On August 12, 2020, State Police Montgomery stopped a 2015 Nissan Altima on 17K in the town of Newburgh for a vehicle and traffic law violation. The operator of the vehicle was identified as Roy Brown, age 59 from the city of Newburgh. While speaking with Brown, troopers learned that there was "billy club" in the vehicle. Brown and his passenger, Alexis Lynch. age 29 of New Windsor were asked to exit the vehicle. A search of the vehicle yielded a black wooden baton with a leather strap, glassine envelopes containing approximately 14 grams of fentanyl, several pills of Alprazolam and Oxycodone. Both Brown and Lynch were taken into custody. While Lynch was being searched troopers found approximately 10 grams of crack-cocaine on her.
Roy Brown was charged with Criminal Possession of a Controlled Substance 3rd and 4th degree, (felonies) and  Criminal Possession of a Weapon (misdemeanor)
Alexis Lynch was charged with Criminal Possession of a Controlled Substance 3rd and 4th degree and Criminal Possession of a Controlled Substance 7th degree and Manufacturing Drug Related Paraphernalia (misdemeanors)
Both Brown and Lynch were virtually arraigned before Town Judge Clarino of the Town of Newburgh Court. Due to Brown’s previous felony convictions he was remanded to Orange County Jail without bail and set to re-appear on August 18, 2020 at 3 p.m. Lynch was released on her own recognizance with a return date of September 15, 2020 at 10 a.m. in the Town of New Windsor Court.
