PRESS RELEASE
Members of the New York State Police took over twenty people off the road in the month of March that were driving while impaired. 
 

On March 1, 2020 at approximately 2:34 p.m., New York State Police at Binghamton arrested Rorie J. Moriarity, age 32 of Windsor, NY for the misdemeanor of Aggravated Driving While Driving with a reportable B.A.C of .35%.  A trooper initiated a traffic stop after he observed a vehicle on State Route 11 in Kirkwood make a vehicle and traffic violation and crash into a pole.  After an investigation, Moriarity was arrested then processed.  She was released on appearance tickets to the town of Kirkwood court on March 18, 2020. 

 

On March 2, 2020 at approximately 3:42 p.m., New York State Police at Gateway arrested Julie A. Garren, age 62 of Windsor, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Broome County 911 to a report of a vehicle driving erratically on Doolittle Road near State Route 79.  An investigation revealed that the vehicle was on Doolittle Road when the vehicle went off the roadway and struck a stop sign then left the scene.  The trooper located the described vehicle and the operator, identified as Garren in the village of Windsor.  As the trooper interviewed Garren, he observed an odor of an alcoholic beverage and several common indicators associated with impairment.  Garren was arrested then transported to Broome County Central Arraignment and Processing. 

 

On March 2, 2020 at approximately 3:46 p.m., New York State Police at Oneonta attested Richard A. Romaine, 60 of Cooperstown, NY for the misdemeanor of the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper initiated a traffic stop after he observed a vehicle traveling on County Highway 11 in the town of Davenport with a vehicle and traffic violation.  After an investigation, Romaine was arrested.  He was processed and released on appearance tickets to the town of Davenport court on March 10, 2020 then turned over to a sober third party.

 

On March 3, 2020 at approximately 4:49 p.m., New York State Police at Ithaca arrested Andrew P. Young, age 41 of Newfield, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Tompkins County 911 to the report of a crash on Shaffer Road in the town of Newfield.  When troopers arrived, they located Young’s vehicle on its roof.  Young did refuse medical treatment. As troopers interviewed Young, they observed an odor of an alcoholic beverage.   After failing standardized field sobriety tests, Young was arrested.  His reportable B.A.C was .22%.  Young was processed and released on appearance tickets to the town of Newfield court on March 25, 2020 then turned over to a sober third party. 

 

On March 7, 2020 at approximately 5:02 p.m., New York State Police at Norwich arrested Dillon R. Beadle, age 29 of Norwich, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Chenango County 911 for a report of a crash on Crandall Road in the town of Guilford where the operator was slumped over the wheel.  The trooper located the vehicle with front end damage in the yard of a home on Crandall Road.  Beadle who was unconscious was treated by members of Mount Upton Fire and Norwich Fire Departments.  He regained consciousness and was transported to Chenango Memorial Hospital by ambulance.  After an investigation, Beadle was arrested.  When he was released from the hospital, he was processed and issued appearance tickets to the town of Guilford court on March 17, 2020. 

 

On March 12, 2020 at approximately 2:31 p.m., New York State Police at Endwell arrested Donald Sherwood, age 61 of Roscoe, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on County Highway 7 in the town of Colchester after she observed a vehicle and traffic violation.  The trooper smelled an odor of an alcoholic beverage while she interviewed Sherwood.  After failing standardized field sobriety tests, Sherwood was arrested.  He was released on appearance tickets to the town of Colchester court on March 18, 2020 then turned over to a sober third party. 

 

On March 14, 2020 at approximately 1:11 a.m., New York State Police at Endwell arrested Anthony J. Norkaitis, age 59 of Endicott, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were patrolling along George F. Highway in the town of Union when they observed a vehicle being operated in an erratic manner while merging onto Hooper Road.  Troopers initiated a traffic stop and began to interview Nortaitis.  Troopers observed several characteristics associated with alcohol impairment.  After failing standardized field sobriety tests, Norkaitis was arrested.  His reportable B.A.C was .19%.  Norkaitis was processed and released on appearance tickets to the town of Union court on March 24, 2020 then released to a sober third party. 

 

On March 14, 2020 at approximately 4:36 a.m., New York State Police at Oneonta arrested Bryan K. Currier, age 39 of East Worcester, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Otsego County 911 to a report of a vehicle in the ditch just off of Interstate 88 near exit 19 in Worcester.  When troopers arrived, members from AMR were already on scene evaluating the driver.  Currier did not require medical attention.  After an investigation, was arrested.  His reportable B.A.C was .20%.  A further investigation revealed that his license was suspended.  Currier was processed and released on appearance tickets to the town of Worcester court on March 17, 2020 and released to a sober third party. 

 

On March 14, 2020 at approximately 11:11 p.m., New York State Police at Owego arrested Shawn D. Barrett, age 25 of Troy, PA for the misdemeanor of Driving While Intoxicated.  Troopers located an unoccupied vehicle that had struck a shed off State Route 34 in the town of Barton.  While troopers searched the area, one trooper located Barrett walking along Dean Creek.  After an investigation, Barrett was arrested.  He was transported to Robert Packard Hospital by Greater Valley Ambulance for facial injuries.  Barrett was issued appearance tickets to the town of Barton court for March 24, 2020.

