PRESS RELEASE
 

Over three dozen people were taken off the roads and arrested for Driving While Intoxicated or Impaired in Troop C in the month of April.  Troop C encompasses Broome, Chenango, Cortland, Delaware, Otsego, Tioga and Tompkins counties. 

On April 1, 2021 at approximately 12:25 a.m., New York State Police at Ithaca arrested Benjamin M. Sherry, age 35 of Berkshire, NY for the felony of Driving While Intoxicated (with a previous conviction with 10 years).  Troopers were dispatched to a report of a vehicle trespassing at an address on Bailer Road in the town of Caroline.  Troopers located the vehicle stuck in the mud.  While interviewing Sherry, a trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Sherry was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Ithaca where his reportable B.A.C was .19%.  Sherry was processed and released on appearance tickets to the town of Caroline court on April 26, 2021. 

On April 1, 2021 at approximately 2:00 p.m., New York State Police at Binghamton arrested Lisa M. Wayman, age 49 of Chenango, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Broome County 911 to a report of an accident in a parking lot on Front Street.  As the trooper interviewed Wayman, he observed characteristics indicative of alcohol impairment.  Wayman was asked to perform standardized field sobriety tests, which she was unable to complete.  She was arrested and transported to SP Binghamton for processing where her reportable B.A.C was .15%.  Wayman was released on appearance tickets to the town of Chenango court on May 26, 2021. Wayman was turned over to a sober third party. 

On April 1, 2021 at approximately 9:30 p.m., New York State Police at Stamford arrested Cody J. Smolin, age 27 of Stamford, NY for the misdemeanors of Driving While Intoxicated and Obstructing Governmental Administration.  A trooper was dispatched by Delaware County 911 to a report of vehicle and traffic complaints on Main Street in the village of Stamford.  The trooper located the vehicle that was described by a 911 caller.  The trooper observed vehicle and traffic violations and initiated a traffic stop.  The trooper observed the driver (Smolin) showing characteristics associated with impairment.  Smolin was asked to perform standardized field sobriety tests, which he failed then fled from the trooper.  Smolin was taken into custody after a brief foot pursuit and arrested.  He was transported to SP Oneonta for processing where his reportable B.A.C was .10%.  He was released on appearance tickets to the town of Harpersfield court on May 17, 2021. 

On April 2, 2021 at approximately 5:02 p.m., New York State Police at Richfield Springs arrested Jeffrey R. Barrett, age 57 of West Winfield, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a person drinking an alcoholic beverage and driving while waiting to get his vehicle washed.  When troopers arrived, the vehicle was in the wash and troopers watched the driver driving the vehicle out of the wash bay.  Troopers interviewed Barrett who they observed to display characteristics associated with impairment.  Barrett was asked to perform standardized field sobriety tests, which he failed and was arrested.  Barrett was transported to SP Richfield Springs where his reportable B.A.C was .09%.  He was released on appearance tickets to the town of Richfield court on May 25, 2021. 

On April 3, 2021 at approximately 12:47 a.m., New York State Police at Oneonta arrested Paul M. Gore, age 38 of Laurens, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Otsego County 911 to the report of a person in a vehicle who was stopped at the intersection of Main and Broad Streets in the village of Morris.  The 911 caller reported that the vehicle did not move even though the signal light had cycled several times.  Troopers found the vehicle stopped in the intersection with Gore slumped over at the wheel.  Troopers were eventually able to wake Gore.  He was asked to perform standardized field sobriety which indicated intoxication.  Gore was arrested and transported to SP Oneonta where his reportable B.A.C was .15%.  He was processed and released on appearance tickets to the town of Morris court on April 26, 2021. 

On April 3, 2021 at approximately 6:46 p.m., New York State Police at Binghamton arrested Elise J. Freije, age 22 of Port Crane, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched by Broome County 911 to a report of a one-vehicle roll-over on Ballyhack Road in the town of Fenton.  Port Crane Fire Department was already on scene.   Freije was not injured.    As the trooper talked Freije about what happened, she detected characteristics commonly associated with impairment.  Freije was asked to perform standardized field sobriety tests, which she failed and was arrested.  Freije was transported to SP Binghamton where her reportable B.A.C was .19%.  She was processed and released on appearance tickets to the town of Fenton court on April 15, 2021.

