In the 2022, during the month of February members of Troop "C" removed 53 impaired drivers off the roadways.  Troop "C" encompasses seven counties; Broome, Chenango, Cortland, Delaware, Otsego, Tompkins and Tioga Counties. 

On February 2, 2022, at approximately 4:00 p.m., New York State Police at Binghamton arrested Katrina E. Donahue, age 29 of Great Bend, PA for the misdemeanor of Driving While Impaired by Drugs.  Troopers were dispatched to a reported crash on Interstate 81 in the town of Kirkwood.  Donahue did not report any injury.  While interviewing Donahue, the troopers observed impairment.  She was asked to perform Standardized Field Sobriety Test, which indicated she was impaired.  She was transported to SP Binghamton where she was processed and later released on appearance tickets to the Kirkwood Town Court on April 20, 2022.

On February 2, 2022, at approximately 5:35 p.m., New York State Police at Richfield Springs arrested Danny A. Baldwin, age 61 of Cherry Valley, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of a one-vehicle crash on County Road 31 in the town of Springfield.  The trooper arrived to find the vehicle stuck a tree.  Baldwin was checked out by EMS and did not wish to be transported.  While talking to Baldwin about what happened, the trooper smelled an odor of an alcoholic beverage.  Baldwin was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Richfield Springs for processing.  Baldwin was later transported to Otsego County Central Arraignment and Processing and released on his own recognizance. 

On February 2, 2022, at approximately 9:48 p.m., New York State Police at Gateway arrested Joshua J. Heady, age 29 of Sidney, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched to a report of a vehicle that was over the embankment on Interstate 81 near the exit 6 off-ramp in the town of Colesville.  He located the vehicle but no one at the scene.  The trooper conducted an investigation that revealed Heady was operating the vehicle then left the scene.  The trooper located Heady and determined that he was impaired while he was driving.  Heady was arrested and transported to SP Binghamton and processed.  He was scheduled to appear in the Colesville Town Court on February 24, 2022.  

On February 3, 2022, at approximately 9:32 p.m., New York State Police at Sidney arrested Kelvin E. Brown, age 63 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  Brown was on County Road 38 in the town of Bainbridge when he traveled off the shoulder, struck guiderails then a large maple tree.  He did not report any injury.  Troopers determined that Brown was impaired, and he was arrested.  Brown was transported to SP Sidney where his reportable B.A.C was .15%.  He was processed and issued appearance tickets to the Bainbridge Town Court on February 21, 2022. 

On February 4, 2022, at approximately 8:17 p.m., New York State Police at Binghamton arrested John L. Travis, age 53 of Port Crane, NY for the felony of Aggravated Unlicensed Operation in the first degree and misdemeanor of Driving While Intoxicated.  Troopers found Travis on State Route 7 in the town of Colesville where he told them his vehicle was stuck.  While talking to Travis, troopers observed characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Travis was arrested and processed.  His reportable B.A.C was .14%.  He was released on appearance tickets to the Colesville Town Court on February 17, 2022.

On February 5, 2022, at approximately 1:34 a.m., New York State Police at Richfield Springs arrested Michael B. Andre, age 26 of Chichester, NY for the misdemeanor of Driving While Intoxicated.  Troopers responded to a vehicle that had gone over an embankment and was on its side on State Route 30 in the town of Middletown.  Andre was checked out by members from Margaretville EMS and did report any injury.  While interviewing Andre, troopers smelled an odor of an alcoholic beverage and other characteristics displayed with impairment.  He was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and processed at SP Margaretville where his reportable B.A.C was .09%.  He was released on appearance tickets to the Middletown Town Court on March 10, 2022, then released to a sober third party. 

On February 5, 2022, at approximately 2:45 a.m., New York State Police at Homer arrested Michael J. Dec, age 51 of Moravia, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  Troopers went to assist Homer Police at Homer Intermediate School with a man parked in his running vehicle and sleeping.  While interviewing Dec, a trooper noted an odor of an alcoholic beverage.  Dec was asked to perform Standardized Field Sobriety Tests which indicated impairment.  He was arrested and transported to SP Homer for processing where his reportable B.A.C was .18%.  Dec was issued appearance tickets to the Homer Town Court on February 15, 2022, then turned over to a sober third party.