 

On March 16, 2020 at approximately 12:55 a.m., New York State Police at Owego arrested Mark J. Radzikowski, age 35 of Apalachin, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Tioga County 911 to a reported dispute on Broughton Drive.  A victim told troopers that Radzikowski left the residence in the victim’s vehicle.  Troopers were able to make contact with Radzikowski who agreed to return to the residence.  As the troopers interviewed Radzikowski, they were able to smell an odor of an alcoholic beverage and that he displayed common characteristics of alcohol impairment.  After an investigation, Radzikowski was arrested; his reportable B.A.C was .08%.  He was processed and released on appearance tickets to the town of Owego court on March 24, 2020. 

 

On March 16, 2020 at approximately 5:20 p.m., New York State Police at Oneonta arrested Brianna M. Raudibaugh, age 21 of Hartwick, NY for the felony of Aggravated Driving While Impaired with Child as Passenger (Leandra’s Law).  A trooper was dispatched by Delaware County 911 to the report of an unconscious female in a vehicle parked in Mirabito in the village of Franklin.  When the trooper arrived, he observed a locked, running vehicle with Raudibaugh passed out and a young child sleeping in a car seat.  Troopers were able to eventually wake her and determined she was not able to operate the vehicle safely.  After failing standardized field sobriety tests, Raudibaugh was arrested.  She was processed and released on appearance tickets to the town of Franklin court on April 26, 2020 then turned over to a sober third party. 

 

On March 16, 2020 at approximately 8:58 p.m., New York State Police at Norwich arrested William J. VanOrden, age 59 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Chenango County 911 to the report of a one-car crash near County Road 44 and Ashkraft Road in the town of Plymouth.  When the trooper arrived, he observed the vehicle off the roadway and on its roof.  The driver identified as VanOrden was being assessed by city of Norwich Fire and EMS when the trooper arrived.  When the trooper interviewed VanOrden, he observed common characteristics associated with alcohol impairment.  After an investigation, VanOrden was arrested.  His reportable B.A.C was .15%.  VanOrden was processed and released on appearance tickets to the town of Plymouth court on April 8, 2020 then turned over to a sober third party. 

 

On March 16, 2020 at approximately 10:30 p.m., New York State Police at Greene arrested Baldev Kumar, age 59 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was advised of a call placed to Chenango County 911 of an erratic driver on State Highway 12 in the village of Oxford traveling toward Greene.  The trooper was able to locate the described vehicle and initiated a traffic stop.  As the trooper interviewed Kumar, he detected an odor of an alcoholic beverage and common characteristics associated with impairment.  After failing standardized field sobriety tests, Kumar was arrested. His reportable B.A.C was .20%.  Kumar was processed and released on appearance tickets to the town of Greene court on March 26, 2020 then turned over to a sober third party. 

On March 17, 2020 at approximately 11:22 a.m., New York State Police at Ithaca arrested Kevin J. Weatherby, age 47 of Trumansburg, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Tompkins County 911 to the report of a vehicle in the ditch West Seneca Road in the town Covert.  A sergeant from the Trumansburg Police advised troopers that Weatherby was attempting to leave the area but detained him.  When the trooper arrived, he was able to smell an odor of an alcoholic beverage emanating from Weatherby and he observed characteristics associated with impairment.  After failing standardized field sobriety tests, Weatherby was arrested.  He was processed and issued tickets to the town of Ulysses court on April 7, 2020 then turned over to a sober third party. 

 

On March 17, 2020 at approximately 12:00 p.m., New York State Police at Oneonta arrested Booker T. Pickens, age 26 of Oneonta, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Ability Impaired by Drugs and Alcohol.  A trooper observed a motorcycle make a vehicle and traffic violation while on Main Street in the town of Oneonta and initiated a traffic stop.  When Pickens took off his helmet, the trooper smelled an odor of an alcoholic beverage.  After failing standardized field sobriety tests, Pickens was arrested.  He was processed and issued appearance tickets to the town of Oneonta court on May 5, 2020 then turned over to a sober third party.  

 

On March 18, 2020 at approximately 10:11 a.m., New York State Police at Oneonta arrested Aaron L. Mallette, age 31 of Oneonta, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Weapon in the fourth degree.  A trooper was dispatched to the report of a vehicle that crashed into a residence on State Highway 7 in the town of Milford.  The trooper located Mallette who appeared impaired.  Mallette was checked out by AMR ambulance and transported to Bassett Medical Center.  Once at the hospital and after an investigation, Mallette was charged with DWAI.  Troopers also located a deadly weapon in his possession.  Mallette was issued appearance tickets to the town of Milford court on May 12, 2020. 

 

On March 19, 2020 at approximately 1:54 a.m., New York State Police at Norwich arrested Joseph M. Bard, age 33 of Burlington Flats, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Chenango County 911 to the report of a vehicle crash on County Road 29 in the town of Norwich.  Troopers located the vehicle off the roadway and on its roof.  Both Bard and his passenger were not injured but evaluated by the Norwich Fire Department.  After an investigation, Bard was arrested. His reportable B.A.C was .22%.  He was issued appearance tickets to the town of Norwich court for April 16, 2020 then released to a sober third party. 