On April 3, 2021 at approximately 8:58 p.m., New York State Police at Richfield Springs arrested Morgan R. Bruce, age 34 of Cherry Valley, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper initiated a traffic stop on Genesee Street in the town of Cherry Valley after he observed a vehicle and traffic infraction.  While the trooper interviewed Bruce, he observed characteristics indicative of impairment.  Bruce was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Richfield Springs where his reportable B.A.C was .19%.  Bruce was processed and released on appearance tickets to the town of Cherry Valley court on May 5, 2021 then turned over to a sober third party. 

On April 4, 2021 at approximately 12:35 a.m., New York State Police at Candor arrested Cameron K. Rabie, age 27 of Candor, NY for the felonies of Aggravated Driving While Intoxicated and Aggravated Unlicensed Operation in the first degree.  A trooper initiated a traffic stop after observing vehicle and traffic infractions while on Ithaca Road in the town of Candor.  The trooper interviewed Rabie who does not a valid driver’s license.  The trooper also observed Rabie displaying characteristics associated with impairment.  Rabie was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Candor where his reportable B.A.C was .19%.  Rabie was processed and released on appearance tickets to the town of Candor court on May 3, 2021.

On April 4, 2021 at approximately 1:09 a.m., New York State Police at Sidney arrested Steven D. Lepetich, age 42 of Otego, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Aggravated Driving While Intoxicated.  Troopers on Interstate 88 observed the vehicle traveling west and failing to maintain a lane and other vehicle and traffic infractions.  Troopers initiated a traffic stop on the exit 7 off-ramp.  While troopers interviewed Lepetich, they observed characteristics associated with impairment.  Lepetich was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported to SP Sidney for processing.  Lepetich’s reportable B.A.C was .20%.  He was released on appearance tickets to the town of Afton court on April 20, 2021.

On April 5, 2021 at approximately 10:45 a.m., New York State Police at Oneonta arrested Christopher C. Bakhuize, age 26 of Mount Vision, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers were dispatched by Otsego County 911 to a report of a vehicle that struck the guiderail on the exit 13 off ramp from Interstate 88 in the town of Oneonta.  While interviewing Bakhuize about what happened, troopers saw signs indicative of impairment.  Bakhuize was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Oneonta where he was additionally evaluated by a New York State Poliec Drug Recognition Expert.  He was released on appearance tickets to the town of Oneonta court on April 20, 2021 then turned over to a sober third party. 

On April 6, 2021 at approximately 7:15 p.m., New York State Police at Deposit arrested Daniel J. Heaphy, age 29 of Long Eddy, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Delaware County 911 to a report of a vehicle that struck a tree on State Route 97 in the town of Hancock.  Heaphy was transported by Hancock Ambulance to Garnet Health Medical Center for treatment.  During an investigation, troopers determined that Heaphy was impaired when he crashed.  He was later issued appearance tickets to the town of Hancock court on May 31, 2021.

On April 10, 2021 at approximately 10:34 p.m., New York State Police at Norwich arrested Scott E. Willett Jr., age 26 of Harpursville, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Chenango County 911 to a report of a one-vehicle crash with injuries on Palmiter Road in the town of Greene.  Willet was evaluated by members of Greene EMS and did not wish to be transported to a hospital.  While interviewing Willett, the trooper observed characteristics associated with impairment.  Willett was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported to SP Norwich where he was processed and released on appearance tickets to the town of Greene court on May 13, 2021. 

On April 10, 2021 at approximately 10:39 p.m., New York State Police at Deposit arrested Benjamin E. Antonio, age 22 of Windsor, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper patrolling State Route 17 in the village of Hancock observed a vehicle make a vehicle and traffic violation and initiated a traffic stop.  The trooper observed characteristic associated with impairment.  Antonio was asked to perform standardized field sobriety tests, which he failed and was arrested.   He was transported to SP Deposit for processing and later released on appearance tickets to the village of Hancock court on May 10, 2021. 

