On November 8, 2020, at 5:19 p.m., State Police responded to a residence on Morris Street in the town of Norfolk for a report of a domestic dispute. An investigation revealed that 40-year-old Jonathan J. Emlaw of Norfolk, struck the victim with a belt, punched the victim several times, and choked her. The victim sustained several bruises as a result. Emlaw was arrested and charged with Criminal Obstruction of Breathing and Assault 3rd degree. He was released with appearance tickets returnable to the Norfolk Town Court. An order of protection was issued.

Later that evening, at approximately 11 p.m., Troopers were called back to the same residence because Emlaw returned to the scene. He entered the victim’s residence and punched and slapped the victim. He also broke the victim’s eyeglasses. This all violated the order of protection that had just been issued. Emlaw was arrested again, and this time charged with Criminal Contempt 1st degree, Criminal Mischief 3rd degree, and Harassment 2nd degree. He was arraigned by Clifton Town Court and issued a ‘stay away’ order of protection. Emlaw was then remanded to the St. Lawrence County Jail with no bail, due to having two prior felony convictions.  He is to reappear in Norfolk Town Court at a later date.