 

On March 20, 2020 at approximately 9:31p.m., New York State Police at Binghamton arrested John L. Travis, age 51 of Port Crane, NY for the felony of Aggravated Unlicensed Operation and misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on Sanitaria Springs Road in the town of Colesville after he observed several vehicle and traffic violations.   As the trooper interviewed Travis, he noticed an odor of an alcoholic beverage, prompting a further investigation.  After failing standardized field sobriety tests, Travis was arrested.  His reportable B.A.C was .11%.  Travis was processed and released on tickets to the town of Colesville court returnable June 25, 2020 then turned over to a sober third party. 

 

On March 22, 2020 at approximately 2:30p.m., New York State Police at Ithaca arrested Rupert D. Robbins, age 59 of Lansing, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Tompkins 911 to a report of a vehicle off the roadway on Locke Road near Breed Road in the town of Lansing.  As the trooper interviewed Robbins, she detected an odor of an alcoholic beverage.  After failing standardized field sobriety tests, Robbins was arrested.  His reportable B.A.C was .14%.  Robbins was processed and issued appearance tickets returnable to the town of Lansing court on April 9, 2020 then later released to a sober third party. 

 

On March 25, 2020 at approximately 4:50 a.m., New York State Police at Binghamton arrested Patricia A. West, age 53 of San Antonio, TX for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched to report of an erratic driver that had parked at the Gateway Rest Area on Interstate 81.  Troopers located West in her vehicle and smelled an odor of an alcoholic beverage causing them to investigate further.  After failing standardized field sobriety tests, West was arrested.  Her reportable B.A.C was .19%.  She was transported to Broome County Central Arraignment and Processing.  West is scheduled to appear in the town of Kirkwood court on March 25, 2020.

 

On March 26, 2020 at approximately 4:48 p.m., New York State Police at Endwell arrested James M. Hahn, age 31 of Johnson City, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper was flagged down by a concerned citizen after they observed a vehicle strike a mailbox on East Maine Road in the town of Maine then continue driving.  The trooper located the vehicle and did observe that it had some damage.  A traffic stop was initiated and while interviewing Hahn, the trooper observed that Hahn appeared intoxicated.  After failing standardized field sobriety tests, Hahn was arrested.  His reportable B.A.C was .10%.  Hahn was processed and released on appearance tickets to the town of Maine court on May 27, 2020. 

 

On March 28, 2020 at approximately 12:45 a.m., New York State Police at Sidney arrested Susan A. Thomas for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers responded to a report of a vehicle off the roadway on County Road 23 in the town of Sidney and located Thomas’s vehicle stuck in the mud.  Troopers were also assisted by members of the Sidney Center Fire Department at the scene.  While interviewing Thomas, troopers determined that she was intoxicated.  After failing standardized field sobriety tests, Thomas was arrested.  Her reportable B.A.C was .19%.  Thomas was issued appearance tickets to the town of Sidney court for May 14, 2020 and released to a sober third party. 

Arrests in February:

On February 1, 2020 at approximately 12:04 a.m., New York State Police at Stamford arrested Christopher J. Pitera, age 36 of Stamford, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after he observed a vehicle and traffic violation while Pitera was driving out of the Stewarts and onto State Highway 23.  A traffic stop was initiated on Main Street in the village of Stamford.  As the trooper interviewed Pitera he detected several common characteristics associated with alcohol impairment.  After an investigation, Pitera was arrested.  His reportable B.A.C was .17%.  Pitera was processed and released on appearance tickets to the town of Harpersfield court February 17, 2020. 

 

On February 2, 2020 at approximately 12:26 a.m., New York State Police at Richfield Springs arrested Melissa M. Bevins, age 49 of West Winfield, NY for the misdemeanor of Driving While Intoxicated.  Troopers on patrol observed Bevins in her vehicle parked in the middle of Bassett Road in the town of Plainfield and checked on the vehicle.  While interviewing Bevins, troopers detected several characteristics associated with alcohol impairment.  After an investigation, she was arrested with a reportable B.A.C of .11%.  Bevins was processed and released on appearance tickets to the town of Plainfield court on February 19, 2020 then turned over to a sober third party. 

 

On February 2, 2020 at approximately 2:59 a.m., New York State Police at Binghamton arrested Devlin J. Nagle, age 21 of Montrose, PA for the misdemeanor of Driving While Intoxicated.  Troopers on patrol observed Nagle make a vehicle and traffic violation on Court Street in the town of Kirkwood and attempted to initiate a traffic stop.  Troopers then observed Nagle pull into a parking lot then attempt to back into a parking spot and strike another vehicle.  As troopers interviewed Nagle, they smelled an odor of an alcoholic beverage.  After failing standardized field sobriety tests, Nagle was arrested.  His reportable B.A.C was .15%.  Nagle was processed and issued appearance tickets to the town of Kirkwood court on February 18, 2020 then turned over to a sober third party. 

 

On February 3, 2020 at approximately 3:05 a.m., New York State Police at Binghamton arrested Ryan C. Ripic, age 22 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Broome County 911 to a vehicle off the roadway on the Interstate 88 westbound off ramp to Interstate 81 south in the town of Dickinson.  Troopers located Ripic behind the wheel and his vehicle approximately 50 feet down an embankment.  Ripic was not injured.  Troopers immediately observed Ripic display several common characteristics associated with alcohol impairment.  After failing standardized field sobriety tests, Ripic was arrested.  His reportable B.A.C was .16%.  Ripic was processed and issued appearance tickets to the town of Dickonson court on February 13, 2020 then turned over to a sober third party. 

