Chemung County 911 dispatched New York State Police to a report of a man slumped over the wheel of the car in the Town of Chemung. State Police arrived to find a man asleep at the wheel with the vehicle running.  Police knocked on the window and the man woke up, he seemed confused and couldn’t find his driver’s license or get his seat belt off. Once out of the vehicle, John Shappee, age 35 of Millport, had glassy eyes and he was unable to keep his balance. Shappee failed roadside sobriety tests. While inventorying the vehicle Police located Methamphetamine and Heroin and needles. At the State Police station in Horseheads he was arrested for Operating a motor vehicle while impaired by drugs and criminal possession of a controlled substance. Shappee was issued tickets to appear at the Town of Chemung court at a later date and released to a sober third party.