On February 5, 2022, at approximately 3:26 a.m., New York State Police at Binghamton arrested James M. Redman Jr., age 36 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after observing a vehicle with a vehicle and traffic infraction on State Route 11 in the town of Kirkwood.  While interviewing Redman, troopers smelled an odor of an alcoholic beverage and also characteristics associated with impairment.  Redman was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton where he was processed.  Redman was issued appearance tickets to the Kirkwood Town Court on February 15, 2022, then turned over to a sober third party. 

On February 5, 2022, at approximately 4:30 p.m., New York State Police at Norwich arrested David R. Benedict, age 65 of Oxford, NY for the misdemeanor of Aggravated Driving While Intoxicated.  While on State Route 12 in the town of Oxford, a trooper saw a vehicle in a snowbank.  No injuries were reported.  The trooper learned that Benedict was driving when he went off the roadway and that he was impaired.  After an investigation, Benedict was arrested.  He was processed at SP Greene, where his reportable B.A.C was .19%.  Benedict was issued appearance ticket to the Oxford Town Court on March 28, 2022, then released to a sober third party. 

On February 5, 2022, at approximately 6:45 p.m., New York State Police at Homer arrested Charles E. Paulk, age 48 of Cortland, NY for the felony of Aggravated Driving While Intoxicated with a Child as Passenger and the misdemeanor of Criminal Mischief in the fourth degree.  Troopers were dispatched to a report of a domestic dispute at a residence on State Route 13 in the town of Cortlandville.  As a trooper drove to the location, he was advised that Paulk left the scene in a vehicle.  The trooper spotted Paulk’s vehicle on Kingsley Avenue and initiated a traffic stop.  While interviewing Paulk, the trooper smelled an odor of an alcoholic beverage and that there was a young child in the vehicle.  The child was turned over to a sober third party.  Paulk was asked to perform Standardize Field Sobriety Tests, which confirmed impairment.  Paulk was arrested and transported to SP Homer where his reportable B.A.C was. 18%.  Paulk was then transported to Cortland County Central Arraignment and Processing. 

On February 5, 2022, at approximately 7:18 p.m., New York State Police at Oneonta arrested Abraham J. Hannafan, age 30 of Truxton, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper monitoring traffic observed a vehicle make traffic infractions on Interstate 88 in the town of Maryland and initiated a traffic stop.  While interviewing Hannafan, the trooper observed characteristics associated with impairment.  Hannafan was transported to SP Oneonta where he was evaluated by a New York State Police Drug Recognition Expert.  He was processed and issued appearance tickets to the Maryland Town Court on February 22, 2022. 

On February 5, 2022, at approximately 11:33 p.m., New York State Police at Homer arrested Michael A. Lanzilotta, age 50 of Groton, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers and Cortland County Sheriff’s Deputies were dispatched to a report of a man slumped over in the driver’s seat of a running vehicle.  They located Lanzilotta and observed impairment.  He was asked to perform Standardized Field Sobriety Tests which confirmed impairment.  Lanzilotta was arrested and transported to SP Homer.  He was additionally evaluated by a Drug Recognition Expert.  Lanzilotta was processed and issued appearance tickets to the Cortlandville Town Court on February 28, 2022, then turned over to a sober third party. 

On February 6, 2022, at approximately 2:09 a.m., New York State Police at Binghamton arrested Eric B. Storrs, age 28 of Colesville, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers on Upper Court Street in the town of Kirkwood observed a vehicle with vehicle and traffic infractions and initiated a traffic stop.  While interviewing Storrs, troopers observed characteristics associated with impairment.   Storrs was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  He was transported to SP Binghamton where his reportable B.A.C was .19%.  Storrs was processed and issued appearance tickets to the Kirkwood Town Court on March 1, 2022, then turned over to a sober third party. 