 

On February 3, 2020 at approximately 5:22 p.m., New York State Police at Sidney arrested Katrina M. Ellis-Seymour, age 30 of Unadilla, NY for the felonies of Driving While Ability Impaired by Drugs (with two prior convictions within 10 years) and Aggravated Unlicensed Operation in the first degree.  A trooper monitoring traffic on Interstate 88 in the town of Sidney observed a vehicle with a vehicle and traffic infraction traveling westbound.  The trooper was able to catch up to the vehicle and make a traffic stop on State Highway 8 and Delaware Avenue in the town of Sidney.  As the trooper interviewed Ellis-Seymour, he observed that she displayed several common characteristics associated with drug impairment.  After failing standardized field sobriety tests, Ellis-Seymour was arrested.  She was processed and released on appearance tickets to the town of Sidney court on February 13, 2020. 

 

On February 3, 2020 at approximately 8:05 p.m., New York State Police at Binghamton arrested Todd W. Stevens, age 40 of Whitney Point, NY for the felony of Aggravated Driving While Intoxicated with a Child as Passenger (Leandra’s Law).  A trooper responded to a 911 complaint that accused Stevens of striking another vehicle with his passenger side mirror while on West Main Street.  The complainant followed Stevens to a liquor store, confronted him then called 911.  The trooper learned that Stevens had two children, both age 10 in the vehicle when he was operating his vehicle.  The trooper detected an odor of an alcoholic beverage and administered standardized field sobriety tests, which he failed.  Stevens was arrested, the two children were turned over to a relative.  Stevens’s reportable B.A.C was .17%.  Stevens was processed and released on appearance tickets to the town of Triangle court on February 12, 2020 then turned over to a sober third party.

 

On February 5, 2020 at approximately 11:18 p.m., New York State Police at Sidney arrested Brendan M. Schaffer, age 27 of Unadilla, NY for the misdemeanors of Driving While Intoxicated and Resisting Arrest.  Troopers were dispatched to the Red Apple in the village of Unadilla for the report of a drunk and disorderly male in the store.  Store employees refused to sell any more alcohol to the subject.  When troopers arrived, employees advised that the male had driven off but they were able to provide a description of the vehicle and also the direction of travel.  As troopers searched for Schaffer and his vehicle, he returned to the store on foot then left again.  Troopers located Schaffer on foot at Walnut and Watson Streets; his vehicle was located in a driveway with the driver’s side door wide open and Schaffer in possession of the keys.  When he was arrested, he became combative with the troopers.  Schaffer was arraigned at Otsego County Central arraignment and processing then released on his own recognizance.  He was scheduled to appear in the town of Unadilla court on February 10, 2020. 

 

On February 6, 2020 at approximately 11:40 p.m., New York State Police at Newfield arrested Jay O. Reynolds, age 22 of Ithaca, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers responded to a residence on Curtis Road in the town of Danby to check on the welfare of Reynolds after a report from an acquaintance.  Troopers learned that Reynold had left the area in a vehicle.  A trooper located Reynolds walking away from a vehicle that he just crashed on Hill Road in the town of Danby.  As troopers interviewed Reynolds, they observed characteristics associated with impairment.  After failing standardized field sobriety tests, Reynolds was arrested.  His reportable B.A.C was .18%.  Reynolds was issued appearance tickets to the town of Danby court on February 25, 2020. 

 

On February 9, 2020 at approximately 3:06 a.m., New York State Police at Ithaca arrested Myasha S. Debrecourt, age 23 of Syracuse, NY for the misdemeanor of Driving While Intoxicated.  Troopers responded to a vehicle reportedly in a ditch off State Route 13 near Livermore Cross Road in the town of Dryden.  Troopers located Debrecourt in the driver’s seat and the vehicle running.  After an investigation, Debrecourt was arrested.  Her reportable B.A.C was .08%.   Debrecourt was arrested and released on appearance tickets to the town of Dryden court on February 19, 2020. 

 

On February 9, 2020 at approximately 1:25 p.m., New York State Police at Homer arrested Benjamin P. Schweiger, age 21 of Cincinnatus, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after he observed Schweiger make several vehicle and traffic infractions near State Routes 26 and 41 in the town of Willet.  After failing standardized field sobriety tests, Schweiger was arrested.  His reportable B.A.C was .16%.  His was processed and released on appearance tickets to the town of Willet court on February 26, 2020 then turned over to a sober third party. 

 

On February 10, 2020 at approximately 7:27 p.m., New York State Police at Stamford arrested Robert C. Tullis, age 64 of Bovina Center, NY for the misdemeanor of Driving While Intoxicated.  A trooper responded to a report of a vehicle rolled-over on County Highway 5 in the town of Stamford.  The troopers located Tullis, who appeared impaired.  After an investigation, he was arrested for DWI.  His reportable B.A.C was .10%.  Tullis was processed and released on appearance tickets to the town of Stamford court on February 24, 2020 then turned over to a sober third party. 

 

On February 11, 2020 at approximately 9:52 a.m., New York State Police at Sidney arrested Sarah J. Rogers, age 35 of Masonville, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper observing traffic on Interstate 88 initiated a traffic stop after he observed Rogers make a vehicle and traffic violation.  While the trooper interviewed Rogers he observed that she appeared to be impaired.  After an investigation, she was arrested.  Two adult passengers in the vehicle were turned over to a sober third party.  Rogers was processed and issued appearance tickets to the town of Sidney court on February 27, 2020.

