewed Hollis, he observed Hollis displaying characteristics commonly associated with alcohol impairment.  After an investigation, Hollis was arrested.  His reportable B.A.C was .10%.  Hollis was processed and issued appearance tickets to the town of Newfield court on July 29, 2020 then turned over to a sober third party. 

On July 3, 2020 at approximately 5:16 a.m., New York State Police at Sidney arrested Alan Peck Jr., age 24 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Delaware County 911 to the report of a person passed out in a vehicle at the Mirabito on Main Street in the village of Afton.  Sidney EMS checked out Peck Jr., who advised he did not need medical attention.  An investigation revealed that Peck Jr., drove his vehicle while impaired.   He was subsequently arrested for DWI.  His reportable B.A.C was .11%.  Peck Jr., was processed and issued appearance tickets to the town of Afton court on July 27, 2020 then released to a sober third party. 

On July 3, 2020 at approximately 9:12 p.m., New York State Police at Sidney arrested Danny L. Freeman, age 27 of Millburn, NJ for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper monitoring traffic in the village of Walton observed a vehicle and traffic violation.  He initiated a traffic stop on Stockton Avenue.  As the trooper interviewed Freeman, he observed characteristics associated with impairment.  Freeman was asked to perform field sobriety tests, which he failed.  Freeman was arrested and processed at SP Sidney.  He was arraigned virtually and released on his own recognizance.  Freeman is scheduled to appear in the village of Walton court on August 3, 2020. 

On July 4, 2020 at approximately 9:54 p.m., New York State Police at Oneonta arrested Evan M. Kroitzsch, age 28 of Otego, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Otsego County 911 to the report of vehicle operator who had fled the scene after an accident on Main Street in the village of Otego.  Troopers located Kroitzsch who was in the passenger seat of the vehicle but soon discovered that he was the one driving the vehicle when it went off the road and struck a fence.  After an investigation confirmed that Kroitzsch was operating the vehicle and that he was impaired, he was arrested.  His reportable B.A.C. was .10%.  Kroitzsch was processed and issued appearance tickets to the town of Otego court then released to a sober third party. 

On July 4, 2020 at approximately 10:28 p.m., New York State Police at Stamford arrested Tina M. Wilkens, age 56 of Arkville, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were originally dispatched to a dispute at a residence on State Highway 28 in the village of Margaretville but located Wilkens in her vehicle and smelled an odor of an alcoholic beverage emanating from Wilkens.  An investigation revealed that Wilkens drank alcohol then drove to the residence in Margaretville.  After failing standardized field sobriety tests, Wilkens was arrested.  Her reportable B.A.C was .19%.  She was processed and issued appearance tickets to the town of Middletown court then released to a sober third party.

On July 4, 2020 at approximately 10:30 p.m., New York State Police at Sidney arrested Donald R. Muntz, age 46 of Laurens, NY for the misdemeanor of Driving While Ability Impaired by Drugs. While passing through a checkpoint, a trooper smelled an odor of marihuana emanating from Muntz’s vehicle which prompted a further investigation.  After failing standardized field sobriety tests, Muntz was arrested.  He was processed and issued appearance tickets to the town of Oneonta court on August 4, 2020 then turned over to a sober third party. 

On July 5, 2020 at approximately 7:40 p.m., New York State Police at Norwich arrested Kevin A. Finnegan, age 54 of Oxford, NY for the misdemeanors of Driving While Intoxicated and Reckless Driving.  A trooper observed a vehicle make a vehicle and traffic violation while on State Route 12 in the town of Greene.  The trooper was able to initiate a traffic stop on Cutler Street in the village of Greene.  The trooper observed characteristics commonly associated with impairment and asked Finnegan to perform standardized field sobriety tests (which he failed).  Finnegan was arrested, his reportable B.A.C was .11%.  he was processed and issued appearance tickets to the town of Greene court on July 21, 2020 then released to a sober third party. 

