PRESS RELEASE

Over two dozen people were arrested for Driving While Intoxicated or Driving While Ability Impaired by Drugs during the second half of August.

On August 14, 2019 at approximately 11:59 p.m., New York State Police at Margaretville arrested Orfeo J. Franzese, age 26 of Hewlett, NY for the felony of Driving While Ability Impaired by Drugs (with a previous conviction within 10 years).  He was also issued tickets for Moved from Lane Unsafely, Speed Not Reasonable and Prudent and No Plate Lamps.  Troopers were dispatched to State Highway 10 in the town of Walton for a report of a motorcycle accident with injuries.  Transported by LifeNet to Upstate Medical Center.  Once released from the hospital. Frazese was processed and issued appearance tickets directing him to appear in the town of Walton court on September 25, 2019.    

On August 15, 2019 at approximately 11:35 p.m., New York State Police at Endwell arrested Daniel C. Blaine, age 32 of Binghamton, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  He was also ticketed for Speeding and Moved from Lane Unsafely.  Troopers initiated a traffic stop after they observed Blaine speeding and change lanes abruptly while on Main Street in the village of Endicott.  They discovered that Blaine appeared to be under the influence of alcohol and he was arrested.  His reportable B.A.C. was .13%.  Blaine was processed then released on appearance tickets to the village of Endicott court on August 28, 2019 and turned over to a sober third party. 
 
On August 16, 2019 at approximately 5:38 a.m., New York State Police at Deposit arrested Matthew J. Sarantapoulos, age 26 of Union, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a one-car crash on State Route 41 in the town of Sanford.  They located an uninjured Sarantapoulos and his vehicle which had sustained heavy front end damage.  After an investigation, troopers determined he was impaired.  Sarantapoulos was arrested and refused to submit to a chemical test.  He was processed and later transported to Broome County Central Arraignment and Processing.
 
On August 17, 2019 at approximately 2:56 a.m., New York State Police at Binghamton arrested Clay A. Morris, age 24 of Chenango, NY for the misdemeanor of Driving While Intoxicated, with a reportable B.A.C. of .17%.  Troopers were dispatched by Broome County 911 to the report of a vehicle that had crashed into a barn.  Troopers located the vehicle but no occupants.  The troopers made contact with the owner of the vehicle but an investigation revealed that Morris was operating the vehicle.  Morris was subsequently arrested.  Morris later complained of pain and was transported to Lourdes Hospital for evaluation.  He was issued appearance tickets to the town of Chenango court for August 28, 2019. 
 
On August 17, 2019 at approximately 10:48 p.m., New York State Police at Binghamton arrested Thomas M. Bergholtz, age 43 of Greene, NY for the misdemeanor of Driving While Ability Intoxicated, he was issued a ticket for Moved From Lane Unsafely.  A trooper was dispatched to the intersection of State Highways 7 and 79 in the town of Colesville for a report of a one-car motor vehicle accident.  The trooper located Bergholtz’s vehicle stuck under a guide rail.  Bergholtz was not injured but the trooper observed that he appeared to be impaired by alcohol.  After an investigation, he was arrested for DWI, with a reportable B.A.C. of .14%.  Bergholtz was processed then later released to a sober third party.  He was issued tickets to appear in the town of Colesville court on August 28, 2019. 
 
On August 20, 2019 at approximately 10:10 p.m., New York State Police at Owego arrested William A. Keeler, age 55 of Apalachin, NY for the misdemeanor of Driving While Intoxicated.  He was also issued tickets for Refusal to Submit to a Breath Test Troopers initiated a traffic stop on Frederick Drive in the town of Owego after they observed Keeler speeding.  Troopers observed several common characteristics indicative of alcohol impairment and after an investigation, arrested Keeler for DWI.  Keeler refused to submit to a breath test and to a chemical test.  He was processed and later arraigned in the town of Owego court and released on his own recognizance and scheduled to appear September 4, 2019. 
 