 

On February 12, 2020 at approximately 6:00 p.m., New York State Police at Endwell arrested Kenneth A. Carr, age 64 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to the Auto Zone parking lot on East Main Street in the town of Union for a report of a vehicle that struck the cement barriers in front of the store.  The trooper ultimately determined that Carr was impaired.  After failing standardized field sobriety tests, he was arrested.  Carr’s reportable B.A.C was .14%.  Carr was issued appearance tickets to the town of Union court for March 3, 2020 and turned over to a sober third party. 

 

On February 12, 2020 at approximately 6:21 p.m., New York State Police at Binghamton arrested Gary W. Shaver, age 57 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop after they observed a vehicle and traffic infraction near State Highway 12A and Kattleville Road in the town of Chenango.  Troopers smelled an odor of an alcoholic beverage while they interviewed Shaver.  Troopers administered standardized field sobriety tests, which he failed.  Shaver was arrested, his reportable B.A.C was .11%.  He was processed and released on appearance tickets to the town of Chenango court for February 26, 2020 then turned over to a sober third party. 

 

On February 13, 2020 at approximately 11:11 p.m., New York State Police at Norwich arrested Nicole L. Rifanburg, age 30 of South New Berlin, NY for the misdemeanor of Driving While Ability Impaired.  A trooper initiated a traffic stop after he observed Rifanburg driving erratically while on State Route 12 in the town of Norwich.  The trooper observed several common characteristics associated with impairment.  After an investigation, Rifanburg was arrested.  She was processed and released on appearance tickets to the town of Norwich court on March 5, 2020 then turned over to a sober third party. 

 

On February 14, 2020 at approximately 7:25 p.m., New York State Police at Oneonta arrested Brandon J. Hendricks, age 46 of Otego, NY for the misdemeanors of Driving While Intoxicated and Criminal Possession of a Controlled Substance in the seventh degree.  A trooper initiated a traffic stop after he observed a vehicle and traffic violation while on Oneida Street in the town of Oneonta.  The trooper observed several common characteristics associated with impairment.  After failing standardized field sobriety tests, Hendricks was arrested.  He was processed and issued appearance tickets to the town of Oneonta court for February 18, 2020 then released to a sober third party. 

 

On February 14, 2020 at approximately 10:31 p.m., New York State Police at Binghamton arrested Gregory A. Balcom, age 62 of Conroe, TX for the misdemeanor of Driving While Intoxicated.  A trooper was advised by Broome County 911 of a report of an erratic driver on Interstate 88.  The caller provided a description of the vehicle and the plate.  The trooper observed vehicle and traffic infractions and initiated a traffic stop.  As the trooper interviewed Balcom, he smelled an odor of an alcoholic beverage.  Balcom was asked to step out of his vehicle and perform standardized field sobriety tests, which he subsequently failed.  He was arrested; Balcom’s B.A.C was a reportable .12%.  Balcom was processed then transported to Broome County Central Arraignment and Processing. 

                                                                                                                                             

On February 14, 2020 at approximately 11:38 p.m., New York State Police at Binghamton arrested Andrew B. Cramer, age 30 of Windsor, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched to a crash involving two vehicles at the intersection of Conklin Road and Broome Corporate Parkway in the town of Conklin.  An investigation revealed that Cramer was pulled off on the shoulder of Conklin Road when he attempted to make a u-turn and struck another vehicle as it was passing.  No injuries were reported.  While interviewing Cramer, a trooper smelled the odor of an alcoholic beverage and observed common characteristics indicative of impairment.  After an investigation, Cramer was arrested.  His reportable B.A.C was .23%.  He was processed and issued appearance tickets to the town of Conklin court for February 26, 2020 then released to a sober third party. 

 

On February 15, 2020 at approximately 2:25 a.m., New York State Police at Binghamton arrested Joshua T. Lee, age 22 of Moravia, NY for the misdemeanor of Driving While Intoxicated.  Troopers observed vehicle and traffic violations and initiated a traffic stop on Lee’s vehicle near State Routes 222 and 281 then again on Kinney Gulf Road in the town of Cortlandville.  When Lee pulled over, he struck a snow bank and came to a stop on the snow bank.  As troopers interviewed Lee, they observed an odor of an alcoholic beverage and several common characteristics associated with alcohol impairment.  After failing standardized field sobriety tests, Lee was arrested.  He processed then turned over to Cortland County Central Arraignment and Processing. 

 

On February 14, 2020 at approximately 9:24 p.m. New York State Police at Endwell arrested Justin E. Rinkewich, age 27 of Endicott, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched of a report of a car that struck a tree on Taft Avenue in the town of Union.  As the trooper interviewed Rinkewich, he observed common characteristics associated with impairment.  Rinkewich was transported to Wilson Hospital for non-life threatening injuries.  Rinkewich subsequently arrested and issued appearance tickets to the town of Union court on March 3, 2020.