On February 6, 2022, at approximately 5:02 a.m., New York State Police at Richfield Springs arrested Joel J. Torres, age 31 of Amsterdam, NY for the misdemeanor of Driving While Intoxicated.  Troopers observed a vehicle make vehicle and traffic infractions while entering Interstate 88 in the town of Oneonta and initiated a traffic stop.  After an investigation, Torres was arrested for DWI.  He was transported to SP Oneonta where his reportable B.A.C was .10%.  Torres was processed and issued appearance tickets to the Oneonta Town Court on February 15, 2022. 

On February 8, 2022, at approximately 3:08 p.m., New York State Police at Ithaca arrested Eric S. Miller, age 28 of Painted Post, NY for the misdemeanor of Driving While Impaired by Drugs.   A trooper heard a 911 complaint of a vehicle traveling erratically and observed it on Elmira Road.  The trooper also observed vehicle and traffic infractions.  A traffic stop was initiated on State Route 13 in the town of Ithaca.  While talking to Miller, the trooper observed characteristics associated with impairment.  Miller was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Miller was arrested and transported to SP Ithaca for processing.  He was also additionally evaluated by a New York State Police Drug Recognition Expert.   Miller was issued appearance tickets to the Ithaca Town Court on March 9, 2002 then turned over to a sober third party. 

On February 8, 2022, at approximately 3:10 p.m., New York State Police at Oneonta arrested Audrey R. Criscitello, age 34 of Bainbridge, NY for the misdemeanors of Driving While Impaired by Drugs and Aggravated Unlicensed Operation in the second degree.  Criscitello was observed failing to maintain a lane on State Route 7.  Troopers interviewed Criscitello after she pulled into a parking lot.  Troopers observed that she appeared impaired.   She was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Criscitello was arrested and transported to SP Sidney for processing where she was additionally evaluated by a New York State Police Drug Recognition Expert.  A passenger in the vehicle,Joseph M. Allen, age 27 of Afton, NY was also charged with the misdemeanor of Criminal Possession of a Controlled Substance.  Both were released on appearance tickets to the Bainbridge Town Court on February 21, 2022. 

On February 9, 2022, at approximately 10:59 a.m., New York State Police at Margaretville arrested Jonathon A. Storrs, age 51 of Kelly Corners, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  A trooper heard a complaint called into Delaware County 911 about an erratic operator in the town of Middletown.   The trooper located the described vehicle and initiated a traffic stop on State Highway 30 after observing vehicle and traffic infractions.  While interviewing Storrs, the trooper observed characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests, which revealed intoxication.  Storrs was arrested and transported to SP Margaretville for processing, where his reportable B.A.C was .26%.  He was issued appearance tickets to the Middletown Town Court on March 29, 2022. 

On February 9, 2022, at approximately 6:33 p.m., New York State Police at Deposit arrested Robert A. Case Jr., age 51 of Starrucca, PA for the misdemeanor of Driving While Intoxicated and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper at a gas station in the town of Deposit observed a man slumped over the steering wheel of a running vehicle.  The trooper checked on the man and was able to talk to him.  The trooper observed that Case also appeared impaired.  Case was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Case was arrested and also found in possession of suspected illegal drugs.  He was transported to SP Deposit where his reportable B.A.C was .09%.  Case was issued appearance tickets to the Deposit Town Court on March 14, 2022, then released to a sober third party. 

On February 10, 2022, at approximately 6:47 a.m., New York State Police at Sidney arrested Audrey R. Cricitello, age 34 of Bainbridge, NY for the misdemeanors of Driving While Impaired by Drugs and Criminal Contempt in the second degree.  A trooper was dispatched by Chenango County 911 to check on a female who was reportedly passed out in the driver’s seat of a vehicle on Pearl Street extension in the town of Bainbridge.  The trooper found Criscitello in the running vehicle and was able to wake her.  The trooper observed that Criscitello was impaired.  She was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  The trooper also discovered that Criscitello was violating an order of protection by being at the location where she was found.  Criscitello was arrested and transported to SP Sidney, where she was additionally evaluated by a New York State Police Drug Recognition Expert.  Criscitello was processed and arraigned.  She was remanded to the Chenango County Jail. 

