On September 17, 2023, State Police members arrested Brandon M. Hooper, age 25, of Ogdensburg, NY for menacing 2nd, and assault 2nd. He was also issued multiple vehicle and traffic violations.
On September 16, 2023, around 8:40 p.m., Troopers responded to State Highway 68, in the town of Lisbon for a possible car vs. motorcycle collision. An investigation determined two motorcycles and a pickup truck were traveling west on State Route 68, in the town of Lisbon. All drivers came to a stop at a stop sign. Operator of the pickup truck, identified as Hooper, got out of the vehicle and started having a verbal altercation with an operator of uninvolved vehicle. Operator of a black 1984 Honda motorcycle, identified as James B. Perry, age 57, of Dekalb Junction involved himself in the argument. Hooper then made threatened remarks to punch Perry in the face for getting involved. The verbal argument ended, Perry and Hooper proceeded west on the State Highway 68. Perry was behind Hooper, Hooper was driving erratically and throwing things out the window at Perry and the other operator of the other motorcycle operator, who was identified as Timothy S. Middlemiss, age 34, of Lisbon, NY was able to safely pass Hooper’s vehicle. Perry attempted to pass Hooper, but Hooper swerved into his lane of travel not allowed Perry to pass. Perry continued to travel behind Hooper. Hooper then made an abrupt stop, places his truck in reverse, and struck Perry’s motorcycle, causing Perry to be ejected from the motorcycle. After striking Perry, Hooper fled the scene. Perry was treated by EMS on scene and transported to Claxton Hepburn Medical for bruised ribs. Perry suffered non-life-threatening injuries.
Hooper was arrested and transported to SP Canton for processing. He was arraigned in the Town of Lisbon Court, where he was released on his own recognizances.