On July 5, 2020 at approximately 9:05 p.m., New York State Police at Oneonta arrested Salvatore J. Rinaldi Jr., age 49 of Albany, NY for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on Interstate 88 in the town of Oneonta observed a vehicle and traffic violation and initiated a traffic stop. As the trooper interviewed Rinaldi Jr. he observed signs of impairment and requested Rinaldi Jr. perform standardized field sobriety tests, which he refused. Rinaldi was arrested and processed.  He was issued appearance tickets to the town of Oneonta court for August 4, 2020 then released to a sober third party. 

On July 7, 2020 at approximately 11:35 p.m., New York State Police at Binghamton arrested Daulton J. Palmatier, age 26 of Harpursville, NY for the misdemeanor of Driving While Intoxicated.  A trooper on patrol observed a vehicle make vehicle and traffic violations while on State Route 7 in the town of Colesville and initiated a traffic stop.  As the trooper interviewed Palmatier, he observed common characteristics associated with impairment.  Palmatier was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported to SP Binghamton for processing.  His reportable B.A.C was .12%.  Palmatier was issued appearance tickets to the town of Colesville court on July 23, 2020 then released to a sober third party. 

On July 8, 2020 at approximately 4:41 p.m., New York State Police at Homer arrested Brandon L. Clark, age 37 of Johnson City, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were dispatched to a two-car crash at the intersection of East Main Street and the Interstate 81 northbound ramp in the village of Marathon.  An investigation revealed that Clark turned left in front of the driver of the other vehicle and was struck.  As the troopers interviewed the operators of each vehicle, they observed that Clark displayed characteristics associated with alcohol impairment.  Clark was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported to SP Homer for processing.  His reportable B.A.C was .28%.  Clark was subsequently released on appearance tickets to the town of Marathon court on August 12, 2020 then turned over to a sober third party. 

On July 8, 2020 at approximately 10:25 p.m., New York State Police at Margaretville arrested Christopher Colone, age 27 of Oneonta, NY for the misdemeanor of Driving While Intoxicated.  A trooper traveling on Interstate 88 in the town of Oneonta observed a vehicle that struck a guiderail at the exit 13 off ramp.  The trooper interviewed Colone about what happened and observed that he appeared impaired.  After an investigation, he was arrested for DWI.  Colone’s reportable B.A.C was .11%.  He was processed and released on appearance tickets to the town of Oneonta court on July 16, 2020 then turned over to a sober third party. 

On July 9, 2020 at approximately 5:52 p.m., New York State Police at Ithaca arrested Ronald Lohmann, age 77 of Newfield, NY for the misdemeanor of Driving While Intoxicated. A trooper was dispatched by Tompkins County 911 to the report of an accident on State Route 13 in the town of Newfield.  An investigation at the scene revealed that Lohmann went off the roadway and ended up in a ditch.  The trooper also observed that Lohmann displayed characteristics commonly associated with alcohol impairment.  Lohmann was subsequently arrested, his reportable B.A.C was .13%.  Lohmann was processed and issued appearance tickets to the town of Newfield court on August 26, 2020 then released to a sober third party. 

On July 9, 2020 at approximately 9:10 p.m., New York State Police at Sidney arrested Jessica E. Peabody, age 34 of Binghamton, NY for the misdemeanors of Aggravated Driving While Intoxicated, Obstructing Governmental Administration and Resisting Arrest.  A trooper initiated a traffic stop after he observed a vehicle and traffic violation on Interstate 88 in the town of Bainbridge.  As the trooper interviewed Peabody, he observed characteristics associated with impairment.  When the trooper requested Peabody exit her vehicle, she refused.  Peabody was ultimately arrested, her reportable B.A.C was .19%.  She was processed and released on appearance tickets to the town of Bainbridge court on August 6, 2020 then turned over to a sober third party. 

On July 9, 2020 at approximately 10:15 p.m., New York State Police at Owego arrested John T. Shevalier, age 41 of Caroline, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after he observed a vehicle make vehicle and traffic infractions on State Route 96 in the town of Candor.  An investigation revealed that Shevalier was impaired and he was arrested.  His reportable B.A.C was .12%.  Shevalier was processed and released on appearance tickets to the town of Candor court on August 3, 2020 then turned over to a sober third party.