On February 10, 2022, at approximately 10:33 p.m., New York State Police at Binghamton arrested Edile A. Harrington, age 64 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after observing a vehicle with a traffic infraction while on Fairview Avenue in the city of Binghamton.  While interviewing Harrington, the trooper observed characteristics associated with impairment.  After an investigation, she was arrested.  Harrington was transported to SP Binghamton, where her reportable B.A.C was .15%.  She was issued appearance tickets to the Binghamton City Court on February 25, 2022 and turned over to a sober third party. 

On February 11, 2022, at approximately 12:23 a.m., New York State Police at Ithaca arrested Caleb N. Chaires, age 22 of Dryden, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years) and the misdemeanor of Criminal Contempt in the second degree.  Troopers were dispatched by Tompkins County 911 to a report of a possible intoxicated driver on State Route 38 in the town of Dryden.  Troopers were then directed to Chaffee Road because the driver was causing a disturbance at a residence.  While driving to the location, troopers observed the vehicle described by the 911 with vehicle and traffic infractions.  They initiated a traffic stop on Lake Road and observed Chaires displaying characteristics associated with impairment.  Chaires was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Troopers learned that Chaires violated an order of protection while at the home on Chafee Road and that he had previously been convicted of DWI.  Chaires was processed at SP Ithaca and later transported to Tompkins County Centralized Arraignment. 

On February 11, 2022, at approximately 7:40 p.m., New York State Police at Binghamton arrested Scott A. Walnicki, age 46 of East Aurora, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper monitoring traffic on Interstate 88 in the town of Fenton observe a vehicle traveling eastbound at a high rate of speed.  A traffic stop was conducted, when the trooper interviewed Walnicki he smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Walnicki was arrested.  He was transported to SP Binghamton where he was processed and later transported to Broome County Centralized Arraignment. 

On February 11, 2022, at approximately 9:01 a.m., New York State Police at Oneonta arrested William C. Kaiser, age 33 of Otego, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched by Otsego 911 to check on the welfare the driver who was in a vehicle parked off the roadway in a DOT pull off on County Highway 8 in the town of Oneonta.  The 911 caller told the trooper that the vehicle was running and had been parked for several hours with a man inside who appeared unconscious.  When the trooper arrived, he observed Kaiser to display characteristics indicative of impairment.  Kaiser was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Oneonta where he was additionally evaluated by a New York State Police Drug Recognition Expert.  Kaiser was later processed and issued appearance tickets to the Oneonta Town Court on February 22, 2022. 

On February 11, 2022, at approximately 10:07 p.m., New York State Police at Binghamton arrested Cody J. Wells, age 27 of Great Bend, PA for the misdemeanor of Driving While Intoxicated.  While on patrol on State Route 11 in the town of Kirkwood, a trooper observed a vehicle failing to maintain a lane and initiated a traffic stop.  While interviewing Wells, the trooper smelled an odor of an alcoholic beverage and observed other characteristics associated with impairment.  Wells was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  He was arrested and transported to SP Binghamton where he was processed.  Wells was issued appearance tickets to the Kirkwood Town Court on March 2, 2022 then released to a sober third party.

On February 12, 2022, at approximately 1:00 a.m., New York State Police at Gateway arrested Peggy S. Utter, age 63 of Lisle, NY for the misdemeanor of Driving While Intoxicated.  Troopers on State Highway 26 observed a vehicle make a vehicle and traffic infraction.  They initiated a traffic stop on Rabbit Path Road.  While interviewing Utter, troopers detected an odor of an alcoholic beverage and asked Utter to perform Standardized Field Sobriety Tests.  She was arrested and transported to SP Whitney Point where her reportable B.A.C was .15%.  Utter was processed and issued appearance tickets to the Nanticoke Court on February 28, 2022 then released to a sober third party. 