On August 23, 2019 at approximately 10:17 p.m., New York State Police at Gateway arrested Joseph W. Barr, age 30 of Fenton, NY for the misdemeanors of Driving While Intoxicated and Resisting Arrest.  He was also issued a ticket for Refusal to Submit to a Breath Test. Troopers on patrol observed a vehicle stopped partially in the roadway and went to check on it.  When they attempted to make contact with the operator and he drove off.  A traffic stop was initiated on Sanitaria Springs Road in Colesville and observed Barr exhibiting several common characteristics associated with alcohol impairment.  As troopers attempted to place Barr under arrest, he resisted arrest but was ultimately taken into custody.  Barr was processed then later transported to Broome County Central Arraignment and Processing. 
 
On August 24, 2019 at approximately 1:36 a.m., New York State Police at Ithaca arrested Kylie O. Dickson, age 31 of Brooktondale, NY for the misdemeanor of Driving While Intoxicated.  Troopers responded to a report of a female screaming for help on Ellis Hollow Road in the town of Caroline.  An investigation revealed that Dickson crashed her vehicle into a tree.  Troopers observed that Dickson appeared to be intoxicated.  She was transported to Cayuga Medical Center where she was issued tickets for DWI returnable to the town of Caroline court on September 24, 2019. 
 
On August 24, 2019 at approximately 8:45 p.m., New York State Police at Ithaca arrested Jennifer L. Karius, age 51 of Ithaca, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .10%.  Troopers were dispatched to an accident on Hunt Hill Road in the town of Dryden and located Karius and her vehicle that had gone off the roadway.  As troopers interviewed Karius about what happened, they detected that she appeared to be intoxicated.  After an investigation, she was arrested.  Karius was processed then later released on appearance tickets returnable to the town of Dryden court on September 23, 2019. 
 
On August 24, 2019 at approximately 9:00 p.m., New York State Police at Binghamton arrested Christopher S. Six, age 33 of Great Bend, PA for the misdemeanor of Driving While Intoxicated with a reportable B.A.C. of .14%.  He was also issued tickets for Failed to Use Designated Lane and Failure to Keep Right.  A sergeant observed a vehicle on Interstate 81 I the town of Kirkwood failing to maintain its lane and driving erratically.  A traffic stop was initiated and the sergeant and trooper observed several characteristics indicative of alcohol impairment.  After an investigation, Six was arrested, processed then released to a sober third party.  He was issued appearance tickets to the town of Kirkwood court on September 5, 2019. 
 
On August 24, 2019 at approximately 9:35 p.m., New York State Police at Endwell arrested David B. Curyto, age 51 of Binghamton, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanors of Driving While Intoxicated and Operating a Motor Vehicle while Registration Suspended.  He was also issued tickets for No License and Operating a Vehicle Without Insurance.  Troopers on patrol observed the vehicle Curyto was operating on East Main Street in the village of Endicott and saw that the vehicle’s registration was suspended and that there was no insurance on the vehicle.  A traffic stop was initiated and troopers observed several common characteristics associated with alcohol impairment.  After an investigation, he was arrested.  Curyto did refuse submit to a chemical breath test and was issued appearance tickets to the village of Endicott court on September 11, 2019 then transported to Broome County Central Arraignment and Processing.
 
On August 25, 2019 at approximately 6:31 p.m., New York State Police at Binghamton arrested Robert J. McGowan, age 62 of Fenton, NY for the felonies of Driving While Intoxicated (with a previous conviction within 10 years) and Aggravated Unlicensed Operation in the first degree.  He was also issued tickets of Refusal to Submit to a Breath Test and Failed to Stop at Stop Sign.  A trooper observing traffic on Canal Street in the town of Fenton observed McGowan fail to slow and stop at a stop sign at the intersection of Canal and Albany Streets.  A traffic stop was initiated and the trooper observed several common characteristics associated with alcohol impairment.  He was subsequently arrested then transported to Broome County Central Arraignment and Processing. 
 
