New York State Troopers in Waterloo report the arrest of an Onondaga County man after responding to a report of threats being made against a Seneca County substance abuse treatment facility.
Luis Santiago, 23, of Syracuse, NY was charged with Making A Terrorist Threat (Class D Felony) after it was reported he threatened to shoot staff members as well as other residents of the Dick Van Dyke Addiction Treatment Center in Ovid, NY.
Santiago made these threats when he learned he was being discharged from the facility for behavioral issues. Santiago was processed and transported to the Seneca County Jail to await centralized arraignment. Troopers were assisted in the investigation by members of the New York State Office of Alcoholism and Substance Abuse Services, the agency which oversees the facility.