On February 12, 2022, at approximately 10:43 p.m., New York State Police at Joseph E. Burch, age 50 of Chenango Forks, NY for the felony of Aggravated Unlicensed Operation in the first degree and misdemeanor of Aggravated Driving While Intoxicated.  A trooper responded to a complaint of a possible intoxicated operator leaving The Beer Tree restaurant in the town of Fenton.  The trooper was able to locate vehicle and Burch.  While interviewing Burch, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton where his reportable B.A.C was .19%.  Burch was processed then issued appearance tickets to the Fenton Town Court on February 24, 2022. 

On February 13, 2022, at approximately 2:28 a.m., New York State Police at Binghamton arrested Joshua A. Cooley, age 27 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  Troopers on Front Street/State Route 11 in the town of Chenango saw a vehicle speeding and initiated a traffic stop.  While interviewing Cooley, troopers observed characteristics associated with impairment.  Cooley was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton for processing.  He was later released to a sober third party.  Cooley is scheduled to appear in the Chenango Town Court on April 12, 2022.

On February 14, 2022, at approximately 2:14 a.m., New York State Police at Binghamton arrested Joshua A. Frederick, age 36 of Johnson City, NY for the misdemean or of Driving While Intoxicated.  Troopers were dispatched to a vehicle that went into a ditch near State Route 11 and Joyner Road in the town of Barker.  Frederick told troopers he was not injured.  While troopers were talking to Frederick, they smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Frederick was asked to perform Standardized Field Sobriety Tests, which indicated impairment and he was arrested.  Frederick was transported to SP Binghamton where his reportable B.A.C was .17%.  He was issued appearance tickets to the Barker Town Court on March 16, 2022 then turned over to a sober third party. 

On February 14, 2022, at approximately 9:40 a.m., New York State Police at Endwell arrested Damein R. Spencer, age 41 of Owego, NY for the misdemeanors of Driving While Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.   A trooper was dispatched to a report of a man in his vehicle slumped over the wheel of his vehicle while in the drive thru of Dunkin Donuts on Country Club Road in the town of Union.  After an investigation, he was arrested.  Spencer was later released on appearance tickets to the Union Town Court on March 1, 2022. 

On February 15, 2022, at approximately 9:04 p.m., New York State Police at Binghamton arrested Elizabeth A. Bankhead, age 29 of Newark Valley, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  Troopers were dispatched to a report of a vehicle that crashed into some trees and left the scene on State Route 11 in the town of Binghamton.  Troopers located Bankhead and after an investigation arrested her for DWI.  She was transported to SP Binghamton where her reportable B.A.C was .15%.  She was processed and issued appearance tickets to the Kirkwood Town Court on March 2, 2022, then turned over to a sober third party. 

On February 15, 2022, at approximately 10:03 p.m., New York State Police at Homer arrested Matthew A. Clark, age 34 of Moravia, NY for the misdemeanor of Driving While Intoxicated.  A trooper was traveling on Tompkins Street in the city of Cortland when he spotted a vehicle with a vehicle and traffic violation.  He initiated a traffic stop and while speaking to Clark, observed characteristics associated with impairment.  Clark was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Homer where his reportable B.A.C. was .08%.  He was issued appearance tickets to the Cortland City Court on March 14, 2022, then released to a sober third party. 

On February 16, 2022, at approximately 2:16 a.m., New York State Police at Binghamton arrested Daniel I. Rosenbarker, age 37 of Owego, NY misdemeanor of Driving While Intoxicated. Troopers observed a vehicle on Broad Avenue in the city of Binghamton with a vehicle and traffic infraction.  They initiated a traffic stop and observed Rosenbarker displaying characteristics associated with impairment.  Rosenbarker was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Binghamton, where his reportable B.A.C was .08%.  Rosenbarker was issued appearance tickets to the Binghamton City Court on March 23, 2022, then turned over to a sober third party. 

February 16, 2022, at approximately 2:56 a.m., New York State Police at Norwich arrested Abbie R. Manwarren, age 25 of Sherburne, NY felony of Driving While Impaired by Drugs (with a previous conviction within 10 years) and Aggravated Unlicensed Operation in the first degree. She was also charged with the misdemeanor of Criminal Possession of a Controlled Substance in the seventh degree.  Troopers were dispatched to check on a vehicle partially in the roadway and blocking traffic on Classic Street in the village of Sherburne.  They located the running vehicle with Manwarren slumped over the steering wheel.  Troopers were able to wake her and observed characteristics associated with impairment.  She was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Manwarren was arrested and transported to SP Norwich, where she was additionally evaluated by a New York State Drug Recognition Expert.  Manwarren was processed and issued appearance tickets to the Sherburne Village Court on March 3, 2022. 

