PRESS RELEASE
 

Fifty impaired drivers were removed off the roadways in Troop C during the month of March.  Troop C encompasses Broome, Chenango, Cortland, Delaware, Otsego, Tioga and Tompkins counties. 

On March 1, 2021 at approximately 1:10 p.m., New York State Police at Homer (Interstate) arrested Thomas Hawkins, age 58 of Syracuse, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was monitoring traffic on Interstate 81 in the town of Cortlandville when Cortland County 911 advised that they received complaints about a vehicle traveling southbound that was being driven erratically.  The trooper was able to spot the vehicle on I-81 (south) in the town of Cortlandville and saw several vehicle and traffic violations.  He initiated a traffic stop.  While the trooper interviewed Hawkins, he observed numerous characteristics associated with alcohol impairment.  After an investigation, Hawkins was arrested.  He was transported to SP Homer where his reportable B.A.C was .20%.  Hawkins issued appearance tickets to the town of Cortlandville court on April 5, 2021. 

On March 1, 2021 at approximately 10:20 p.m., New York State Police at Sidney arrested Paul A. Ferrante, age 62 of Guilford, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle and traffic infraction while on State Route 8 near State Route 7 in the town of Unadilla and was able to safely stop the vehicle on Delaware Avenue in the village of Sidney.  While interviewing Ferrante, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  After an investigation, Ferrante was arrested.  He was transported to SP Sidney where his reportable B.A.C was .10%.    Ferrante was issued appearance tickets to the town of Unadilla court on March 29, 2021 then turned over to a sober third party. 

On March 3, 2021 at approximately 9:54 a.m., New York State Police at Oneonta arrested Erin S. Luyster, age 37 of Oneonta, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper on Chestnut Street in the town of Oneonta observed a vehicle with a vehicle and traffic infraction.  An investigation revealed that Luyster was in possession of suspected methamphetamine and was impaired.  Luyster was processed at SP Oneonta and released on appearance tickets to the town of Oneonta court on April 6, 2021. 

On March 6, 2021 at approximately 4:17 a.m., New York State Police at Margaretville arrested Zowie L. Tesar, age 43 of Roxbury, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were dispatched by Delaware County 911 to a report of a vehicle in the ditch near State Highway 30 and West Hubbell Hill Road in the town of Middletown.  When troopers arrived, they found the vehicle unoccupied.  An investigation revealed that Tesar was picked up and driven to her residence in Roxbury.  She was subsequently arrested and processed at SP Stamford where her reportable B.A.C was .09%.  Tesar was issued appearance tickets to the town of Middletown court on April 13, 2021 and turned over to a sober third party. 

On March 6, 2021 at approximately 11:45 a.m., New York State Police at Endwell arrested Christopher D. Wilson, age 32 of Endwell, NY for the felony of Tampering with Physical Evidence and the misdemeanors of Driving While Impaired Combined Drugs and Alcohol and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper was initiated a traffic stop on Country Club Road in the town of Union after troopers observed vehicle and traffic infractions.  Troopers identified Wilson displaying characteristics associated with impairment.  Wilson was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was also found in possession of suspected methamphetamine and that he had disposed drug paraphernalia when he saw a trooper.  Wilson was transported to SP Endwell for processing and later released on appearance tickets to the town of Union court on March 30, 2021. 

On March 7, 2021 at approximately 6:34 p.m., New York State Police at Oneonta arrested Amy R. Gancio, age 36 of Grand Gorge, NY for the felonies of Criminal Possession of a Controlled Substance in the fourth degree and Aggravated Unlicensed Operation in the first degree.  She was also charged with the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Otsego County 911 to a report of an impaired driver that had pulled into a parking lot off State Route 23 in the town of Oneonta.  The trooper found Gancio in the running vehicle and she appeared to be impaired.   She was also found to be in possession of suspected methamphetamine and to have a suspended driver’s license.  After an investigation, she was arrested.  Gancio was transported to SP Oneonta where she was processed and issued appearance tickets to the town of Oneonta court on March 23, 2021.

On March 7, 2021 at approximately 8:00 p.m., New York State Police at Endwell arrested Donna J. Goodwin, age 45 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  A trooper on East Main Street in the town of Union initiated a traffic stop after observing Goodwin talking on her cellphone.  As the trooper interviewed Goodwin, he smelled an odor of an alcoholic beverage.  After an investigation, Goodwin was arrested.  She was transported to SP Endwell where her reportable B.A.C was .15%.  Goodwin was processed and issued appearance tickets to the town of Union court on March 23, 2021. 