On August 25, 2019 at approximately 10:30 p.m., New York State Police at Deposit arrested an 18-year-old of Monsey, NY for the misdemeanors of Driving While Ability Impaired by Drugs and two counts of Criminal Possession of a Controlled Substance in the seventh degree. Troopers were dispatched to the report of a vehicle on State Highway 17 in the town of Sanford disabled and with heavy front end damage.  A trooper located the 18-year-old asleep behind the wheel of the running vehicle.  After an investigation, he was arrested for DWAI.  Troopers also located suspected MDMA, marihuana cigarettes and marihuana wax. He was later released on appearance tickets to the town of Sanford court on September 17, 2019 and turned over to a sober third party.
 
On August 22, 2019 at approximately 10:22 p.m., New York State Police at Binghamton arrested Scott M. Mercer, age 27 of Kirkwood, NY for the misdemeanor of Aggravated Driving While Intoxicated and issued tickets for Speeding, Improper Left Turn and No Distinctive License Plate.  Troopers initiated a traffic stop after they observed Mercer make a wide left turn onto Loughin Street and driving in the middle of the roadway.  After an investigation, he was arrested, with a reportable B.A.C of .18%.  Mercer was processed and later released to a sober third party.  He appeared in the town of Kirkwood court on September 12, 2019. 
 
On August 24, 2019 at approximately 4:31 a.m., New York State Police at Binghamton arrested Eric B. Storrs, age 25 of Colesville, NY for the misdemeanors of Driving While Intoxicated and Criminal Possession of a Controlled Substance in the seventh degree.  Troopers initiated a traffic stop on State Route 11 in the town of Kirkwood after they observed Storrs toss refuse out of his driver’s side window.  An investigation revealed that Storrs was intoxicated; his reportable B.A.C was .11%.  Storrs was arrested and later released on appearance tickets returnable to the town of Kirkwood court on September 17, 2019. 
 
On August 29, 2019 at approximately 5:00 p.m., New York State Police at Stamford arrested Ariel E. Lebourveau, age 40 of North Conway, NH for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers observed Lebourveau at the rest area off Interstate 88 in the town of Worcester driving up on a curb and initiated a traffic stop.  Troopers immediately observed an odor of marijuana and conducted Standardized Field Sobriety Tests.  Lebourveau was arrested and directed to appear in the town of Worcester court on September 24, 2019 then turned over to a sober third party.
 
On August 28, 2019 at approximately 8:50 p.m., New York State Police at Binghamton arrested Richard L. Brant, age 73 of Chenango, NY for the misdemeanor of Driving While Ability Impaired by Drugs and also issued a ticket for Moved from Lane Unsafely.  Troopers were dispatched to a vehicle in the ditch on Castle Creek Road near Dunham Hill Road and located Brant in the vehicle with the keys in the ignition.  Troopers observed common characteristics associated with drug impairment and Brant was subsequently arrested.  He was later released to a sober third party and issued appearance tickets to the town of Chenango court on September 10, 2019. 
 
On August 30, 2019 at approximately 6:11 p.m., New York State Police at Homer arrested Sharanjit Singh, age 30 of Flushing, NY for the misdemeanor of Aggravated Driving While Intoxicated with a reportable B.A.C of .32%.    He was also issued tickets for Moved From Lane Unsafely, Crossing Road Hazard, Improper Use of Flashers and No License.    A trooper was dispatched to Interstate 81 for a complaint of an erratic driver.    Troopers were able to locate the vehicle pulled over, witnesses observed Singh and the passenger switch seats as a trooper initiated a traffic stop on I-81 in the town of Virgil.    After an investigation, Singh was   arraigned and subsequently remanded to the Cortland County Jail on $1,000 cash bail or $2,500 bond. 
 
On August 30, 2019 at approximately 9:19 p.m., New York State Police at Sidney arrested Peter M. Coan, age 63 of Walton, NY for the felony of Driving While Intoxicated (with two previous convictions within 10 years).  Troopers monitoring traffic on Interstate 88 near Sidney observed Coan move from his lane unsafely and initiated a traffic stop.  Troopers observed several characteristics associated with alcohol impairment.  After an investigation, Coan was arrested; his reportable B.A.C was .16%.  A further investigation revealed that Coan has been convicted of DWI on two other occasions within the last 10 years.  Coan was processed and released to a sober third party and appeared in the town of Sidney court on September 12, 2019.
 
