On June 4, 2020, at approximately 12:50 a.m., State Police arrested 27-year-old James L. Labarr, of Bombay and 43-year-old Wendy L. Barbeau, of Chazy for drug possession after they crashed the vehicle they were driving and fled the scene in the town of Bombay. State Police located the vehicle in the driveway of Labarr’s residence on State Route 95.
Labarr, the operator of the vehicle, was found to be operating the vehicle while impaired by drugs. He was also found in possession of a quantity of heroin. He was charged with Criminal Possession of a Controlled Substance 3rd degree (B felony), Criminal Possession of a Controlled Substance 4th degree (C felony), and DWAI-drugs (misdemeanor). Barbeau was found to be in possession of a loaded needle containing a controlled substance. She was charged with Criminal Possession of a Controlled Substance 7th degree (A misdemeanor). Barbeau was found to be wanted on a Clinton County Probation Warrant and was transferred to the Clinton County Sheriff’s Office after being released with an appearance ticket for the Town of Bombay Court. Labarr was arraigned by the Town of Bombay Court and released to reappear at a later date and time.
State Police were assisted by the St. Regis Mohawk Tribal Police and U.S. Border Patrol.