On March 10, 2021 at approximately 11:02 p.m., New York State Police at Candor arrested Janelle N. Hill, age 25 of Endwell, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Tioga County 911 to a report of a vehicle that crashed and went off the roadway on East River Road in the town of Nichols.  The trooper observed characteristics indicative of impairment and asked Hill to perform standardized field sobriety tests.  Hill was arrested after failing the sfst’s.  She was transported to SP Owego where her reportable B.A.C was .13%.  She was processed and released on appearance tickets to the town of Nichols court on April 28, 2021.

On March 11, 2021 at approximately 4:30 p.m., New York State Police at Richfield Springs arrested Alex J. Schwasnick, age 29 of Clinton, NY for the misdemeanor of Driving While Intoxicated.  Troopers and Otsego County Sheriff’s Deputies were dispatched to a report of a physical fight in progress at a residence on County Highway 18 in the town of Plainfield.  An investigation revealed that Schwasnick drove to the location intoxicated and a fight started when people tried to stop him from leaving.  Bridgewater EMS also arrived on scene to evaluate Schwasnick and he was ultimately transported to St. Luke’s in Utica.  Schwasnick was ultimately arrested for DWI.  He was issued tickets to the town of Plainfield court for June 9, 2021. 

On March 12, 2021 at approximately 9:53 a.m., New York State Police at Oneonta arrested Tara L. Counadis, age 41 of East Worcester, NY for the felony of Aggravated Driving While Intoxicated with Child as Passenger (Leandra’s Law), Endangering the Welfare of a Child and Resisting Arrest.  Troopers were dispatched by Otsego County 911 to a report of a domestic in progress in a driveway of residence on Depot Street in East Worcester.  The 911 caller did not know the people in the vehicle.  The vehicle left prior to the trooper’s arrival but was located on State Highway 7 and stopped.  Troopers saw three young children in the vehicle. Counadis was operating the vehicle and Troopers observed Counadis displaying impairment.  After an investigation, Counadis was told she was under arrest, she actively resisted but was ultimately taken into custody.  She was checked out by EMS and transported to AO Fox Hospital for an evaluation.  Counadis was issued appearance tickets to the town of Worcester court on March 23, 2021. 

On March 13, 2021 at approximately 12:46 a.m., New York State Police at Endwell arrested David J. Miner, age 30 of Endicott, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers were dispatched to a vehicle in the ditch off Glendale Drive in the town of Union.  Troopers found Miner in the vehicle and unconscious.  Troopers were able to get Miner out of the vehicle and wake him.  He was evaluated by EMS members but not transported.  Miner was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Endwell for processing then released on appearance tickets to the town of Union court on April 13, 2021. 

On March 13, 2021 at approximately 6:35 p.m., New York State Police at Oneonta arrested Elspeth Lamont, age 36 of Oneonta, NY for the misdemeanor of Driving While Intoxicated.  Troopers and members of the Franklin Fire Department were dispatched by Delaware County 911 to a report of a one-vehicle rollover on State Highway 357 in the town of Franklin.  Lamont was being treated by Franklin EMS at the scene then transported to AO Fox Hospital.  While at the scene, troopers observed characteristics commonly associated with impairment.  Lamont was later issued appearance tickets to the town of Franklin court on March 25, 2021. 

On March 13, 2021 at approximately 9:04 p.m., New York State Police at Margaretville arrested Linden A. Wranovics, age 63 of Margaretville for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched by Delaware County 911 to the report of an erratic driver on Main Street in the village of Fleishmanns but while on Old Route 28 in the town of Middletown, a trooper observed the vehicle described to 911.  The trooper observed vehicle and traffic infractions and initiated a traffic stop.  While the trooper interviewed Wranovics, she detected an odor of an alcoholic beverage.  Wranovics was asked to perform standardized field sobriety tests, which he failed and was arrested.  Wranovics was transported to SP Margaretville for processing where his reportable B.A.C was .19%.  He was released on appearance tickets to the town of Middletown court on March 23, 2021. 

