PRESS RELEASE
 

In December 2020, a total of 46 people were arrested for Driving While Intoxicated/Impaired in Troop C which encompasses Broome, Chenango, Cortland, Delaware, Otsego, Tioga and Tompkins Counties. 

 

25 of those 46 arrests were during the national initiative “Drive Sober or Get Pulled Over” campaign which is designed to reduce alcohol and drug-related traffic crashes.  The detail is sponsored by STOP-DWI with funding from the Governor’s Traffic Safety Committee. The “Drive Sober of Get Pulled Over” detail ran from December 16, 2020 thru January 1, 2021.  Here are the arrests in chronological order for the month of December. 

 

On December 1, 2020 at approximately 5:00 p.m., New York State Police at Endwell arrested Edward A. Griffith, age 72 of Chenango Forks, NY for the felony of Driving While Ability Impaired by Alcohol or Drugs with a previous conviction within 10 years.   Troopers and Broome County Sheriff’s Deputies were dispatched to check the welfare of a male in the parking lot of Weis Market in the town of Union.  It was determined that Griffith displayed several characteristics associated with impairment.  Griffith was arrested and transported to SP Binghamton for processing.  He was issued appearance tickets to the town of Union court on January 19, 2021 and turned over to a sober third party. 

On December 2, 2020 at approximately 10:30 p.m., New York State Police at Binghamton arrested Ryan P. Rutledge, age 29 of Rome, NY for the felonies of Driving While Intoxicated (with two previous convictions within 10 years) and Aggravated Unlicensed Operation in the first degree.  He was also charged with the misdemeanors of Operating a vehicle without Ignition Interlock Device.  A trooper on Robinson Street in the city of Binghamton saw a vehicle traveling without its headlights on and other vehicle and traffic violations.  A traffic stop was initiated.  The trooper smelled an odor of an alcoholic beverage as well as other characteristics associated with impairment.  Rutledge was asked to perform standardized field sobriety tests which he failed and was arrested.  Rutledge was transported to SP Binghamton where his reportable B.A.C was .10%.  He was turned over to the Binghamton Police Department for arraignment on December 3, 2020.

On December 5, 2020 at approximately 10:32 p.m., New York State Police at Sidney arrested Scott A. Devore Jr., age 36 of Binghamton, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper monitoring traffic on Interstate 88 in the town of Sidney observed a vehicle traveling much slower than the posted speed limit and drifting into the shoulder.  A traffic stop was initiated, and the trooper observed impairment.  Devore was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Sidney where he was also evaluated by a New York State Police Drug Recognition Expert.  Devore was processed and released on appearance tickets to the town of Sidney court on January 14, 2021 then turned over to a sober third party. 

 

On December 6, 2020 at approximately 9:22 a.m., New York State Police at Homer arrested Valerie E. Regard, age 40 of Preble, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were dispatched by Cortland County 911 to a report of a crash that occurred on State Route 281 in the town of Homer where a vehicle struck mailboxes, went into a culver then left the scene.  Troopers located the vehicle with front end damage on State Route 281 and interviewed Regard who was sitting in the driver’s seat.  After an investigation, Regard was arrested.  She was transported to SP Homer where her reportable B.A.C was .29%.  Regard was processed and released on appearance tickets to the town of Homer court on January 19, 2021 then turned over to a sober third party. 

 

On December 8, 2020 at approximately 7:46 p.m., New York State Police at Gateway arrested Benny R. Massey, age 51 of Richmond, VA for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on Interstate 81 in the town of Dickinson observed a vehicle at a high rate of speed and initiated a traffic stop.  While interviewing Massey, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Massey was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported for processing where his reportable B.A.C was .11%.  Massey was issued appearance tickets to the town of Dickinson court on December 15, 2020 and turned over to a sober third party. 