 

On February 15, 2020 at approximately 4:19 p.m., New York State Police at Endwell arrested Joseph S. Carpenter, age 33 of Endicott, NY for the felony of Driving While Ability Impaired by Drugs (with a previous conviction within 10 years).  A trooper was dispatched to a report of an unresponsive male in the driver’s seat of a pick-up truck near Davis and Aylesworth Avenues in the town of Union.  Carpenter was transported by UVES to Binghamton General Hospital.  Carpenter later processed and was issued tickets to the town of Union court for March 3, 2020. 

 

On February 15, 2020 at approximately 7:29 p.m., New York State Police at Endwell arrested Douglas Gibson, age 44 of Endwell, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a report of a two-car crash on Watson Boulevard in the town of Union.  An investigation revealed that Gibson struck another vehicle while on Watson Boulevard.  When the trooper interviewed Gibson, he smelled an odor of an alcoholic beverage.  After an investigation, he was subsequently arrested then processed.  Gibson was issued appearance tickets to the town of Union court for March 3, 2020 and released to a sober third party. 

 

On February 16, 2020 at approximately 3:22 a.m., New York State Police at Sidney arrested Amiel P. Reynolds, age 23 of Afton, NY for the misdemeanor of Driving While Intoxicated.  Troopers responded to a one-car rollover on Interstate 88 near exit 11 in the town of Sidney.  They located the vehicle in the westbound lane, on its roof and facing the wrong direction.  Reynolds was the only occupant and already out of the vehicle.  He was checked out by EMS at the scene but was not transported.  Troopers smelled an odor of an alcoholic beverage and performed standardized field sobriety tests, which Reynolds ultimately failed.  Reynolds was arrested, his reportable B.A.C was .16%.  He was processed and released on appearance tickets to the town of Sidney court for February 27, 2020 then turned over to a sober third party. 

 

On February 16, 2020 at approximately 5:45 a.m., New York State Police at Endwell arrested Hunter J. Stever, age 19 of Endicott, NY for the felony of Driving While Intoxicated (with two priors within 10 years).  A trooper was dispatched to a report of a vehicle stopped in the middle of Oakdale Road in the town of Union.  The trooper discovered that the vehicle ran out of gas.  While interviewing Stever, the trooper smelled an odor of an alcoholic beverage.  The trooper performed standardized field sobriety tests, which Stever failed. Stever was arrested, his reportable B.A.C was .11%.  Stever was processed then released on appearance tickets to the town of Union court on March 3, 2020. 

 

On February 16, 2020 at approximately 3:02 p.m., New York State Police at Endwell arrested Steven C. Strauch, age 57 of Glen Aubrey, NY for the misdemeanor of Driving While Intoxicated.  A trooper was flagged down by a citizen who just called 911 reporting an erratic driver on Airport Road in the town of Maine.  The trooper was able to locate the described vehicle and observed several vehicle and traffic violations.  The trooper immediately detected an odor of an alcoholic beverage when he interviewed Strauch.  After an investigation, Strauch was arrested.  He was processed then arraigned at Central Arraignment and Processing

 

On February 16, 2020 at approximately 7:50 p.m., New York State Police at Homer arrested Audrey L. Walter, age 32 of Friendsville, PA for the felonies of Aggravated Driving While Intoxicated (with a previous conviction within 10 years) and Aggravated Unlicensed Operation in the first degree.  A trooper received a complaint of a vehicle traveling erratically on Interstate 81.  The trooper was able to spot the vehicle near mile marker 46 in the town of Cortlandville and observe vehicle and traffic violations.  During his interview with Walter, the trooper observed common characteristics associated with impairment.  After an investigation, she was arrested.  Walter’s reportable B.A.C was .22%.  She was processed then transported to the Cortland County Centralized Arraignment and Processing. 

On February 17, 2020 at approximately 9:29 pm., New York State Police at Homer arrested Richard J. Minnick, age 41 of Lancaster, PA for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to the Preble Rest area off Interstate 81 northbound in the town of Preble for a report a vehicle that was driving erratically prior to entering the rest area parking lot.  The trooper located the vehicle that had been described by 911 callers and also Minnick, who appeared impaired.  After an investigation, he was arrested.  Minnick’s reportable B.A.C. was .13%.  He was processed and issued appearance tickets to the town of Preble court for March 24, 2020 then turned over to a sober third party.

 

On February 18, 2020 at approximately 6:53 p.m., New York State Police at Richfield Springs arrested Ryan Giordano, age 29 of West Winfield, NY for the misdemeanor of Driving While Intoxicated after he was involved in a crash.  Troopers were dispatched by Otsego County 911 to County Highway 18 in the town of Plainfield and located a vehicle in the ditch.  Troopers interviewed Giordano and observed that he appeared intoxicated. After failing standardized field sobriety tests, he was arrested.  His reportable B.A.C was .12%.  Giordano was processed then released on appearance tickets to the town of Plainfield court on March 22, 2020.  

 

On February 19, 2020 at approximately 1:52 a.m., New York State Police at Endwell arrested Mark D. Mayes, age 23 of Port Dickinson, NY for the misdemeanor of Driving While Intoxicated.  While on patrol, troopers observed a vehicle on State Street in the city of Binghamton make a vehicle and traffic infraction.  Troopers initiated a traffic stop and while interviewing Mayes, observed several common characteristics associated with alcohol impairment.  After failing standardized field sobriety tests, Mayes was arrested.  His reportable B.A.C. was .16%.  Mayes was released on appearance tickets to the city of Binghamton court on March 6, 2020 and turned over to a sober third party. 

