During the month of June, members in Troop "C" removed over thirty people off the roadways that were impaired. 
 

On June 1, 2020 at approximately 5:16 p.m., New York State Police at Oneonta arrested Richard J. Colwell, age 60 of Oneonta, NY for the misdemeanors of Driving While Intoxicated and Resisting Arrest.  Troopers were dispatched to State Highway 23 in the town of Davenport for a report of an erratic driver, where the vehicle had also reportedly struck a mailbox.  Troopers were able to catch up the driver of the vehicle and the person who called 911 near the Mountainview Trailer Park.  Troopers observed that Colwell displayed characteristics commonly associated with impairment while still in the running vehicle.  Colwell was asked to perform standardized field sobriety tests, which he failed and was arrested.  Colwell was processed and released on appearance tickets to the town of Davenport court on July 28, 2020 then turned over to a sober third party. 

On June 1, 2020 at approximately 8:09 p.m., New York State Police at Richfield Springs arrested Michael J. Seroka, age 30 of Otego, NY for the misdemeanor of Driving While Intoxicated.  Troopers observed Seroka make vehicle and traffic violations while on State Route 28 in the town of Richfield and initiated a traffic stop.  Troopers interviewed Seroka who they determined was impaired.  After an investigation, he was arrested.  His reportable B.A.C was .10%.  Seroka was issued appearance tickets to the town of Richfield on August 5, 2020 then turned over to the care of a sober third party.  

On June 2, 2020 at approximately 1:08 a.m., New York State Police at Richfield Springs arrested Sarah E. Mulvey, age 34 of Leonardsville, NY for the misdemeanor of Aggravated Driving While Intoxicated and two counts of Criminal Possession of a Controlled Substance in the seventh degree.  Troopers initiated a traffic stop after they observed a vehicle and traffic infraction while on State Route 8 in the town of Bridgewater.  Troopers interviewed Mulvey who they observed to be impaired.  After an investigation, Mulvey was arrested, her reportable B.A.C was .19%.  She was also in possession of suspected drugs.  Mulvey was processed and released on appearance tickets to the town of Bridgewater court on August 17, 2020 then released to a sober third party. 

On June 2, 2020 at approximately 9:54 p.m., New York State Police at Richfield Springs arrested Jon J. Carney, age 75 of Edmeston, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop after he observed vehicle at traffic violations on County Route 18 in the town of Edmeston.  When the trooper interviewed Carney, he observed characteristics associated with impairment.  After an investigation, Carney was arrested.  Carney was arraigned virtually and released on his own recognizance to a sober third party.  His next court date is July 6, 2020. 

On June 3, 2020 at approximately 10:24 p.m., New York State Police at Richfield Springs arrested Michael P. Slowik, age 53 of West Winfield, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop on State Route 20 in the town of Winfield after they observed  a vehicle and traffic violation.  As troopers interviewed Slowik, they were able to detect an odor of an alcoholic beverage and inquired further.  After failing standardized field sobriety tests, Slowik was arrested.  His reportable B.A.C was .08%.  Slowik was issued appearance tickets to the town of Winfield court for August 12, 2020 then turned over to a sober third party. 

On June 4, 2020 at approximately 1:02 a.m., New York State Police at Norwich arrested Kitty L. Knochenmus, age 46 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  Troopers were originally dispatched to a report of a verbal domestic dispute where one person had left the scene intoxicated.  Troopers were told that Knochenmus was driving up and down the road but found her in her driveway.  After an investigation, troopers determined that Knochenmus was operating her vehicle while impaired.  Knochenmus was arrested; her reportable B.A.C was .09%.  She was processed and released on appearance tickets to the town of North Norwich court on July 22, 2020.  As a result of an investigation into the domestic dispute, Daniel D. Knochenmus, age 38 of North Norwich, NY was arrested for the misdemeanor of Criminal Contempt in the second degree. He was virtually arraigned and released on his own recognizance.  His next court date is July 22, 2020 in the town of North Norwich. 

On June 4, 2020 at approximately 4:52 p.m., New York State Police at Richfield Springs arrested Joseph Czarniecki, age 47 of Clinton, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop after they observed a vehicle with a vehicle and traffic infraction on State Highway 20 in the town of Richfield.  As the troopers interviewed Czarniecki, they observed common characteristics associated with alcohol impairment.  After an investigation, Czarniecki was arrested.  His reportable B.A.C was .15%.  Czarniecki was processed and released on appearance tickets to the town of Richfield court for July 1, 2020 then turned over to a sober third party. 

On June 5, 2020 at approximately 6:15 p.m., New York State Police at Deposit arrested Steven English, age 52 of Windsor, NY for the misdemeanor of Aggravated Driving While Intoxicated. A trooper initiated a traffic stop on Old Route 17 in the town of Windsor after he observed a vehicle and traffic violation. As the trooper interviewed English, he smelled an odor of an alcoholic beverage.  English was asked to perform standardized field sobriety tests, which he failed.  English was arrested, his reportable B.A.C was .27%.  English was issued appearance ticket in the town of Windsor for July 13, 2020 then turned over to a sober third party. 