 

On December 9, 2020 at approximately 1:20 p.m., New York State Police at Homer arrested Raymond W. Forrest, age 36 of Hastings, NY for the felonies of Criminal Possession of Stolen Property in the third degree and Criminal Possession of a Stolen Property in the fourth degree.  He was also charged with the misdemeanors of Driving While Ability Impaired by Drugs, Aggravated Unlicensed Operation in the third degree and Criminal Possession of a Controlled Substance in the seventh degree. A trooper monitoring traffic on Interstate 81 in the town of Marathon observed a vehicle enter into a u-turn from Interstate 81 north then re-enter I-81 in the southbound direction.  The trooper then saws the vehicle get off at exit 9 (Marathon) and initiated a traffic stop.  While interviewing the driver, the trooper immediately observed characteristics of impairment.  The driver originally identified himself with a driver’s license that belonged to an elderly man.  The trooper ultimately identified him as Raymond W. Forrest.  As the trooper investigated further, he discovered that the vehicle was stolen from New Haven, NY and that the vehicle belonged to the male whose license he had.  Forrest was also in possession of credit cards that were not his and was in possession of a controlled substance.  Forrest was arrested and transported to SP Homer.  He was evaluated by a New York State Police Drug Recognition Expert then processed. Forrest was arraigned virtually and released on his own recognizance.  He’s scheduled to appear in the town of Marathon court on January 13, 2021. 

 

On December 9, 2020 at approximately 3:20 p.m., New York State Police at Binghamton arrested Jason Lopez, age 36 of Binghamton, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers were dispatched by Broome County 911 to a report of a crash on Interstate 81 north in the town of Chenango.  Numerous 911 callers stated that the vehicle was driving erratically prior to striking the rear of a tractor trailer.  Troopers observed that Lopez displayed characteristics associated with impairment and was arrested.  He was transported by Chenango Ambulance to Wilson Hospital for an evaluation then later released to troopers.  Lopez was transported to SP Binghamton for processing then to Broome County Central Arraignment and Processing.   

 

On December 10, 2020 at approximately 1:15 a.m. New York State Police at Sidney arrested Michael P. Sprague, age 27 of Bainbridge, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers on patrol observed a vehicle failing to maintain a lane while on Intestate 88 in the town of Bainbridge and initiated a traffic stop.  Troopers identified several characteristics commonly associated with impairment.  Sprague was asked to perform standardized field sobriety tests which he failed and was arrested.  He was transported to SP Sidney where his reportable B.A.C was .18%.  Sprague was processed and issued appearance tickets to the town of Bainbridge court on January 5, 2021 then released to a sober third party. 

 

On December 10, 2020 at approximately 6:17 p.m., New York State Police at Richfield Springs arrested Michael W. Harvey, age 33 of Warren, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  Troopers on patrol observed a vehicle make a traffic infraction near Monticello and Main Streets in the village of Richfield Springs.  A traffic stop was initiated, and the troopers found that Harvey appeared intoxicated.  Harvey was asked to perform standardized field sobriety tests, which he failed.  He was transported to SP Richfield Springs where his reportable B.A.C was .18%.  Harvey was processed and released on appearance tickets to the village of Richfield Springs court on January 5, 2021 then turned over to a sober third party. 

 

On December 11, 2020 at approximately 3:40 a.m., New York State Police at Margaretville arrested James L. Musella, age 23 of Jefferson, NY for the misdemeanor of Driving While Intoxicated.  Troopers on patrol observed a vehicle speeding while on State Highway 23 in the town of Harpersfield and initiated a traffic stop.  Troopers smelled an odor of an alcoholic beverage while interviewing Musella and inquired further.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  Musella was transported to SP Stamford where his reportable B.A.C was .16%.  Musella was processed and issued appearance tickets to the town of Harpersfield court on January 4, 2021then turned over to a sober third party. 

 

On December 11, 2020 at approximately 5:36 p.m., New York State Police at Margaretville arrested Fredy Martinez, age 31 of Fleischmanns, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of an erratic operator that had been traveling on State Route 28 in the town of Middletown.  The trooper was provided a description and a license plate.  He located the vehicle in the Gulf gas station and found Martinez inside.  The trooper observed Martinez to display characteristics associated with impairment.  An investigation determined that Martinez drove a vehicle while impaired.  Martinez was arrested and transported by Roxbury EMS to Margaretville Hospital.  He was later processed at SP Margaretville and issued appearance tickets to the town of Middletown court on February 16, 2021.