On July 10, 2020 at approximately 1:35 a.m., New York State Police at Endwell arrested Brandy K. Griffin, age 37 of Endwell, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper observed a vehicle make vehicle and traffic infractions while on State Route 17 in the town of Union and initiated a traffic stop.  The trooper observed Griffin display common factors associated with impairment and asked her to perform standardized field sobriety tests, which she failed.  She was subsequently arrested then transported to Broome County Central Arraignment and Processing. 

On July 10, 2020 at approximately 7:50 a.m., New York State Police at Newfield arrested Shallena M. Uhl, age 32 of Moravia, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Tompkins County 911 to the report of an accident on Michigan Hollow Road in the town of Danby.  A 911 caller said they saw the vehicle go into the ditch then watched the female driver walk down the roadway and away from the accident.  As the trooper interviewed Uhl, she observed characteristics associated with impairment.  Uhl was asked to perform standardized field sobriety tests, which she failed.  Uhl was arrested and charged with DWAI.  She was issued appearance tickets to the town of Danby court on August 18, 2020 then released to a sober third party. 

On July 11, 2020 at approximately 2:35 a.m., New York State Police at Owego arrested Shawn H. Marshall, age 26 of Newark Valley, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after observing a vehicle and traffic violation while on Allen Glen Road in the town of Owego.  As the trooper approached the vehicle, he smelled an odor of an alcoholic beverage prompting him to investigate further.  Marshall was asked to perform standardized field sobriety tests, which he failed.  He was arrested and processed at SP Owego.  Marshall was issued appearance tickets to the town of Owego court on August 4, 2020 then released to a sober third party. 

On July 12, 2020 at approximately 7:05 p.m., New York State Police at Owego arrested Ben A. Harding, age 58 of Apalachin, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Tioga County 911 to a report of a vehicle with a blown-out tire on Valley Road in the town of Owego.  When the trooper checked Harding, the trooper observed characteristics commonly associated with impairment.  After an investigation, Harding was arrested for DWI.  He was processed and released on appearance tickets to the town of Owego court for July 28, 2020. 

On July 12, 2020 at approximately 7:29 p.m., New York State Police at Owego arrested Christine M. Miller, age 41 of Delmar, NY for the misdemeanors of Driving While Intoxicated, Resisting Arrest and Obstructing Governmental Administration.  A trooper monitoring traffic on Interstate 88 in the town of Otego observed a vehicle make a vehicle and traffic infraction and initiated a traffic stop.  Miller refused to exit her vehicle or speak to troopers at the time of the stop.  She was ultimately removed from her vehicle and arrested for DWI.  Miller was processed and issued tickets to the town of Otego court for August 6, 2020. 

On July 13, 2020 at approximately 9:39 p.m., New York State Police at Sidney arrested Jai D. Crandall, age 40 of Mount Upton, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper observed a vehicle and traffic violation while he was on State Route 8 in the town of Guilford.  A traffic stop was initiated, and the trooper smelled an odor of an alcoholic beverage, prompting a further investigation.  After failing standardized field sobriety tests, Crandall was arrested.  His reportable B.A.C was .21%.  Crandall was processed and later released on appearance tickets to the town of Guildford court on August 4, 2020 and turned over to a sober third party.

On July 15, 2020 at approximately 12:35 p.m., New York State Police at Stamford arrested Elwin J. Johnson Sr., age 41 of Jefferson, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  A trooper traveling on County Highway 40 in the town of Worcester observed vehicle and traffic violations and initiated a traffic stop.  The trooper observed Johnson signs of impairment and investigated further.  After an investigation, Johnson Sr., was arrested.  His reportable B.A.C was .16%. He was processed and issued appearance tickets to the town of Worcester court on August 14 ,2020 then released to a sober third party. 

On July 17, 2020 at approximately 8:23 p.m., New York State Police at Ithaca arrested Stephanie J. Oplinger, age 38 of Ithaca, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Tompkins County 911 to the report of a vehicle rollover on Millard Hill Road near Douglas Road in the town of Newfield.  Bangs Ambulance and NYS Park Police also responded to the scene.  Oplinger’s vehicle was located overturned in a ditch.  Oplinger was transported to Cayuga Medical Center.  After an investigation, Oplinger was arrested and issued appearance tickets to the town of Newfield town court on August 26, 2020. 