On February 16, 2022, at approximately 10:08 a.m., New York State Police at Sidney arrested Michael B. Sherwood, age 34 of Sidney, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper observed a vehicle make vehicle and traffic violations while on Interstate 88 in the town of Sidney and initiated a traffic stop on State Highway 8.  While interviewing Sherwood, the trooper observed characteristics commonly associated with impairment.  Sherwood was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Sidney where his reportable B.A.C was .22%.  Sherwood was processed and issued appearance tickets to the Sidney Town Court on March 22, 2022. 

On February 17, 2022, at approximately 5:22 a.m., New York State Police at Richfield Springs arrested Richard T. Hildebrandt Jr., age 32 of Mastic Beach, NY for the misdemeanor of Driving While Impaired by Drugs.  Troopers were dispatched by Delaware County 911 to a report of a suspicious person in the parking lot of Mountain Side Residential Care.  Troopers located the described vehicle and person parked at the Margaretville Hotel.  While talking to Hildebrandt, troopers observed characteristics associated with impairment.  Hildebrandt was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  He was arrested and transported to SP Margaretville where he was additionally evaluated by a Drug Recognition Expert.  Hildebrandt was processed and issued appearance tickets to the Middletown Town Court on March 3, 2022. 

On February 17, 2022, at approximately 10:07 p.m., New York State Police at Oneonta arrested Jacob S. Fisher, age 20 of East Meredith, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Delaware County 911 to a report of a one vehicle crash on State Highway 28 in the town of Meredith.  Troopers were advised that the operator left the scene.  When the troopers arrived, they found the vehicle unoccupied, but Fisher returned to the scene.  While talking to Fisher about what happened, troopers smelled an odor of an alcoholic beverage and other characteristics indicative of impairment. Fisher was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Oneonta where his reportable B.A.C was .14%.  Fisher was processed and released on appearance tickets to the Meredith Town Court on March 2, 2022. 

On February 18, 2022, at approximately 9:53 p.m., New York State Police at Homer arrested David C. Cambell, age 45 of Truxton, NY for the felony of Aggravated Unlicensed Operation in the first degree and misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Cortland County 911 to a report of an unoccupied vehicle on its side off the roadway near Cuyler Hill Road and Rose Hill Road in the town of Cuyler.  The trooper was able to locate Cambell at a residence not far from the crash.  He was not injured.  While talking to Cambell about what happened, the trooper observed characteristics associated with impairment.  He was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Cambell was arrested and transported to SP Homer where his reportable B.A.C was .13%.  Cambell was processed and issued appearance tickets to the Cuyler Town Court on March 14, 2022. 

On February 18, 2022, at approximately 11:21 p.m., New York State Police at Binghamton arrested Dawn L. Smith, age 39 of Chenango Forks, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of an accident in the parking lot of Fat Cowboys BBQ on State Route 7B in the town of Fenton.  It was reported that Smith backed into a parked vehicle.  The trooper interviewed Smith who he observed to display multiple characteristics associated with impairment.  After an investigation, she was arrested.  She was transported to SP Binghamton for processing then transported to Central Arraignment and Processing. 

On February 18, 2022, at approximately 11:59 p.m., New York State Police at Ithaca arrested Natalie C. Berns, age 36 of Ithaca, NY for the misdemeanor of Driving While Intoxicated.  Troopers on Elmira Road observed a vehicle make vehicle and traffic infractions and initiated a traffic stop.  While interviewing Berns, troopers smelled an odor of an alcoholic beverage and asked her to submit to Standardized Field Sobriety Tests.  After an investigation, she was arrested.  She was transported to SP Ithaca where her reportable B.A.C was .16%.  Berns was processed and issued appearance tickets to the Ithaca Town Court on March 2, 2022. 