On April 11, 2021 at approximately 3:45 a.m., New York State Police at Endwell arrested Michael D. Bryant, age 35 of Wilkes Barre, PA for the misdemeanor of Driving While Intoxicated.  Troopers on Farm to Market Road in the town of Union observed a vehicle make vehicle and traffic infractions.  A traffic stop was initiated.  While interviewing Bryant, the troopers observed characteristics associated with alcohol impairment.  Troopers asked Bryant to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Endwell where his reportable B.A.C was .15%.  Bryant was processed and released on appearance tickets to the town of Union court on April 27, 2021.

On April 12, 2021 at approximately 11:09 p.m., New York State Police at Homer arrested Jeffrey A. Endler, age 54 of Homer, NY for the misdemeanor of Driving While Intoxicated.  Endler stopped on State Route 41 in the town of Scott and found to be operating a vehicle while intoxicated.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.   Endler was transported to SP Homer for processing where his reportable B.A.C was .15%.  He was processed and issued appearance tickets to the town of Scott court on May 4, 2021. 

On April 13, 2021 at approximately 11:08 p.m., New York State Police at Oneonta arrested Anthony S. Dressler, age 31 of Oneonta, NY misdemeanor of Driving While Intoxicated.  A trooper on Chestnut Street in the city of Oneonta observed a vehicle with a vehicle and traffic infraction and initiated a traffic stop.  While interviewing Dressler, the trooper observed characteristics indicative of impairment.  Dressler was asked to perform standardized field sobriety tests, which he failed and was arrested.  Dressler was transported to SP Oneonta where his reportable B.A.C was .16%.  He was processed and released on appearance tickets to the city of Oneonta court on April 29, 2021.

On April 14, 2021 at approximately 4:45 p.m., New York State Police at Oneonta arrested Tsering S. Gaga, age 53 of Walton, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Otsego County 911 to a report of an erratic driver on State Highway 28 in the town of Oneonta.  The trooper located the vehicle and observed the driver to display characteristics associated with impairment.  Gaga was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Oneonta where his reportable B.A.C was .16%.  Gaga was processed and issued appearance tickets to the town of Oneonta court on April 20, 2021 then turned over to a sober third party. 

On April 15, 2021 at approximately 12:58 p.m., New York State Police at Oneonta arrested Ashley R. Levine, age 32 of Maryland, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Otsego County 911 to a report of an erratic operator on State Highway 23 in the town of Oneonta.  Troopers located the vehicle leaving the Price Chopper parking lot and initiated a traffic stop.  Troopers detected an odor of an alcoholic beverage and other characteristics associated with alcohol impairment.  Levine was asked to perform standardized field sobriety tests, which she failed and was arrested.  She was transported to SP Oneonta where her reportable B.A.C was .34%.  Levine was processed and released on appearance tickets to the town of Oneonta court on April 27, 2021 then turned over to a sober third party. 

On April 17, 2021 at approximately 12:11 a.m., New York State Police at Richfield Springs arrested Andrew R. Waterman, age 22 of Fort Plain, NY for the misdemeanor of Driving While Intoxicated.  Troopers were on State Highway 166 in the town of Cherry Valley when they observed vehicle and traffic infractions.  A traffic stop was initiated, and troopers found that Waterman appeared impaired.  He was asked to perform standardized field sobriety test and was arrested.  Waterman was transported to SP Richfield Springs where his reportable B.A.C was .13%.  He was issued appearance tickets to the town of Cherry Valley court on June 2, 2021 then turned over to a sober third party. 

On April 18, 2021 at approximately 1:37 a.m., New York State Police at Richfield Springs arrested Sean M. Murray, age 38 of Milford, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop on State Highway 28 in the town of Hartwick after observing a vehicle with a vehicle and traffic infraction.  Troopers observed Murray to display characteristics commonly associated with impairment.  Murray was asked to perform standardized field sobriety and was arrested.  He was transported to SP Richfield Springs where he was processed and issued appearance tickets to the town of Hartwick court on June 9, 2021. 

