State Police arrest 2 Rochester residents for Criminal Possession of a Weapon 2nd Degree, (2 Counts), Criminal Possession of a Weapon 3rd Degree, (2 Counts), Criminal Possession of a Controlled Substance 7th Degree, and Unlawfully Fleeing. 

On February 28, 2023, at approximately 2:30 p.m., the State Police attempted to conduct a traffic stop on Weaver Street in the city of Rochester of a motorist who was stopped in the middle of the roadway blocking traffic. The operator fled when the marked State Police unit activated its emergency lights and a brief pursuit ensued. During the pursuit two .45 caliber handguns and narcotics were thrown from the vehicle that police recovered. The 2 occupants of the vehicle were taken into custody without incident. The operator was identified as Whitney R. Scott, age 41, of Rochester. The passenger was identified as Elfin Elliot, age 39, of Rochester. Both subjects were charged with Criminal Possession of a Weapon 2^nd Degree, (2 Counts), Criminal Possession of a Weapon 3^rd Degree, (2 Counts), Criminal Possession of a Controlled Substance 7^th Degree, and Unlawfully Fleeing. 

Scott and Elliot were transported to the Monroe County Jail for arraignment.