On February 19, 2022, at approximately 3:56 a.m., New York State Police at Oneonta arrested Dylan C. Webster, age 21 of Oneonta, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a vehicle that went off the roadway and got stuck in a ditch on State Highway 205 in the town of Hartwick.  No injuries were reported.  Troopers interviewed Webster, who they observed to have characteristics commonly associated with impairment.  Webster was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Oneonta where his reportable B.A.C was .13%.  Webster was processed and issued appearance tickets to the Hartwick Town Court on March 23, 2022, then released to a sober third party. 

On February 19, 2022, at approximately 11:53 p.m., New York State Police at Binghamton arrested Paul L. Hine, age 69 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper spotted a vehicle on Loughlin Road in the town of Kirkwood with vehicle and traffic infractions and initiated a traffic stop.  While interviewing Hine, the trooper observed characteristics commonly associated with impairment.  After an investigation at the scene, Hine was arrested.  He was transported to SP Binghamton where his reportable B.A.C was .13%.  Hine was processed and released on appearance tickets to the Kirkwood Town Court on March 2, 2022, then turned over to a sober third party. 

On February 22, 2022, at approximately 7:16 a.m., New York State Police at Homer arrested Steven T. Skinner, age 36 of Syracuse, NY for the misdemeanors of Driving While Impaired by Drugs and Unauthorized Use of a Vehicle.  A trooper was dispatched to check the welfare of a man on State Route 281 in the town of Cortlandville.  An investigation at the scene revealed that Skinner took a vehicle without the owner’s permission and drove it to Cortland County.  He was also impaired while driving the vehicle.  Skinner was arrested and transported to SP Homer where he was additionally evaluated by a New York State Police Drug Recognition Expert.  Skinner was processed and issued appearance tickets to the Cortlandville Town Court on March 28, 2022, then released to a sober third party. 

On February 23, 2022, at approximately 8:36 a.m., New York State Police at Norwich arrested Timothy A. Hunter, age 61 of North Norwich, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched by Chenango County 911 to a report of a man slumped over the wheel inside a vehicle.  When the trooper arrived, the man was being evaluated by members of the Norwich Fire Department.  While interviewing Hunter, the trooper observed him to be impaired.  Hunter was asked to perform Standardized Field Sobriety Tests, which indicated impairment and he was arrested.  He was processed at SP Norwich and later issued appearance tickets to the Norwich Town Court on March 25, 2022, then turned over to a sober third party.

On February 23, 2022, at approximately 11:53 a.m., New York State Police at Ithaca arrested Michael J. Thomas, age 33 of Newfield, NY for the misdemeanor of Driving While Impaired by Drugs.  A trooper was dispatched by Tompkins County 911 to a report of a vehicle in the ditch off Elmira Road in the town of Ithaca.  No injuries were reported.  Thomas was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  While talking to Thomas, the trooper observed impairment.  He was transported to SP Ithaca where he was processed then issued appearance tickets to the Ithaca Town Court on March 9, 2022.

On February 23, 2022, at approximately 9:50 p.m., New York State Police at Deposit arrested Sean Murphy, age 45 of Windsor, NY for the misdemeanor of Driving While Intoxicated.  A trooper on Old Route 17 in the town of Windsor observed a vehicle speeding and initiated a traffic stop.  While interviewing Murphy, the trooper observed impairment.  Murphy was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Deposit where his reportable B.A.C was .17%.  Murphy was processed and issued appearance ticket to the Windsor Town Court on March 28, 2022. 

On February 23, 2022, at approximately 10:09 p.m., New York State Police at Ithaca arrested Santos A. Lucas Sac, age 23 of Ithaca, NY for the misdemeanor of Driving While Intoxicated.  A trooper on Dryden Road in the town of Dryden witnessed a vehicle go off the road and strike a utility pole.  No injuries were reported.  While talking to Lucas Sac, the trooper smelled an odor of an alcoholic beverage.  After an investigation, he was arrested.  Lucas Sac was processed at SP Ithaca where his reportable B.A.C was .13%.  He was issued appearance tickets to the Dryden Town Court on March 9, 2022, then released to a sober third party.