On April 18, 2021 at approximately 11:13 p.m., New York State Police at Homer arrested Jody M. Daniels, age 43 of Cortland, NY for the felonies of Aggravated Unlicensed Operation in the first degree, Driving While Intoxicated (with a previous conviction within 10 years).  She was also charged with the misdemeanor of Circumventing an Interlock Device.  A trooper on State Route 281 in the town of Cortlandville observed a vehicle making vehicle and traffic infractions and initiated a traffic stop.  When the trooper interviewed Daniels, he observed indicators commonly associated with alcohol impairment.  After an investigation, Daniels was arrested.  She was transported to SP Homer where her reportable B.A.C was .09%.  Daniels was processed and released on appearance tickets to the town of Cortlandville court on May 10, 2021.

On April 20, 2021 at approximately 8:50 a.m., New York State Police at Sidney arrested Stephanie M. Spathelf, age 46 of Bainbridge, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was advised of a female that was slumped over the steering wheel of a car at a laundromat on West Main Street in Bainbridge.  An investigation at the scene revealed that Spathelf drove to the location.  She was asked to perform standardized field sobriety tests, which indicated impairment and she was arrested.  She was transported for processing and additionally evaluated by a New York State Police Drug Recognition Expert.  Spathelf was released on appearance tickets to the village of Bainbridge court on May 3, 2021. 

On April 22, 2021 at approximately 3:50 p.m., New York State Police at Endwell arrested Daniel L. Alexander felony of Driving While Impaired by Drugs (with a prior conviction within 10 years).  A trooper responded to a report of an unresponsive man in a vehicle in front of the Union-Endicott High School.  When the trooper arrived, the driver was being evaluated by Endicott Fire medics and he declined further medical attention.  The trooper observed Alexander to have characteristics commonly associated with impairment. Alexander was asked to perform standardized field sobriety tests, which indicated impairment and he was arrested.  Alexander was processed at SP Endwell and later released to a sober third party.  He’s scheduled to appear in the village of Endicott court on May 12, 2021.

On April 23, 2021 at approximately 7:59 a.m., New York State Police at Marathon arrested James P. Allen, age 66 of Willet, NY for the misdemeanor of Driving While Impaired (Drugs and Alcohol combined).  A trooper was dispatched by Cortland County 911 to a report of a vehicle in the ditch on State Route 221 in Marathon.  An investigation ultimately revealed that Allen was impaired when he went off the roadway and he was arrested.  He was transported to SP Homer where he was additionally evaluated by a New York State Police Drug Recognition Expert.  Allen was processed and issued appearance tickets to the town of Marathon court on June 16, 2021.

On April 23, 2021 at approximately 4:29 p.m., New York State Police at Sidney arrested Brandon J. Cornell, age 35 of Bainbridge, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Chenango County 911 to check on the welfare of Cornell after a 911 caller reported that he was driving a vehicle erratically on State Route 206 in the town of Bainbridge.  Troopers located the vehicle near East Afton Road and State Route 206.  When troopers interviewed Cornell, they observed characteristics commonly associated with alcohol impairment.  After an investigation, Cornell was arrested.  He was transported to SP Sidney were his reportable B.A.C was .17%.  Cornell was processed and released on appearance tickets to the town of Bainbridge court on May 17, 2021 then turned over to a sober third party. 

On April 23, 2021 at approximately 9:49 p.m., New York State Police at Greene arrested Timothy A. Foster, age 23 of Plymouth, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper observed a vehicle and traffic violation while on County Road 32 in the town of Norwich and initiated a traffic stop.  The trooper observed characteristics commonly associated with impairment.  Foster was asked to perform standardized field sobriety tests, which indicated impairment.  He was transported to SP Norwich where he was processed then later released on appearance tickets to the town of Norwich court on May 6, 2021.

On April 24, 2021 at approximately 12:33 a.m., New York State Police at Ithaca arrested Lewis B. Thompson, age 66 of Dryden, NY for the misdemeanor of Driving While Intoxicated. A trooper on Dryden Road in the town of Dryden observed a vehicle make vehicle and traffic violations.  A traffic stop was initiated on Main Street in the village of Freeville.  While the trooper interviewed Thompson, he smelled an odor of an alcoholic beverage and observed other characteristics associated with impairment.  After an investigation, Thompson was arrested.  He was transported to SP Ithaca where his reportable B.A.C was .14%.  Thompson was processed and released to a sober third party.  His court date was scheduled in the village of Freeville court on June 2, 2021. 