On August 30, 2019 at approximately 8:10 p.m., New York State Police at Stamford arrested Dalton L. Bellinger, age 25 of Jefferson, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  Troopers were dispatched to the report of a drug over dose at the intersection of West Main Street and State Highway 10 in the town of Harpersfield.  Troopers located Bellinger in his vehicle unconscious.  Troopers administered two doses of Narcan and assisted Bellinger to a grassy area when he became responsive then transported by AMR to O’Connor Hospital in Delhi.  When Bellinger was released from the hospital, he was processed and released on appearance tickets to the town of Harpersfield court on September 16, 2019 then turned over to a sober third party. 
 
On August 30, 2019 at approximately 10:00 p.m., New York State Police at Homer arrested Andrea N. Dippolito, age 26 of Cortland, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .10%.  A trooper was waiting at a traffic light on State Route 13 in the city of Cortland when he observed the vehicle Dippolito was operating travel through a solid red light in front of him and other vehicles then pull into a plaza on Clinton Avenue.  The trooper activated his emergency lights and Dippolito stopped diagonally across four parking spaces.  The trooper detected the odor of both an alcholic beverage and marijuana and as he interviewed Dippolito.  After a further investigation, she was arrested.  Dippolito was processed and later released on appearance tickets to the city of Cortland court on September 30, 2019 and turned over to a sober third party. 
 
On August 30, 2019 at approximately 11:45 a.m., New York State Police at Oneonta arrested Paul M. Gore, age 36 of Oneonta, NY for the misdemeanor of Driving While Intoxicated with a reportable B.A.C of .15%.  Troopers initiated a traffic stop after they observed Gore operating a vehicle on County Route 8 and turn onto State Highway 23, failing to completely stop at the stop sign.  Troopers observed common characteristics associated with alcohol impairment.  After an investigation, Gore was arrested.  He was processed and later released on appearance tickets to the town of Oneonta court on September 10, 2019 then turned over to a sober third party. 
 
On August 30, 2019 at approximately 6:45 p.m., New York State Police at Sidney arrested Dana A. Nash, age 34 of Sidney, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers responded to a report of a person slumped over behind the wheel of their vehicle on State Route 206 in the town of Tompkins.  When troopers arrived they located Nash who appeared to be having a drug overdose and displayed common characteristics associated with drug impairment.  Nash was transported to Delaware Valley Hospital for evaluation and later issued appearance tickets to the town of Tompkins court on October 17, 2019. 
 
On August 31, 2019 at approximately 12:58 a.m., New York State Police at Endwell arrested Brian C. Lavin, age 56 of Union, NY for the misdemeanor of Driving While Intoxicated.  Troopers responded to the report of an accident on Southern Pines Drive in the town of Union.  When troopers arrived they discovered that a vehicle struck a parked vehicle the left the scene.  Troopers were able to track down the owner of the suspect vehicle because he left behind part of the front bumper and license plate at the crash site.  Troopers located Lavin and his vehicle at this residence and after an investigation, determined he had driven under the influence of alcohol.  He was arrested and issued tickets for DWI returnable to the town of Union court on September 17, 2019. 
 
On August 31, 2019 at approximately 11:45 p.m., New York State Police at Homer arrested Rasheka P.  Montgomery, age 25 of Elmira, NY for the misdemeanor of Driving While Intoxicated and issued tickets for Speeding, Improper Use of Four-Way Flashers, Operating Out of Class and Possession of Open Container.  A trooper initiated a traffic stop on State Route 281 in the town of Cortlandville after he observed a vehicle speeding.  A traffic stop was initiated and during an interview, the trooper observed several common characteristics associated with alcohol intoxication.  After an investigation, Montgomery was arrested with a reportable B.A.C of .08%.  Montgomery was arrested and processed then released to a sober third party.  She is scheduled to appear in the town of Cortlandville court on September 23, 2019.