 

On December 12, 2020 at approximately 1:22 a.m., New York State Police at Norwich arrested Bernie Infante age 44 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Chenango County 911 to the report of a vehicle that went down the embankment near State Highway 12 and Ryan Lane in the town of Norwich.  Infante was located by troopers in the vehicle and extricated from the vehicle by members from the Norwich Fire Department.  An investigation at the scene revealed that Infante had been operating the vehicle intoxicated.  Infante was transported to Wilson Hospital for a medical evaluation and troopers continued their investigation.  Infante was arrested and issued appearance tickets to the town of Norwich court on January 14, 2021. 

 

On December 12, 2020 at approximately 10:28 a.m., New York State Police at Binghamton arrested James A. Dotta, age 69 of Bangor, PA for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after he observed Dotta make a vehicle and traffic violation when entering Interstate 81 from Front Street.  The trooper smelled an odor of an alcoholic beverage and asked Dotta to perform standardized field sobriety tests, which he failed.  He was transported to SP Binghamton where his reportable B.A.C was .09%.  Dotta was processed then released on appearance tickets to the town of Chenango court on January 12, 2021 and turned over to a sober third party. 

 

On December 13, 2020 at approximately 2:32 a.m., New York State Police at Richfield Springs arrested Kody B. Weidman, age 31 of New Berlin, NY for the felonies of Aggravated Unlicensed Operation in the first degree and Driving While Intoxicated (with a previous conviction within 10 years).  He was also charged with the misdemeanors of Circumvention of Interlock Device and Criminal Possession of a Controlled Substance in the seventh degree.  Troopers on patrol observed a vehicle with an equipment violation on State Highway 8 in the town of Brookfield and initiated a traffic stop.  While troopers interviewed Weidman, they observed characteristics commonly associated with impairment.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was also found in possession of suspected heroin.  Weidman was transported to SP Richfield Springs for processing where he was issued appearance tickets to the town of Brookfield court on January 19, 2021 and released to a sober third party.

 

On December 13, 2020 at approximately 7:55 p.m., New York State Police at Endwell arrested Justin P. Babcock, age 44 of Endwell, NY for the misdemeanor of Driving While Intoxicated.  A trooper on State Route 17 in the town of Vestal observed a vehicle traveling at a high rate of speed and initiated a traffic stop.  As troopers interviewed Babcock, they observed common characteristics associated with alcohol impairment.  Babcock was asked to perform standardized field sobriety tests, which he failed and was arrested. Babcock was transported to SP Endwell where his reportable B.A.C was .12%.  He was issued appearance tickets to the town of Vestal court on January 5, 2021. 

 

On December 13, 2020 at approximately 9:25 p.m., New York State Police at Margaretville arrested Daniel T. Maxim, age 31 of Margaretville, NY for the misdemeanors of Driving While Intoxicated, Criminal Trespass in the second degree, Criminal Obstruction of Breathing and Endangering the Welfare of a Child.  Troopers were dispatched by Delaware County 911 to a report of a physical domestic occurring at a residence on Fair Street in the village of Margaretville.  Troopers had been called to the same address a few hours earlier and had transported Maxim to another location after a dispute.  At the time of the earlier complaint, a victim did not wish to cooperate and give troopers details about what occurred.  An investigation at the scene revealed that Maxim returned to the residence in a vehicle and was intoxicated.  The investigation further revealed that earlier in the day, Maxim physically pushed a victim causing the victim to fall to the floor and sustain injuries. The victim also reported that Maxim choked the victim.  The troopers also learned that the incident occurred in the presence of children.  Maxim was no longer on scene but was located by a trooper driving his vehicle on Fair Street.  The trooper initiated a traffic stop and found Maxim to be impaired and he was arrested.  Maxim was arraigned virtually and released on his own recognizance.  He’s scheduled to appear in the town of Middletown court on January 26, 2021.  The judge issued an order of protection to the victim. 