 

On February 21, 2020 at approximately 8:27 p.m., New York State Police at Norwich arrested Erica L. Buffa, age 43 of Plymouth, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report that Buffa took a vehicle without the owner’s permission; the owner of the vehicle only wished to have the vehicle returned.  Buffa was located by a Chenango County Sheriff’s Deputy at Price Chopper.  During the course of the investigation, the trooper determined that Buffa appeared impaired.  Buffa was subsequently arrested and processed.  She was released on appearance tickets to the town of Norwich court on March 5, 2020 then turned over to a sober third party. 

 

On February 21, 2020 at approximately 11:38 p.m., New York State Police at Binghamton arrested Bethany A. Davis, age 41 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated by Alcohol or Drugs.  A trooper initiated a traffic stop after he observed Davis make vehicle and traffic infractions while near Depot Hill Road and Old State Road in the town of Kirkwood.  After an investigation, Davis was arrested.  Her reportable B.A.C. was .20%.  Davis was processed and released on tickets returnable to the town of Kirkwood court on March 4, 2020 and turned over to a sober third party. 

 

On February 22, 2020 at approximately 12:02 a.m., New York State Police at Binghamton arrested Gina A. Brady, age 44 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to check on the welfare of a vehicle stopped on Interstate 81 near mile marker 4 in the town of Kirkwood. When troopers arrived, they determined that Brady was driving when she got out of the vehicle and started walking on the Interstate.  Troopers located Brady who was also impaired.  She was arrested after failing standardized field sobriety tests.  Brady was processed and issued appearance tickets to the town of Kirkwood court on March 4, 2020 then turned over to a sober third party. 

 

On February 22, 2020 at approximately 12:14 a.m., New York State Police at Richfield Springs arrested Dakota J. Barringer, age 23 of Richfield Springs, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers on patrol in the village of Richfield Springs initiated a traffic stop after they observed a vehicle make a vehicle and traffic violation on Main Street.  As the troopers began to interview Barringer, they observed a strong odor of an alcoholic beverage.  After an investigation, Barringer was arrested.  His reportable B.A.C was .18%.  Barringer was processed and released on tickets to the village of Richfield Springs court on March 3, 2020 then turned over to a sober third party. 

 

On February 22, 2020 at approximately 9:55 p.m., New York State Police at Endwell arrested Keesa A. Johnson, age 37 of Binghamton, NY for the felony of Aggravated Driving While Intoxicated with a Child as Passenger (Leandra’s Law).  A trooper monitoring traffic on State Highway 17 observed a vehicle make several vehicle and traffic infractions and initiated a traffic stop.  The trooper observed another occupant and a two-year-old child in the vehicle.  He also observed common characteristics associated with alcohol impairment.  After an investigation, Johnson was arrested.  Her reportable B.A.C was .09%.  A criminal history check revealed that Johnson was previously convicted of DWI.  Johnson was processed then transported to Broome County Central Arraignment and Processing. 

 

On February 22, 2020 at approximately 11:53 p.m., New York State Police at Richfield Springs arrested Adina M. Smith-Benson, age 30 for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper initiated a traffic stop on State Highway 51 in the town of Plainfield after he observed a vehicle with vehicle and traffic infractions.  As the trooper interviewed Smith-Benson, he observed an odor of an alcoholic beverage.  After failing standardized field sobriety tests, Smith-Benson was arrested.  Her reportable B.A.C was .20%.  She was issued appearance tickets to the town of Plainfield court on March 11, 2020 then turned over to a sober third party. 

 

On February 23, 2020 at approximately 1:06 a.m., New York State Police at Richfield Springs arrested Gregory S. Knisely II, age 24 of Richfield Springs, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed Knisely at the Speedway in the town of Richfield and while speaking with him, observed an odor of an alcoholic beverage.  After failing standardized field sobriety tests, Knisey was arrested; his reportable B.A.C was .14%.  Knisely was issued tickets to the town of Richfield court for March 11, 2020 then turned over to a sober third party.

 

On February 23, 2020 at approximately 1:30 a.m., New York State Police at Homer arrested Michael N. Piano, age 45 of Tully, NY for the misdemeanor of Operating a Snowmobile While Under the Influence of Alcohol.   A trooper was dispatched by Cortland County 911 to the report of a snowmobile accident on a trail near Cheningo Road in the town of Truxton.  An investigation revealed that Piano was intoxicated while operating his snowmobile and was thrown from his sled.  Piano was transported by Smith Ambulance to Upstate Hospital.  He was issued appearance tickets to the town of Truxton court for March 11, 2020 and ordered to return for processing once released from the hospital.

 

On February 23, 2020 at approximately 9:30 p.m., New York State Police at Oneonta arrested Bonnie S. Lum, age 49 of Mount Vision, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched to a reported hit and run crash near County Route 11B and Main Street it the town of Laurens.  The person whose vehicle was struck told the trooper that they observed a female make a wide turn and struck their vehicle.  When the person who was struck wanted to contact police, the woman drove away.. but not before they got her license plate.  Troopers were able locate Lum.  She was subsequently arrested.  Her reportable B.A.C was .24%.  Lum was processed and released on appearance tickets to the town of Laurens court for February 7 then turned over to a sober third party. 