On February 24, 2022, at approximately 9:27 a.m., New York State Police at Gateway arrested Savanna M. Bennett, age 25 of Apalachin, NY for the misdemeanor of Aggravated Driving While Intoxicated.  While monitoring traffic on Downs Avenue in the town of Dickinson, a trooper observed a woman make a vehicle and traffic violation.  A traffic stop was initiated at the State Highway 17 westbound on ramp off Airport Road.  While interviewing Bennett, the trooper smelled an odor of an alcoholic beverage.  Bennett was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  She was arrested and transported to SP Endwell where her reportable B.A.C was .28%.  Bennett was processed and released on appearance tickets to the Dickinson Town Court on March 8, 2022, then turned over to a sober third party. 

On February 25, 2022, at approximately 8:22 p.m., New York State Police at Sidney arrested Maggie B. Delbalso, age 47 of Walton, NY for the misdemeanor of Driving While Intoxicated.  A trooper responded to a report of a one vehicle crash on State Highway 206 in the town of Walton.  While investigating the crash, the trooper learned that Delbalso was driving when she went off the roadway and into a ditch.  She and her passenger did not report any injuries.  While interviewing Delbalso, the trooper also observed characteristics common to alcohol intoxication.  She was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  Delbalso was arrested and transported to SP Sidney where her reportable B.A.C was .08%.  She was processed and released on appearance tickets to the Walton Town Court on March 16, 2022. 

On February 26, 2022, at approximately 5:46 a.m., New York State Police at Norwich arrested Joshua J. Delaney, age 37 of Norwich, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched by Chenango County 911 to the area of County Road 10A and Barnes Road in the town of Preston for a report of a vehicle off the roadway.  The trooper found Delaney inside the vehicle, who appeared to be asleep with the vehicle still running.  The trooper was able to wake Delaney and observed numerous characteristics associated with alcohol impairment.  Delaney was asked to perform Standardized Field Sobriety Tests, which indicated impairment.  He was arrested and transported to SP Norwich where his reportable B.A.C was .23%.  Delaney was processed and issued appearance tickets to the Preston Town Court on March 16, 2022. 

On February 26, 2022, at approximately 3:03 p.m., New York State Police at Greene arrested Brenden C. Gager, age 21 of Oxford, NY for the misdemeanors of Driving While Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper observed a vehicle and traffic infraction on State Route 12 in the town of Oxford and initiated a traffic stop.  While interviewing Gager, the trooper observed characteristics associated with impairment.  Gager was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  He was also found in possession of suspected illegal drugs.  Gager was arrested and transported to SP Norwich where he was additionally evaluated by a New York State Police Drug Recognition Expert.  He was processed and later released on appearance tickets to the Oxford Town Court on March 21, 2022.

On February 26, 2022, at approximately 8:44 p.m., New York State Police at Binghamton arrested Christopher A. Swanson, age 43 of Susquehanna, PA for the misdemeanor of Driving While Intoxicated.  While on Conklin Road in the town of Conklin, a trooper observed vehicle and traffic infractions and initiated a traffic stop.  While interviewing Swanson, the trooper smelled an odor of an alcoholic beverage coming from Swanson and also other characteristics associated with impairment.  Swanson was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Swanson was arrested and transported to SP Binghamton where his reportable B.A.C was .13%.  Swanson was processed and issued appearance tickets to the Conklin Town Court on March 4, 2022, then turned over to a sober third party. 

On February 26, 2022, at approximately 8:52 p.m., New York State Police at Ithaca arrested Collin D. Case, age 23 of Ithaca, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle speeding on State Route 13 in the village of Lansing and initiated a traffic stop on North Triphammer Road.  While interviewing Case, the trooper smelled an odor of an alcoholic beverage and other characteristics associated with impairment.  Case was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  He was arrested and transported to SP Ithaca where his reportable B.A.C was .10%.  Case was processed and later released on appearance tickets to the Lansing Town Court on March 22, 2022, then turned over to a sober third party.