 

On December 14, 2020 at approximately 8:03 a.m. New York State Police at Endwell arrested Michelle C. Dinga, age 52 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Broome County 911 to a vehicle that struck a light pole in the entrance to the parking lot of Home Depot on Main Street in the town of Union.  Troopers located Dinga in the driver’s seat slumped over and disoriented.  Dinga was evaluated by members of Johnson City Fire Department and Union Volunteer Emergency Squad, troopers learned that she was intoxicated.  Dinga was then transported to Wilson Hospital for an evaluation.  She was issued appearance tickets to the town of Union court on January 12, 2021. 

 

On December 14, 2020 at approximately 12:45 p.m., New York State Police at Stamford arrested Floyd S. Moseman, age 56 of Gilboa, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper on State Route 10 in the town of Kortright observed a vehicle speeding and initiated a traffic stop.  While interviewing Moseman, the trooper observed indicators commonly associated with impairment.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  Moseman was transported to SP Stamford where he was evaluated by a New York State Police Drug Recognition Expert and processed.  He was issued appearance tickets to the town of Kortright court on March 16, 2021 then released to a sober third party. 

 

On December 14, 2020 at approximately 4:45 p.m., New York State Police at Richfield Springs arrested James N. Sylvester, age 53 of Richfield Springs, NY for the misdemeanor of Driving While Intoxicated.  A trooper on County Route 25A in the town of Richfield observed a vehicle make a vehicle and traffic violation and initiated a traffic stop.  The trooper identified characteristics associated with alcohol impairment.  Sylvester was asked to perform standardized field sobriety tests, which he failed and was arrested.  Sylvester was transported to SP Richfield Springs where his reportable B.A.C was .09%.  He was processed and released on appearance tickets to the town of Richfield court and turned over to a sober third party. 

 

On December 14, 2020 at approximately 9:17 p.m., New York State Police at Oneonta arrested Terence E. Ito, age 34 of Walton, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Delaware County 911 to a report of a property damage accident on County Highway 21 in the town of Franklin.  As troopers interviewed Ito, they smelled an odor of an alcoholic beverage, prompting a further investigation.  He was asked to perform standardized field sobriety tests, which he failed and was arrested. Ito was transported to SP Oneonta where his reportable B.A.C was .15%.  He was processed and released on appearance tickets to the town of Franklin court on January 14, 2021 then released to a sober third party. 

 

On December 16, 2020 at approximately 4:16 p.m., New York State Police at Greene arrested Angela Ortiz, age 62 of Greene, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Chenango County 911 to the report of a vehicle that went off the roadway on County Road 2 in the town of Smithville, struck mailboxes and a sign.  Troopers located Ortiz in the vehicle and observed characteristics associated with impairment.  After an investigation, she was arrested.  Ortiz was transported to SP Greene where she was processed and virtually arraigned.  She was released on her own recognizance and ordered by a judge to appear in the town of Smithville court on December 22, 2020. 

 

On December 17, 2020 at approximately 12:42 a.m., New York State Police at Ithaca arrested Paul D. Kleinhenz, age 57 of Spencer, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Tompkins County 911 to a report of a vehicle that went off the roadway on Station Road in the town of Danby.  Members of the Danby Fire Department assisted Kleinhenz out of the vehicle and he declined medical attention.  While the trooper interviewed Kleinhenz he smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Kleinhenz was transported for SP Ithaca where his reportable B.A.C was .15%.  He was processed and issued appearance tickets to the town of Danby court on December 29, 2020. 

 

On December 18, 2020 at approximately 11:10 p.m., New York State Police at Stamford arrested Skyler H. Fichtner, age 24 of Prattsville, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after observing vehicle and traffic violations on State Route 30 and Ferris Hill Road in Grand Gorge.  After an investigation, Fichtner was arrested.  He was transported to SP Margaretville where his reportable B.A.C was .12%.  Fichtner was processed and released on appearance tickets to the town of Roxbury court on January 6, 2021. 