June 6, 2020 at approximately 7:33 p.m., New York State Police at Endwell arrested David J. Parenteau, age 61 of Gilsum, NH for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers monitoring traffic on State Highway 17 in the town of Union observed a vehicle make vehicle and traffic violations and initiated a traffic stop.  Troopers interviewed Parenteau who appeared to be impaired.   After an investigation, he was arrested.  His reportable B.A.C was of .18%.  Parenteau was processed and released on appearance tickets to the town of Union court on June 23, 2020. 

On June 7, 2020 at approximately 12:41 p.m., New York State Police at Norwich arrested Steve V. Abbuhl, age 63 of Madison, NY was arrested for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Chenango County 911 to the report of a vehicle that went off the roadway on State Highway 12B in the town of Sherburne.  When the trooper interviewed Abbuhl he observed that Abbuhl appeared impaired.  After an investigation, Abbuhl was arrested.  He was processed and released on appearance tickets to the town of Sherburne court for July 9, 2020 then turned over to the care of a sober third party. 

On June 8, 2020 at approximately 2:34 a.m., New York State Police at Endwell arrested Dominic N. St Clair, age 20 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers on patrol observed a car parked in the middle of Hillside Terrace in the town of Union.  The driver’s door was open then troopers saw St Clair get into the vehicle and drive off.  A traffic stop was initiated and while the troopers interviewed St Clair, they smelled a strong odor of an alcoholic beverage from St Clair’s breath.  St Clair was asked to perform standardized field sobriety tests, which he failed.  His reportable B.A.C was .11%.  He was processed and issued appearance tickets to the town of Union court for July 21, 2020 then turned over to the care of a sober third party. 

On June 8, 2020 at approximately 5:49 p.m., New York State Police at Sidney arrested Joshua E. Cutting, age 45 of Sidney Center, NY for the felonies of Aggravated Unlicensed Operation in the first degree and Driving While Intoxicated (with a previous conviction within 10 years).  A complainant called 911 reporting that a vehicle allegedly struck the complainant (a pedestrian) while near the intersection of State Routes 206 and 8.  The complainant told troopers he did not require medical attention.  He was able to provide a description of the vehicle.  Troopers located the vehicle near a boat launch at Keith Clark Park and interviewed the driver, who identified himself as Cutting.   Troopers determined that Cutting was intoxicated.  After an investigation, he was arrested.  His reportable B.A.C. was .10%.  Cutting was issued an appearance ticket to the village of Sidney court on June 18, 2020 then turned over to a sober third party. 

On June 13, 2020 at approximately 1:22 a.m., New York State Police at Endwell arrested Tyler J. Avery, age 27 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop on Main Street in the village of Endicott after they observed vehicle and traffic infractions.  When troopers interviewed Avery, they observed several characteristics associated with alcohol impairment.  After an investigation, Avery was arrested.  His reportable B.A.C was .17%.  Avery was processed and issued appearance tickets to the village of Endicott court for July 1, 2020 then released to a sober third party. 

On June 13, 2020 at approximately 1:57 a.m., New York State Police at Richfield Springs arrested Tyler J. Montrose, age 21 of Clayville, NY for the misdemeanor of Driving While Intoxicated.  Troopers observed a vehicle make traffic violations while on State Route 8 in the town of Bridgewater and initiated a traffic stop.  Troopers observed several common characteristics associated with impairment and investigated further.  After failing standardized field sobriety tests, Montrose was arrested.  His reportable B.A.C was .15%.  Montrose was processed and issued tickets to the town of Bridgewater court for July 20, 2020 then released to a sober third party. 

On June 13, 2020 at approximately 3:20 p.m., New York State Police at Oneonta arrested Debra A. Sanford, age 65 of New Berlin, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a vehicle off the roadway on Ketchum Road.  When they arrived, they located a vehicle with the keys in the ignition but no occupant.  After an investigation, the driver was identified as Sanford.  The troopers also determined that Sanford was operating the vehicle under the influence of alcohol when she went off the roadway.  Sanford was arrested; her reportable B.A.C was .11%.  She was processed and released on appearance tickets to the town of Pittsfield court on August 19, 2020. 

On June 13, 2020 at approximately 4:10 p.m., New York State Police at Oneonta arrested Michael Hicks, age 31 of Sidney, NY for the felonies of Driving While Intoxicated (with a previous conviction within 10 years) and Aggravated Unlicensed Operation in the first degree.  A trooper traveling on Interstate 88 in the town of Owego observed a vehicle make vehicle and traffic infractions and initiated a traffic stop.  The trooper interviewed Hicks, who appeared intoxicated.  After an investigation, Hicks was arrested.  He was processed and issued appearance tickets to the town of Otego court on August 27, 2020 then turned over to a sober third party. 