On July 18, 2020 at approximately 2:14 p.m., New York State Police at Homer arrested Joaquin Lopez-Lopez, age 41 of Frederick, MD for the misdemeanor of Driving While Intoxicated.  A trooper responded to a report of an erratic driver traveling southbound on Interstate 81.  As the trooper began monitoring traffic, he spotted the described vehicle on I-81 in the town of Cortlandville and observed vehicle and traffic violations.   A traffic stop was initiated, and the trooper observed Lopez-Lopez display common characteristics associated with alcohol impairment.  After an investigation, Lopez-Lopez was arrested, his reportable B.A.C was .08%.  Lopez-Lopez was processed at SP Homer and issued appearance tickets to the town of Cortlandville court on September 14, 2020. 

On July 18, 2020 at approximately 8:32 p.m., New York State Police at Norwich arrested Patricia M. Contreras, age 49 of New Berlin, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after he observed a vehicle and traffic violation while on County Road 32 in the town of Norwich.  As the trooper interviewed Contreras, he observed that she appeared impaired.  Contreras was asked to perform standardized field sobriety tests, which she failed.  She was arrested and transported to SP Norwich for processing. Contreras’s reportable B.A.C was .16%.  She was released on appearance tickets to the town of Norwich court on August 20, 2020 then turned over to a sober third party.

On July 19, 2020 at approximately 2:31 a.m., New York State Police at Binghamton arrested Krista M. Snedeker, age 29 of Vestal, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were dispatched by Broome County 911 of a report of a vehicle traveling in the wrong direction on Interstate 81 near State Route 17 in the city of Binghamton.  Troopers located the vehicle on State Route 17, still traveling in the wrong direction.  Troopers initiated a traffic stop and after interviewing Snedeker, she was arrested for DWI.  Snedeker’s reportable B.A.C was .24%.  She was processed and issued appearance tickets to the city of Binghamton court then released to a sober third party. 

On July 19, 2020 at approximately 3:33 a.m., New York State Police at Homer arrested Miguel A. Yado, age 33 of Niagara Falls, NY for the misdemeanor of Aggravated Driving While Intoxicated. Troopers initiated a traffic stop on Interstate 81 in the town of Virgil after they observed a vehicle and traffic violation.  As the troopers interviewed Yado, they observed characteristics associated with alcohol intoxication.  Yado was asked to perform standardized field sobriety tests, which he failed and was arrested.  His reportable B.A.C was .24%.  He was processed and released on appearance tickets to the town of Virgil court on September 22, 2020. 

On July 21, 2020 at approximately 1:05 a.m., New York State Police at Richfield Springs arrested Stephen A. Moran, age 29 of Lowell, MA for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers on patrol in the area of State Route 20 in the town of Richfield Springs observed vehicle and traffic violations and initiated a traffic stop.  After an investigation, Moran was arrested.  He was processed at SP Richfield Springs and later released on appearance tickets to the town of Richfield Springs court on September 22, 2020 then turned over to a sober third party.

On July 22, 2020 at approximately 6:31 p.m., New York State Police at Owego arrested Rebecca D. Crerar, age 25 of Endicott, NY was arrested for the misdemeanors of Driving While Ability Impaired by Drugs and Aggravated Unlicensed Operation in the second degree.  A trooper was dispatched to a report of a female acting strange while at the Mirabito on State Route 38 in the town of Richford.  On his way to the call, he was advised of a woman stopped on the side of State Route 38 in the town of Berkshire.  He discovered that the woman was the woman who had been at the Mirabito.  While interviewing the woman, the trooper determined that she was impaired.  Crear was asked to perform standardized field sobriety tests, which she failed.  She was arrested then processed.  Crear was released on appearance tickets to the town of Berkshire court on August 3, 2020 then turned over to a sober third party.