 

On December 19, 2020 at approximately 2:25 a.m., New York State Police at Margaretville arrested Ryan T. Darran, age 38 of Stamford, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers initiated a traffic stop after they observed a vehicle speeding and cross over the center line while on State Highway 23 in the town of Stamford.  Troopers observed characteristics commonly associated with impairment and Darran was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Stamford was his reportable B.A.C was .20%.  Darran was issued appearance tickets to the town of Stamford court on January 11, 2021 and released to a sober third party. 

 

On December 19, 2020 at approximately 10:18 p.m., New York State Police arrested Troy W. Smith, age 44 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  Smith entered a Sobriety Checkpoint on State Highway 12 in the town of Norwich.  Troopers smelled an odor of an alcoholic beverage and other common characteristics associated with impairment.  Smith was asked to perform standardized field sobriety tests which showed impairment.  Smith was transported to SP Norwich where his reportable B.A.C was .15%.  He was processed and released on appearance tickets to the town of Norwich court on January 21, 2021 then released to a sober third party. 

 

On December 20, 2020 at approximately 1:55 a.m., New York State Police at Endwell arrested Jenna I. Vandemortel, age 32 of Endwell, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were on Taft Avenue in the town of Union when they observed a vehicle fail to stop at the stop sign at Newell Road.  A traffic stop was initiated, and troopers smelled an odor of an alcoholic beverage.  After an investigation, Vandemortel was arrested.  She was transported to SP Endwell where her reportable B.A.C was .13%.  She was processed and issued appearance tickets to the town of Union court on January 5, 2021 then released to a sober third party. 

 

On December 20, 2020 at approximately 11:40 p.m., New York State Police at Gateway arrested Rod A. McNair for the misdemeanor of Driving While Ability Impaired and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper was dispatched to the report of a vehicle that crashed in the median just south of exit 1 on Interstate 81 south in the town of Kirkwood.  A trooper located McNair walking along the shoulder of the Interstate when McNair asked the trooper in a mark patrol unit for a ride.  The trooper identified himself as a New York State Trooper and that’s when McNair disposed of drug paraphernalia with suspected drugs from his pockets and the trooper detained him.  An investigation revealed that McNair drove the vehicle impaired, crashed then left the scene.  He was arrested and issued tickets to the town of Kirkwood court on January 6, 2021. 

 

On December 22, 2020 at approximately 4:45 a.m., New York State Police at Owego arrested Monte R. Jackson, age 41 of Binghamton, NY for the misdemeanors of Driving While Intoxicated, Aggravated Unlicensed Operation in the second degree and three counts of Criminal Possession of a Controlled Substance in the seventh degree.  A trooper was dispatched to a report of a vehicle that struck a guiderail on State Highway 17 near exit 66 in the town of Owego.  The trooper found Jackson in the driver’s seat and asleep.  The trooper was able to eventually wake Jackson who appeared disoriented.  The trooper also identified common characteristics associated with impairment.  Jackson was asked to perform standardized field sobriety tests, which he failed and was arrested.  The trooper also found Jackson in possession of suspected cocaine, suspected ecstasy and buprenorphine hydrochloride.  Troopers also found that Jackson had a warrant with the city of Binghamton Police Department.  Jackson was processed, issued appearance tickets to the town of Owego court on January 12, 2021 then turned over to the Binghamton PD. 

 

On December 22, 2020 at approximately 8:14 a.m., New York State Police at Homer arrested Justin W. Mundt, age 36 of Newark Valley, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Cortland County 911 to a report of a two-vehicle crash on Daisy Hollow Road in the town of Harford.  An investigation revealed that Mundt was on Daisy Hollow Road when he crossed over the double yellow line, striking a vehicle traveling in the opposite direction, sending both vehicles into a ditch.   No one was injured.  While interviewing Mundt, troopers observed characteristics associated with alcohol impairment.  Mundt was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Homer where his reportable B.A.C was .13%.  He was issued appearance tickets returnable to the town of Harford court on January 6, 2021 then released to a sober third party.

