Harrison, NY – On September 26, 2021, State Police from the New Rochelle barracks arrested 34-year-old Steven S. Silva Lugo, of Henryville, PA, for Strangulation 2nd degree; a Class D Felony and Reckless Endangerment 2nd degree; a Class A Misdemeanor. 

On September 26, 2021, at approximately 7:25 p.m., Troopers were dispatched to a 911 complaint of a domestic disturbance occurring on I-95 southbound, in the town of Harrison.  A preliminary investigation revealed that Silva Lugo struck the passenger several times before pulling the vehicle over, causing multiple contusions and scratches on the passenger’s arms and neck.

While on the shoulder of I-95, both Silva Lugo and the passenger continued the physical altercation outside of the vehicle.  Silva Lugo is reported to have strangled the passenger to the point the passenger momentarily lost consciousness.  When a witness stopped to assist, Silva Lugo left the scene in the vehicle he had been driving.

Later that evening, Troopers made contact with Silva Lugo who voluntarily responded to SP New Rochelle where he was arrested and processed without incident. 

Silva Lugo was transported to the Town of Pelham Court where he was arraigned and remanded to Westchester County Jail on bail.  He is to return to the Town of Harrison Court on September 28, 2021 at 9:30 a.m.