On July 23, 2020 at approximately 12:59 a.m., New York State Police at Oneonta arrested Ethan A. Mercurio, age 21 of Santa Monica, CA for the misdemeanor of Driving While Intoxicated.  Troopers received a complaint of a possible intoxicated driver traveling on State Highway 23 in the town of Oneonta.  Troopers located the vehicle matching the description on State Highway 23 turning into the Mirabito gas station.  As the troopers interviewed Mercurio, they observed common characteristics associated with impairment.  Mercurio was arrested and processed at SP Oneonta.  His reportable B.A.C was .10%.  Mercurio was later released on appearance tickets to the town of Oneonta court on August 25, 2020 then turned over to a sober third party.

On July 23, 2020 at approximately 6:00 p.m., New York State Police at Binghamton arrested Michael T. McCabe, age 41 of Dickinson, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper was dispatched by Broome County 911 to a report of a male passed out behind the wheel of a vehicle at the Speedway in the town of Dickinson.  An investigation at the scene revealed that McCabe had driven his vehicle impaired.  He was subsequently arrested and processed.  McCabe was released on appearance tickets to the town of Dickinson court on August 27, 2020 and turned over to a sober third party. 

On July 25, 2020 at approximately 6:10 p.m., New York State Police at Margaretville arrested Danielle R. Giambastiani, age 31 of Stamford, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  An employee at Family Dollar in the town of Stamford alerted troopers after the employee saw Giambastiani attempt to get into a vehicle and drive away.  As troopers interviewed Giambastiani, they observed characteristics commonly associated with impairment.  After an investigation, she was arrested.  Giambastiani was processed and released on appearance tickets to the town of Stamford court on August 10, 2020 and turned over to a sober third party. 

On July 26, 2020 at approximately 2:40 a.m., New York State Police at Oneonta arrested Angel D. Andino, age 47 of Oneonta, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers observed Andino drive the wrong way on Chestnut Street extension and turn onto Main Street.  A traffic stop was initiated, and troopers observed common characteristics associated with alcohol impairment.  Andino was asked to perform standardized field sobriety tests, which he failed.  He was arrested, his reportable B.A.C was .19%.  Andino was processed and released on appearance tickets to the city of Oneonta court on August 24, 2020 and turned over to the care of a sober third party.

On July 26, 2020 at approximately 6:48 a.m., New York State Police at Richfield Springs arrested Cody G. Learned, age 28 of Mohawk, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched to the Speedway in Richfield Springs after a concerned citizen advised troopers that they dropped off Learned at the gas station after he had been in a one-car crash off County Route 25.  An investigation revealed that Learned was impaired by alcohol when he crashed.  He was subsequently arrested; his reportable B.A.C was .21%.  Learned was processed and released on appearance tickets to the town of Richfield court on September 22, 2020 then turned over to a sober third party. 

On July 30, 2020 at approximately 3:00 p.m., New York State Police at Oneonta arrested Darby R. Canfield, age 30 of Norwich, NY for the misdemeanor of Driving While Ability Impaired.  Trooper were original called to Walmart on another matter regarding Canfield but during the course of their investigation, determined that Canfield was impaired and had driven there impaired.  He was asked to perform standardized field sobriety tests, which he failed.  Canfield was arrested and processed.  He was issued appearance tickets to the town of Oneonta court for August 11, 2020 then released to a sober third party. 

On July 30, 2020 at approximately 9:43 p.m., New York State Police at Oneonta arrested Deborah I. Caserta, age 51 of Mount Vision, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers stopped Caserta on County Road 48 in the town of Oneonta after receiving numerous complaints in the area of an erratic driver.  During their investigation, troopers determined that Caserta was impaired.  She was arrested, processed and issued appearance tickets to the town of Oneonta court on August 25, 2020 then released to a sober third party.

On July 30, 2020 at approximately 9:57 p.m., New York State Police at Binghamton arrested James P. Harris, age 50 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on Depot Hill Road in the town of Fenton when he observed vehicle and traffic violations.  After an investigation, Harris was arrested.  He was processed at SP Binghamton and released on appearance tickets to the town of Fenton court on August 12, 2020.