On December 23, 2020 at approximately 6:30 p.m., New York State Police at Gateway arrested Jason N. Diamond, age 38 of Bainbridge, NY for the misdemeanors of Driving While Ability Impaired by Drugs, Aggravated Unlicensed Operation in the third degree and Forged Inspection Certificate.  A trooper was dispatched to a report of a vehicle that went off the roadway on State Highway 369 at State Highway 7B in the town of Fenton.  The trooper found the vehicle struck a snowbank and went into a field; the operator was unconscious, and a passenger was not injured.  The trooper was able to wake Diamond and Broome Ambulance arrived on scene administering Narcan.  Diamond refused transport to the hospital.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Binghamton where he was evaluated by a New York State Drug Recognition Expert.  Diamond was processed and released on appearance tickets to the town of Fenton court on January 28, 2021 then released to a sober third party. 

 

On December 23, 2020 at approximately 10:10 p.m., New York State Police at Homer arrested Daniel J. Caughey, age 54 of Homer, NY for the misdemeanor of Driving While Intoxicated.  A observed a vehicle cross over the double yellow lines and speeding on Fisher Avenue in the town of Cortlandville.  A traffic stop was initiated, and the trooper observed characteristics associated with alcohol impairment.  Caughey was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Homer where he was arraigned virtually and ordered to appear in the town of Cortlandville court on February 22, 2021. 

 

On December 23, 2020 at approximately 10:34 p.m., New York State Police at Ithaca arrested Emilie L. Rodman, age 21 of Cortland, NY for the misdemeanor of Driving Impaired by a Combination of Alcohol and Drugs.  A trooper on State Route 13 in the town of Dryden observed a vehicle speeding and initiated a traffic stop.  As the trooper interviewed Rodman, she detected an odor of an alcoholic beverage and marihuana prompting the trooper to inquire further.  The trooper asked Rodman to perform standardized field sobriety tests, which she failed and was arrested.  Rodman was evaluated by a Drug Recognition Expert and later processed at SP Ithaca.  She was issued appearance tickets to the town of Dryden court on January 4, 2021 then turned over to a sober third party. 

 

On December 23, 2020 at approximately 10:40 p.m., New York State Police at Owego arrested Andrew D. Moshier, age 39 of Endicott, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper initiated a traffic stop on State Route 17C in the town of Owego after he observed a vehicle make several vehicle and traffic violations.  As the trooper interviewed Moshier, he smelled an odor of an alcoholic beverage and observed characteristics indicating impairment.  The trooper asked Moshier to perform standardized field sobriety tests and found him to be impaired.  Moshier was arrested and transported to SP Owego where his reportable B.A.C was .19%.  Moshier was issued appearance tickets to the town of Owego court on January 19, 2021 then released to a sober third party. 

 

On December 24, 2020 at approximately 8:05 p.m., New York State Police at Ithaca arrested Janelle M. Brown, age 32 of Dryden, NY for the felonies of Driving While Ability Impaired by Drugs (with a previous conviction within 10 years) and Aggravated Driving While Impaired with a Child (Leandra’s Law).  She was also charged with the misdemeanor of Endangering the Welfare of a Child.  A trooper was dispatched by Tompkins County 911 to a report of vehicle that struck a tree on Freeville Road at Railroad Street.  While the trooper interviewed Brown about what caused her to strike the tree, the trooper observed indicators commonly associated with impairment.  The trooper also saw that there was a child in the vehicle.  EMS was called to check out both Brown and the child but not transported.  Brown was asked to perform standardized field sobriety tests, which she failed and was arrested.  Brown was transported to SP Ithaca where she was evaluated by a Drug Recognition Expert and processed.  She was issued appearance tickets returnable to the town of Dryden court on January 11, 2021 the released to a sober third party. 