On March 16, 2021 at approximately 8:38 p.m., New York State Police at Binghamton arrested Brent W. Lawrence, age 27 of Conklin, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched by Broome County 911 to the report of a vehicle in the ditch off Terrace Drive near Ahern Road in the town of Conklin.  Troopers found Lawrence inside the vehicle, he was not injured.  Troopers observed Lawrence displaying characteristics associated with alcohol impairment.  After an investigation, Lawrence was arrested.  He was transported to SP Binghamton where his reportable B.A.C was .23%.  Lawrence was processed and released on appearance tickets to the town of Conklin court on April 14, 2021. 

On March 16, 2021 at approximately 10:58 p.m., New York State Police at Oneonta arrested Stepfanie T. Corfey, age 26 of Oneonta, NY for the misdemeanor of Driving While Intoxicated.  A trooper on patrol saw a vehicle off the roadway off Southside Drive near Glen Drive in the town of Oneonta and went to check on the driver.  While speaking with Corfey, the trooper observed characteristics commonly associated with impairment.  Corfey was asked to perform standardized field sobriety tests, which she failed and was arrested.  She was transported for processing where her reportable B.A.C was .13%.  Corfey was released on appearance tickets to the town of Oneonta court on April 6, 2021 then turned over to a sober third party. 

On March 16, 2021 at approximately 11:25 p.m., New York State Police at Endwell arrested Brian K. Matthews, age 58 of Johnson City, NY for the misdemeanor of Driving While Ability Impaired by Drugs. A trooper was dispatched to a report of an unresponsive man inside a vehicle on Buffalo Street in the town of Union.  The trooper found Matthews unresponsive and began CPR.  He additionally administered Narcan.  Matthews regained consciousness.  Union Center med-car assisted at the scene.  Matthews was transported by UVES to Wilson Hospital.  Matthews issued appearance tickets to the town of Union court on April 6, 2021.  He was processed at a later date. 

On March 17, 2021 at approximately 11:16 a.m., New York State Police at Oneonta arrested James S. Duncan, age 26 of Cherry Valley, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Otsego County 911 to a vehicle in the ditch off County Highway 39 in the town of Worcester.  While interviewing Duncan, troopers learned that he was driving the vehicle when it went off the road.  Troopers also observed that Duncan appeared impaired.  Duncan was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert.  Duncan was processed and issued appearance tickets to the town of Worcester court for March 23, 2021 then turned over to a sober third party.   

On March 17, 2021 at approximately 10:21 a.m., New York State Police at Ithaca arrested Candi M. Conklin, age 41 of Ithaca, NY for the misdemeanors of Driving While Intoxicated and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper was dispatched to check on the welfare of a person sleeping in a running vehicle in a parking lot on Ellis Hollow Road in the town of Ithaca.  The trooper was eventually able to wake Conklin and he observed characteristics commonly associated with impairment.  Conklin was asked to perform standardized field sobriety tests, which she failed and was arrested.  Conklin was transported to SP Ithaca where she was processed and arraigned virtually.  She was released on appearance tickets to the town of Ithaca court on April 29, 2021. 

On March 17, 2021 at approximately 4:36 p.m., New York State Police at Oneonta arrested Kyle Langlois, age 31 of Oneonta, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper monitoring traffic on Interstate 88 in the town of Oneonta observed a vehicle traveling eastbound at a high rate of speed and initiated a traffic stop.  While interviewing Langlois, the trooper smelled and odor of an alcoholic beverage and characteristics associated with impairment.  Langlois was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was processed at SP Oneonta, where his reportable B.AC was .25%.  Langlois was released on appearance tickets to the town of Oneonta court on April 6, 2021. 

On March 17, 2021 at approximately 6:35 p.m., New York State Police at Binghamton arrested Patrick A. Beylo, age 62 of Binghamton, NY for the misdemeanor Driving While Intoxicated.  Beylo entered a checkpoint on Conklin Road in the town of Conklin and a trooper observed characteristics commonly associated with impairment.  After an investigation, Beylo was arrested.  He was transported to SP Binghamton where he was processed and issued appearance tickets to the town of Conklin court on March 31, 2021.  Beylo was turned over to a sober third party. 

On March 18, 2021 at approximately 11:31 a.m., New York State Police at Ithaca arrested Bryan Airel, age 52 of Clay, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched by Tompkins County 911 to the report of a vehicle being driven erratically on State Route 13 in the town of Dryden.  A trooper observed the vehicle failing to maintain its lane and initiated a traffic stop.  While interviewing Airel, the trooper smelled an odor of an alcohol beverage and asked him to perform standardized field sobriety tests.  Airel was arrested for DWI and transported to SP Ithaca where his reportable B.A.C was .19%.  Airel was issued appearance tickets to the town of Dryden court on May 5, 2021 then released to a sober third party. 

