On July 9, 2020, at approximately 6:19 p.m., State Police responded to a residence on State Route 9 in Schroon Lake for a report of a domestic dispute. An investigation at the scene revealed that 38-year-old Joseph W. Welch of Schroon, who was highly intoxicated, got into a physical altercation at that address with a relative. He then left the residence in a vehicle.
While troopers interviewed the complainants at the scene, a two-car hit and run accident occurred a short distance away, with witnesses identifying Welch as the driver leaving the scene. Troopers located his vehicle on Fowler Avenue in Schroon, however, Welch had fled the scene on foot. He was soon located, detained by witnesses who observed the hit and run. Welch again tried to resist custody by attempting to run. He was arrested and charged with Aggravated Unlicensed Operation 1st degree, DWI, Resisting Arrest and Obstructing Governmental Administration. Welch refused to provide a breath sample to determine the alcohol and/or drug content of his blood. Welch was arraigned in the Schroon Lake Town Court where he was released on his own recognizance. He is scheduled to reappear before the Schroon Town Court at a later date.