 

On February 24, 2020 at approximately 9:10 p.m., New York State Police at Owego arrested Randy M. Personius, age 50 of Sayre, PA for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers were advised by Tioga County 911 of multiple reports of a vehicle that left the roadway on State Route 17 on multiple occasions while traveling eastbound.  Troopers located the described vehicle with damage to its front driver side and the airbags deployed.  As troopers interviewed Personius, they observed that he appeared impaired.  After an investigation, he was arrested.  Personius was processed and released on appearance tickets to the village of Owego court on March 17, 2020 then turned over to a sober third party. 

 

On February 25, 2020 at approximately 12:09 a.m., New York State Police at Endwell arrested Armando D. Meza, age 22 of Hollister, CA for the misdemeanor of Driving While Intoxicated.  A trooper observed the vehicle Meza was operating traveling erratically while on Upper Court Street in the town of Kirkwood.  The trooper initiated a traffic stop, and while interviewing Meza he observed an odor of an alcoholic beverage.  After failing standardized field sobriety tests, Meza was arrested.  His reportable B.A.C was .16%.  Meza was processed and released on appearance tickets to the town of Kirkwood court on March 4, 2020 then turned over to a sober third party. 

 

On February 25, 2020 at approximately 10:24 p.m., New York State Police at Oneonta arrested Brendan M. Rose, age 22 of Oneonta for the misdemeanor of Driving While Ability Impaired by Drugs.  A complainant came to the SP Oneonta barracks to report that their vehicle was sideswiped on State Highway 28 in the town of Oneonta.  Rose later came to the station reporting that his vehicle was sideswiped on State Highway 28 in the town of Oneonta.  When Rose was reporting the incident in the station, troopers observed that he appeared to display several common characteristics associated with impairment.  After an investigation, Rose was arrested.  Rose was processed and released with appearance tickets to the town of Oneonta court on March 10, 2020 then turned over to a sober third party. 

 

On February 28, 2020 at approximately 12:59 a.m., New York State Police at Norwich arrested Arthur M. Darling, age 51 of Greene, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to the report of a vehicle that struck a tree on State Highway 12.  When they arrived, they found the vehicle abandoned.  After an investigation, the troopers located Darling at his residence with injuries to his face but told troopers he did not require medical attention.  After failing standardized field sobriety tests, Darling was arrested.  He was released on appearance tickets to the town of Greene court on March 5, 2020 then turned over to a sober third party.

 

On February 28, 2020 at approximately 5:28 p.m., New York State Police at Norwich arrested Paul R. Brunick Jr., age 41 of Norwich, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper initiated a traffic stop after he observed Brunick make vehicle and traffic violations while operating his vehicle on State Highway 12 in the town of North Norwich.  As the trooper interviewed Brunick, he observed common characteristics associated with alcohol impairment.  After failing standardized field sobriety tests, Brunick was arrested.  His reportable B.A.C was .18%.  Brunick was processed and released on appearance tickets to the town of North Norwich court on March 11, 2020 then turned over to a sober third party.

 

On February 28, 2020 at approximately 6:10 p.m., New York State Police at Endwell arrested Matthew L. Porcino, age 34 of Johnson City, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to an accident where a vehicle struck a house and a gas meter on Newell Road in the town of Union.  The trooper observed a strong odor of gas and that Porcino was unconscious in the vehicle and quickly removed Porcino to a safe area.  Porcino was transferred to the care of Broome County Ambulance, where he regained consciousness then transported to Wilson Hospital.  When Porcino was released from the hospital, he was transported to SP Endwell where he was arrested and processed.  He was issued appearance tickets to the town of Union court on March 10, 2020. 

 

On February 28, 2020 at approximately 7:55 p.m., New York State Police at Oneonta arrested Tonya M. Loveland, age 34 of Unadilla, NY for the misdemeanors of Driving While Intoxicated and Operating a Vehicle without an Ignition Interlock Device.  A trooper monitoring traffic observed Loveland’s vehicle with a vehicle and traffic violation and initiated a traffic stop.  As the trooper interviewed Loveland, he observed common characteristics associated with alcohol impairment.  After an investigation, Loveland was arrested.  Her reportable B.A.C was .11%.  Loveland was processed and released on appearance tickets to the town of Oneonta court on March 3, 2020 then turned over to a sober third party. 

 

On February 29, 2020 at approximately 4:02 a.m., New York State Police at Binghamton arrested Curtis J. Walker, age 32 of South Gibson, PA for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Broome County 911 to a report of a vehicle that crashed on Interstate 81 south at the exit 2 ramp.  While troopers interviewed Walker about what happened, they observed that he appeared intoxicated.  After an investigation, he was arrested.  His reportable B.A.C was .19%.  Walker was processed then transported to Broome County Central Arraignment and Processing. 

 

On February 29, 2020 at approximately 7:20 p.m., New York State Police at Oneonta arrested Derek E. Roe, age 24 of Charlotteville, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Delaware County 911 to a report of a car accident on County Highway 10 in the town of Meredith.  As the trooper interviewed Roe and his passengers, the trooper observed that Roe appeared intoxicated.  After failing standardized field sobriety tests, Roe was arrested.  Roe was processed and released on appearance tickets to the town of Meredith court on then released to a sober third party.