On March 18, 2021 at approximately 6:05 p.m., New York State Police at Binghamton arrested Douglas Petoske, age 65 of Starlight, PA for the misdemeanors of Driving While Ability Impaired by Drugs, Criminal Possession of a Controlled Substance in the seventh degree and Reckless Driving.  A trooper observed a vehicle traveling in the wrong direction on State Route 17 west in the town of Windsor.  When the trooper stopped Petoske he observed impairment.  Petoske was transported to SP Binghamton where he was also evaluated by a New York State Police Drug Recognition Expert.  Petoske was issued appearance tickets to the town of Windsor court on April 6, 2021 then released to a sober third party. 

On March 19, 2021 at approximately 12:08 a.m., New York State Police at Greene arrested an 18-year-old female from Sidney, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper initiated a traffic stop after he observed a vehicle with a traffic infraction while on County Road 32 in the town of Norwich.  While interviewing the driver, the trooper observed impairment.  After failing standardized field sobriety tests, the female was arrested.  She was processed at SP Norwich then later released on appearance tickets to the town of Norwich court on April 1, 2021. 

On March 20, 2021 at approximately 8:18 p.m., New York State Police at Endwell arrested Fenton Marshall, age 60 of Owego, NY for the felonies of Aggravated Unlicensed Operation in the first degree and Driving While Intoxicated with a Prior Conviction with 10 years.  A trooper on North Nanticoke Avenue in the village of Endicott observed a vehicle with vehicle and traffic infractions and initiated a traffic stop.  While interviewing Marshall, the trooper observed characteristics associated with impairment.  After an investigation, Marshall was arrested.  He was transported to SP Endwell where his reportable B.A.C was .16%.  Marshall was released on appearance tickets to the village of Endicott court on May 12, 2021 then turned over to a sober third party. 

On March 20, 2021 at approximately 9:33 p.m., New York State Police at Endwell arrested Matthew D. Pitarra, age 46 of Endicott, NY for the misdemeanor Driving While Intoxicated.  A trooper observed a vehicle make a traffic violation while turning the Hooper Road ramp.  While the trooper interviewed Pitarra, he observed characteristics commonly associated with impairment.  Pitarra was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Endwell where his reportable B.A.C was .16%.  Pitarra was processed and released on appearance tickets to the town of Union court on April 6, 2021. 

On March 20, 2021 at approximately 9:24 p.m., New York State Police at Homer arrested Brian P. Eggleston, age 40 of Jamesville, NY for the misdemeanor Driving While Intoxicated.  A trooper was dispatched by Cortland County 911 to a report of a complaint of an erratic driver on Interstate 81.  The trooper located the described vehicle on I-81 north near exit 10 in the town of Cortlandville and initiated a traffic stop.  While interviewing Eggleston, the trooper smelled an odor of an alcoholic beverage and inquired further.  Eggleston was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Homer where his reportable B.A.C was .16%.  Eggleston was issued appearance tickets to the town of Cortlandville court on March 29, 2021 then released to a sober third party.

On March 20, 2021 at approximately 10:00 p.m., New York State Police at Homer arrested William F. Murphy, age 37 of Theresa, NY for the felony Aggravated Unlicensed Operation in the first degree and misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Cortland County 911 to the report of a vehicle driving erratically while traveling north on Interstate 81.  The trooper spotted the vehicle on I-81 in the town of Homer.  He observed it make vehicle and traffic infractions and initiated a traffic stop.  While interviewing Murphy, the trooper detected and odor of an alcoholic beverage.  Murphy was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Homer where his reportable B.A.C was .12%.  Murphy was processed and released on appearance tickets to the town of Homer court on April 20, 2021.

On March 20, 2021 at approximately 11:15 p.m., New York State Police at Richfield Springs arrested Antonio Falso, age 45 of Cooperstown, NY for the misdemeanor Aggravated Driving While Intoxicated.  While on patrol on Walnut Street in the village of Cooperstown, troopers initiated a traffic stop after observing a vehicle and traffic violation.  Troopers observed Falso displaying characteristics commonly associated with alcohol impairment.  Falso was asked to perform standardized field sobriety tests, which he failed and was arrested.  Falso was transported to SP Richfield Springs where his reportable B.A.C was .18%.  He was processed and issued on appearance tickets to the town of Otsego court for April 21, 2021 then turned over to a sober third party.   