 

On December 25, 2020 at approximately 8:28 p.m., New York State Police at Ithaca arrested Kevin M. Villanueva-Barrera, age 24 of Ithaca, NY for the misdemeanors of Driving While Intoxicated, Aggravated Unlicensed Operation in the second degree and Criminal Possession of Stolen Property in the fifth degree.  A trooper on Mecklenburg Road observed a vehicle traveling at a high rate of speed and making other traffic infractions.  A traffic stop was initiated.  An investigation determined that the license plate on the vehicle was stolen from Florida.  Villanueva-Barrera had a suspended licensed and he appeared impaired.  He was asked to perform standardized field sobriety tests, which revealed impairment and he was arrested.  Villanueva-Barrera was transported to SP Ithaca for processing where his reportable B.A.C was .11%.  He was issued appearance tickets to the town of Enfield court for January 4, 2021 then turned over to a sober third party. 

 

On December 26, 2020 at approximately 12:44 a.m., New York State Police at Binghamton arrested Andrew J. Cerra, age 26 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle fail to stop at a stop sign at the intersection of Frances Street and Extension Road in the town of Kirkwood and initiated a traffic stop.  The trooper saw that Cerra displayed characteristics associated with intoxication.  After an investigation, he was arrested.  Cerra was transported to SP Binghamton where he was processed and issued appearance tickets to the town of Kirkwood court on January 5, 2020 then turned over to a sober third party.

 

On December 28, 2020 at approximately 5:22 a.m., New York State Police at Norwich arrested Gary L. Dutcher, age 30 of North Norwich, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Chenango County 911 to a report of a vehicle that went off the roadway and struck a tree on Bates Wilson Road in the town of Plymouth.  The trooper observed that Dutcher appeared impaired.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  Dutcher was transported to SP Norwich where his reportable B.A.C was .13%.  He was processed and issued appearance tickets to the town of Plymouth court on January 13, 2021 then released to a sober third party. 

 

On December 28, 2020 at approximately 8:58 p.m., New York State Police at Norwich arrested Quiana M. Seymour, age 43 of Pompey, NY for the misdemeanor of Aggravated Driving While Intoxicated. A trooper was dispatched by Chenango County 911 to a report of a vehicle that went off the roadway and became disabled on State Route 41 in the town of Smithville.  While the trooper interviewed Seymour, he observed characteristics associated with impairment.  Seymour was asked to perform standardized field sobriety tests, which revealed that she was impaired.  She was arrested then transported to SP Norwich for processing where her reportable B.A.C was .18%.  Seymour was released on appearance tickets to the town of Smithville court on January 21, 2021 and turned over to a sober third party. 

 

On December 31, 2020 at approximately 12:39 a.m., New York State Police at Oneonta arrested Vincent M. Sassone, age 33 of Oneonta, NY for the felonies of Driving While Intoxicated (with a previous conviction with 10 years) and Aggravated Unlicensed Operation in the first degree.  Troopers were on Main Street in the city of Oneonta when they observed a vehicle traveling in the opposite direction with an equipment violation.  They ultimately were able to initiate a traffic stop on Ann Street in the city of Oneonta.  When they interviewed Sassone, they observed characteristics associated with impairment.  After an investigation, Sassone was arrested.  He was transported to SP Oneonta and later released on appearance tickets to the city of Oneonta court on February 4, 2021.

 

On December 31, 2020 at approximately 10:08 a.m., New York State Police at Richfield Springs arrested Jonathan D. McManus, age 41 if Fly Creek, NY for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on State Route 28 in the town of Otsego observed a vehicle speeding and intied a traffic stop.  Town of Otsego court on February 17, 2021

 

On December 31, 2020 at approximately 8:04 p.m., New York State Police at Homer arrested Kenneth R. Stone, age 69 of Cuyler, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of a car – deer accident on Keeney Road in the town of Cuyler.  As the trooper interviewed Stone, he smelled an odor of an alcoholic beverage, prompting a further investigation.  Stone was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Homer for processing where his reportable B.A.C was .14%.  He was processed and released on appearance tickets to the town of Cuyler court on February 8, 2021 then released to a sober third party.
