On April 26, 2021, at approximately 4:49 p.m., State Police responded to a report of an altercation that occurred at a residence on Lake Street in Rouses Point. An investigation revealed that 34-tyear-old James R. Fisher of Bangor attacked the victim on April 25, at around 12:30 a.m. while she was sleeping. Fisher punched her repeatedly in the face and choked her until she passed out. The victim was treated at the Alice Hyde Medical Center in Malone. Fisher was found in possession of a small quantity of a narcotic substance. He was arrested and charged with Strangulation 2nd degree, Assault 3rd degree, and Criminal Possession of a Controlled Substance 7th degree. Fisher was also determined to be wanted on a bench warrant issued by the Fort Covington Town Court for failing to appear following an arrest for Criminal Mischief 4th degree on February 10, 2020. Fisher was arraigned at the Town of Altona Court. He was remanded to the Clinton County Jail without bail, to return to the Town of Champlain Court at a later date.