On March 21, 2021 at approximately 1:29 a.m., New York State Police at Binghamton arrested Bernard L. Johnson, age 60 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers on patrol were near the area of Front and Bevier Streets in the town of Dickinson when they observed a vehicle make vehicle and traffic infractions.  A traffic stop was initiated on Front Street.  Troopers observed characteristics associated with impairment.  Johnson was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Binghamton where his reportable B.A.C was .10%.  Johnson was issued appearance tickets to the town of Dickinson court on April 8, 2021 then turned over to a sober third party. 

On March 21, 2021 at approximately 3:16 a.m., New York State Police at Homer arrested Robert T. Dunn, age 36 of Elmira, NY for the misdemeanor Driving While Intoxicated.  Troopers were dispatched by Cortland County 911 to the report of a vehicle that went off the roadway off State Route 392 in the town of Virgil.  Troopers found the vehicle on its side.  An investigation at the scene revealed that Dunn was intoxicated.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  Dunn was transported to SP Homer where his reportable B.A.C was .08%.  He was processed and released on appearance tickets to the town of Virgil court on April 13, 2021 then turned over to a sober party. 

On March 21, 2021 at approximately 10:42 a.m., New York State Police at Norwich arrested Patricia M. Contreras, age 50 of New Berlin, NY for the misdemeanor of Driving While Intoxicated.  Troopers and New Berlin EMS were dispatched by Chenango County 911 to a report of a vehicle that struck the guiderail near State Route 8 and Golf Club Road in the town of New Berlin.  While troopers interviewed Contreras they observed characteristics associated with impairment.  Contreras was transported to Bassett Hospital.  She was later issued appearance tickets to the town of New Berlin court on April 28, 2021.

On March 23, 2021 at approximately 7:25 a.m., New York State Police at Oneonta arrested Nicholas U. Fink, age 21 of Norwich, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched by Otsego County 911 to a report of a man knocking on doors on Winney Hill Road in the town of Laurens.  Troopers arrived to find Fink’s vehicle parked in the middle of the roadway and Fink nearby.  They interviewed Fink, who displayed characteristics associated with impairment.  After an investigation, Fink was arrested.  He was transported to SP Oneonta where he was also evaluated by a New York State Police Drug Recognition Expert.  Fink was issued appearance tickets to the town of Laurens court on April 1, 2021. 

On March 24, 2021 at approximately 8:50 a.m., New York State Police at Endwell arrested Penny L. Moody, age 59 of Endicott, NY for the felony of Aggravated Driving While Intoxicated (with prior convictions within 10 years).  A trooper was dispatched to a report of a two-vehicle accident with no injuries in a parking lot on Watson Boulevard.  While interviewing Moody, the trooper observed characteristics associated with impairment.  Moody was asked to perform standardized field sobriety tests, which she failed and was arrested.  She was transported to SP Endwell where her reportable B.A.C was .20%.  Moody was processed and issued appearance tickets to the town of Union court on April 13, 2021 then released to a sober party. 

On March 24, 2021 at approximately 10:41 p.m., New York State Police at Binghamton arrested Heather L. Webb, age 44 of Windsor, NY for the misdemeanors of Aggravated Driving While Intoxicated and Aggravated Unlicensed Operation in the second degree. A trooper was dispatched by Broome County 911 to the report of a vehicle abandoned on Fairview Drive in the town of Windsor.  When the trooper arrived, he located Webb in the vehicle and observed characteristics associated with impairment.  After an investigation, Webb was arrested.  She was transported to SP Binghamton where her reportable B.A.C was .28%.  Webb was issued appearance tickets to the town of Windsor court on April 14, 2021. 

On March 26, 2021 at approximately 7:14 p.m., New York State Police at Stamford arrested Richard M. Foster Jr., age 47 of Walton, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Delaware County 911 to a third party complaint of an alleged dispute inside a vehicle on State Highway 28 in the town of Middletown.  The 911 caller also reported the vehicle to be driven erratically.  Troopers located the vehicle pulled over in a parking lot near Old Route 28 and State Highway 28 in the town of Middletown.  While interviewing Foster, a trooper observed signs of impairment.  Foster was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Margaretville where he evaluated by a New York State Police Drug Recognition Expert.  Foster was processed and released on appearance tickets to the town of Middletown court on June 1, 2021 then released to a sober third party. 