On April 24, 2021 at approximately 11:36 a.m., New York State Police at Oneonta arrested Kyle J. Robinson, age 34 of Binghamton, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper was dispatched by Otsego County 911 to a report of a vehicle being operated erratically traveling westbound while on Interstate 88.  The trooper located the vehicle on I-88 near exit 12 in the town of Otsego.  A traffic stop was initiated.  The trooper observed Robinson to have characteristics associated with impairment.  Robinson was asked to perform standardized field sobriety tests, which indicated impairment.  He was arrested and transported to SP Oneonta and additionally evaluated by a New York State Police Drug Recognition Expert.  Robinson was processed and issued appearance tickets to the town of Otego court on May 6, 2021. 

On April 24, 2021 at approximately 8:45 p.m., New York State Police at Whitney Point arrested Chyrl A. Brown, age 55 of Lisle, NY for the misdemeanor of Driving While Intoxicated.   A trooper was dispatched by Broome County 911 to a report of a suspicious vehicle stopping near a residence on Browntown Road in the town of Lisle.  The trooper spotted the described vehicle on Butterfield Road in the town of Lisle and initiated a traffic stop.  As the trooper interviewed Brown, he observed that Brown appeared impaired.  After an investigation, Brown was arrested.  She was transported to SP Whitney Point where her reportable B.A.C was .14%.  Brown was processed and released to a sober third party.  She was issued appearance tickets to the town of Lisle court on May 17, 2021. 

On April 25, 2021 at approximately 11:37 a.m., New York State Police at Sidney arrested Paul F. Kramarz, age 31 of Millerton, NY for the misdemeanor of Driving While Intoxicated.  A trooper patrolling on State Highway 23 in the town of Roxbury observed a vehicle traveling at a high rate of speed.  A traffic stop was initiated.  The trooper observed Kramarz displaying several characteristics commonly associated with alcohol intoxication.  Kramarz was asked to perform standardized field sobriety tests, which indicated impairment.  He was arrested and transported to SP Oneonta where his reportable B.A.C was .12%.  Kramarz was issued appearance tickets to the town of Roxbury court on May 26, 2021. 

On April 26, 2021 at approximately 10:28 p.m., New York State Police at Ithaca arrested Sabine A. Detterbeck, age 35 of Newfield, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on State Route 13 in the town of Ithaca after observing a vehicle and traffic infraction.  While interviewing Detterbeck, the trooper smelled an odor of an alcoholic beverage.  Detterbeck was asked to perform standardized field sobriety test, which indicated impairment.  She was arrested and transported to SP Newfield.  Detterbeck’s reportable B.A.C was .16%.  She was processed and released on appearance tickets to the town of Ithaca court on May 19, 2021 then released to a sober third party. 

On April 28, 2021 at approximately 1:44 p.m., New York State Police at Ithaca arrested Gregory L. Jackson Sr., age 49 of Ithaca, NY for the felony of Aggravated Driving While Intoxicated with Child as Passenger (Leandra’s Law).  A trooper on patrol on Danby Road in the town of Danby was advised by a school bus driver that a vehicle just passed the bus while it had its sign fully extended and red lights on.  The trooper also observed the same vehicle make a traffic infraction and initiated a traffic stop.  The trooper observed a child in the vehicle.  While the trooper interviewed Jackson Sr., he smelled an odor of an alcoholic beverage and inquired further.  Jackson Sr. was asked to perform standardized field sobriety tests, which indicated impairment.  Jackson Sr. was arrested and transported to SP Ithaca for processing.  Jackson was released on appearance tickets to the town of Danby court on May 25, 2021 then turned over to a sober third party. 

On April 28, 2021 at approximately 10:06 p.m., New York State Police at Owego arrested Anthony R. Hanbury, age 36 of Owego, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper on West River Road in the town of Nichols observed a vehicle make a vehicle and traffic violation while leaving a business.  A traffic stop was initiated, and the trooper observed characteristics associated with alcohol intoxication.  Hanbury was asked to perform standardized field sobriety tests, which indicated impairment.  Hanbury was arrested and transported to SP Owego for processing where his reportable B.A.C was .27%.  He was released on appearance tickets to the town of Nichols court on May 19, 2021 then turned over to a sober third party.