On March 26, 2021 at approximately 10:13 p.m., New York State Police at Sidney arrested Wendy M. Ferrara, age 62 of Mount Upton, NY for the misdemeanor Aggravated Driving While Intoxicated.  Troopers were dispatched to a report of a two-vehicle crash on State Route 8 near County Road 35 in the town of Guildford.  Sidney EMS also responded to the scene.  A preliminary investigation at the scene revealed that Ferrara was south on State Route 8 when she crossed into oncoming traffic and struck another vehicle.  While interviewing Ferrara, the trooper observed characteristics associated with alcohol intoxication.  After an investigation, she was arrested.  Her reportable B.A.C was .19%.  Ferrara was released on appearance tickets to the town of Guilford court on April 8, 2021.

On March 26, 2021 at approximately 3:00 p.m., New York State Police at Binghamton arrested Samantha P. Derenzo, age 30 of Elmira, NY for the felony of Aggravated Driving While Intoxicated with Child as Passenger (Leandra’s Law) and the misdemeanor of Resisting Arrest.  A trooper was dispatched by Broome County 911 to a report of an erratic driver on North Road that went into the ditch.  The trooper located the vehicle on North Road near Mary’s Road in the town of Windsor.  Troopers observed a child in a car seat in the backseat.  No one was injured.  While troopers spoke to Derenzo, they observed characteristics associated with impairment.  When she was told she was under arrest, she resisted.  She was transported to SP Binghamton and processed.  Derenzo was then transported to Broome County Central Arraignment and Processing.  The child was turned over to family members. 

On March 26, 2021 at approximately 11:29 p.m., New York State Police at Binghamton arrested Kelly A. Honsinger, age 58 of Port Crane, NY for the misdemeanor of Driving While Intoxicated. A trooper on Interstate 88 near exit 3 observed a vehicle make vehicle and traffic infractions and was able to safely make a traffic stop on State Route 369.  While interviewing Honsinger, the trooper observed impairment.  Honsinger was asked to perform standardized field sobriety tests, which she failed and was arrested.  She was transported to SP Binghamton then issued appearance tickets to the town of Fenton court on April 27, 2021 and released to a sober third party. 

On March 27, 2021 at approximately 3:29 p.m., New York State Police at Stamford arrested Joan E. Hall, age 48 of Roxbury, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper initiated a traffic stop on County Highway 41 in the town of Roxbury after observing a vehicle and traffic violation.  While interviewing Hall, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Hall was asked to perform standardized field sobriety tests, which indicated impairment.  Hall was arrested and transported to SP Margaretville where her reportable B.A.C was .20%.  Hall was processed and issued appearance tickets to the town of Roxbury court on April 21, 2021 then released to a sober third party.

On March 28, 2021 at approximately 2:15 p.m., New York State Police at Sidney arrested Dorian L. Stewart, age 52 of Unadilla, NY for the misdemeanor Driving While Impaired by Drugs.  Troopers were dispatched by Otsego County 911 to a report of an accident with no injuries on State Route 7 in the town of Unadilla.  While interviewing Stewart, a trooper observed characteristics associated with impairment.  Stewart was asked to perform standardized field sobriety tests, which she failed and was arrested.  Stewart was processed and released on appearance tickets to the town of Unadilla court on April 26, 2021. 

On March 28, 2021 at approximately 7:25 p.m., New York State at Stamford arrested Jason M. Yelincic, age 45 of Stamford, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Delaware County 911 to a dispute on West End Avenue in the village of Stamford.  When troopers arrived, Yelincic (one of the parties involved in the dispute) had left the residence.  Another trooper located Yelincic in a parking lot on Lake Street and interviewed Yelincic about what occurred during the dispute.  While speaking with Yelincic, the trooper observed characteristics associated with impairment.  After an investigation, he was arrested for DWI.  He was transported to SP Margaretville where his reportable B.A.C was .14%.  Yelincic was issued appearance tickets to the town of Harpersfield court on April 19, 2021. 

On March 28, 2021 at approximately 8:03 p.m., New York State Police at Homer arrested Deborah M. Grant, age 55 of Port Crane, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched by Cortland County 911 to McGraw Marathon Road in the town of Marathon for a report of a vehicle that went off the roadway.  Troopers were met at the scene by members of the Marathon Fire Department.  While troopers interviewed Grant, they observed characteristics associated with impairment.  After an investigation, Grant was arrested.  She was transported to SP Homer for processing where her reportable B.A.C .18%.  Grant was released on appearance tickets to the town of Marathon court on May 19, 2021. 

On March 28, 2021 at approximately 9:51 p.m., New York State Police at Ithaca arrested Edward M. Bowen, age 33 of Rochester, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Tompkins County 911 to the report of a vehicle that traveled through a yard of a restaurant and down an embankment on Danby Road in the town of Ithaca.  Bowen and his passenger were not injured.  While interviewing Bowen, the trooper detected an odor of an alcoholic beverage and began to investigate further.  Bowen was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Ithaca where his reportable B.A.C was .08%.  Bowen was processed and released on appearance tickets to the town of Ithaca court on April 28, 2021. 

On March 28, 2021 at approximately 10:24 p.m., New York State Police at Ithaca arrested Dylan J. Covert, age 20 of Trumansburg, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched by Tompkins County 911 to a report of a vehicle failing to maintain its line while near Peruville and Peru Roads in the town of Groton.  The trooper spotted the vehicle make vehicle and traffic violations and initiated a traffic stop on Peruville Road.  As the trooper interviewed Covert, she observed characteristics associated with impairment.  After an investigation, Covert was arrested.   He was transported to SP Ithaca for processing and also evaluated by a Drug Recognition Expert.  Covert was released on appearance tickets to the town of Lansing court on April 29, 2021. 

On March 28, 2021 at approximately 11:26 p.m., New York State Police at Oneonta arrested Anthony CM Masi, age 29 of Sidney, NY for the felonies of Driving While Ability Impaired by Drugs (with a prior conviction within 10 years) and Aggravated Unlicensed Operation in the first degree.  He was also charged with the misdemeanors of Unlawfully Fleeing a Police Officer in a Motor Vehicle, Resisting Arrest, Possession of a Forged Instrument, and Criminal Possession of a Controlled Substance in the seventh degree.  Troopers attempted to initiate a traffic stop on a vehicle on James F. Lettis Highway after they observed vehicle and traffic infractions.  The operator of the vehicle failed to comply and continued to make traffic infractions while traveling onto Interstate 88.  Troopers from SP Sidney were advised of the vehicle description and that Masi was operating the vehicle.  Masi was spotted by troopers from SP Sidney operating at a high rate of speed in the village of Unadilla.  Masi’s vehicle lost a front tire and continued down numerous roads before his vehicle became disabled on Willow Street in the village of Sidney.  Masi refused to comply with trooper’s commands and resisted arrest.  He was ultimately taken into custody with the assistance of a New York State Police K9.  Masi was evaluated on scene by Sidney EMS and transported by ambulance to AO Fox Memorial Hospital.  An investigation revealed that he was operating the vehicle while impaired by drugs, does not possess a driver’s license, was in possession of switched plates and in possession of suspected drugs.  Masi was issued appearance tickets to the town of Oneonta court on April 6, 2021.  He was additional issued an appearance ticket for the misdemeanor of Resisting Arrest to the village of Sidney court on April 22, 2021.  After processing, Masi was released to a sober third party. 

On March 30, 2021 at approximately 8:55 a.m., New York State Police at Oneonta (Interstate) arrested Eric J. Brimlow, age 37 of Worcester, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper observed a vehicle at a high rate of speed while monitoring traffic on Interstate 88 in the town of Worcester. While interviewing Brimlow, the trooper observed characteristics associated with impairment.  Brimlow was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Oneonta where he was further evaluated by a New York State Police Drug Recognition Expert.  Brimlow was processed and issued appearance tickets to the town of Worcester court on April 13, 2021. 

On March 30, 2021 at approximately 11:52 a.m., New York State Police at Endwell arrested John E. Drabick, age 34 of Brooktondale, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper was dispatched to a report of an unresponsive person in a vehicle on Main Street in the town of Maine.  The trooper was met by members from Maine ambulance.  The trooper found Drabick conscious in the running vehicle and observed characteristics associated with impairment.  After an investigation, Drabick was arrested and transported to SP Endwell.  Drabick was additionally evaluated by a New York State Police Drug Recognition Expert.  He was processed and released on appearance tickets to the town of Maine court on April 14, 2021.