On June 13, 2020 at approximately 11:20 p.m., New York State Police at Ithaca arrested Elliott A. Gagnon, age 25 of Candor, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Tompkins County 911 to a report of a car that struck a guiderail at the intersection of Central Chapel and 76 Roads in the town of Caroline.  The operator of the vehicle, who was identified as Gagnon told troopers he did not require medical attention, but the trooper did observe that Gagnon appeared impaired.  After an investigation, Gagnon was arrested.  His reportable B.A.C was .11%.  Gagnon was processed at SP Ithaca and subsequently issued appearance tickets to the town of Caroline court on July 27, 2020 then released to the custody of a sober third party. 

On June 14, 2020 at approximately 5:15 a.m., New York State Police at Endwell arrested Samantha C. Velez, age 28 of Endicott, NY for the felony of Aggravated Driving While Intoxicated with a Child as Passenger (Leandra’s Law) and the misdemeanor of Endangering the Welfare of a Child.  Troopers responded to a motor vehicle crash on Church Street in the town of Union.  An investigation revealed that Velez side-swiped a parked car, then struck a metal post.  Two passengers, an adult and a 7-year-old were not injured.  As troopers interviewed the driver about what happened, they observed that Velez showed several characteristics associated with impairment.  Troopers also observed that Velez had two occupants, one which was seven years old.  After failing standardized field sobriety tests, Velez was arrested.  Her reportable B.A.C was .17%.  Velez was issued appearance tickets to the town of Union court on June 23, 2020 then released to a sober third party. 

On June 14, 2020 at approximately 2:20 p.m., New York State Police at Oneonta arrested Mitchell P. Spaziani, age 22 of Oneonta, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop on Main Street in the town of Oneonta after they observed vehicle and traffic violations.  While interviewing Spaziani, troopers detected an odor of an alcoholic beverage which prompted a further investigation.  After failing standardized field sobriety tests, Spaziani was arrested.  His reportable B.A.C was .08%.  He was processed and issued appearance tickets to the town of Oneonta court for August 4, 2020 then released to a sober third party. 

On June 15, 2020 at approximately 12:53 a.m., New York State Police at Deposit arrested Nicole C. Bowen, age 36 of Susquehanna, PA for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Broome County 911 to the report of a property damage accident between two vehicles on Sherman Creek Road in the town of Sanford.  No one reported injuries.  An investigation revealed that Bowen was crossed over the double yellow line and sideswiped another vehicle traveling the opposite direction then drove into a lawn.  As troopers interviewed Bowen, they detected an odor of an alcoholic beverage and asked her to perform standardized field sobriety tests.  She was subsequently arrested, her reportable B.A.C was .13%.   Bowen was processed and released on appearance tickets to the town of Sanford court then released to a sober third party. 

On June 15, 2020 at approximately 11:21 p.m., New York State Police at Cortland arrested Gamalier Pinet, age 31 of Cortland, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper initiated a traffic stop on North Main Street in the city of Cortland after he observed a vehicle and traffic violation.  When the trooper approached the vehicle, no one was in the driver’s seat but Gamalier was in the rear seat of the vehicle hiding behind a laundry basket.  After an investigation, Gamalier was arrested, two other people in vehicle were not charged.  Gamalier’s reportable B.A.C was .21%.  He was issued appearance tickets to the city of Cortland court on July 17, 2020 then turned over to the custody of a sober third party. 

June 19, 2020 at approximately 9:52 a.m. New York State Police at Oneonta arrested Erica L. Grant, age 40 of Johnstown, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Otsego County 911 received a report of an erratic operator traveling westbound on Interstate 88 in the town of Worcester.  A trooper observed the vehicle on I-88 in the town of Oneonta make several vehicle and traffic infractions and initiated a traffic stop.  After an investigation, it was determined that Grant was impaired and unable to operate a vehicle safely.  She was arrested and processed.  Grant was released on appearance tickets to the town of Oneonta court on July 21, 2020 then turned over to a sober third party. 

On June 19, 2020 at approximately 11:53 p.m., New York State Police at Homer arrested Katie A. VanBenschoten, age 22 of Groton, NY for the misdemeanor of Driving While Intoxicated.  A trooper on patrol near the intersection of Tompkins and Water Streets in the city of Cortland observed a vehicle and traffic infraction and initiated a traffic stop. As the trooper interviewed VanBenschoten, he smelled an odor of an alcoholic beverage and observed several common characteristics associated with impairment.  After an investigation, VanBenschoten was arrested.  Her reportable B.A.C was .15%.  VanBenschoten was released to a sober third party and issued appearance tickets to the city of Cortland court on August 21, 2020. 

On June 20, 2020 at approximately 5:35 a.m., New York State Police at Endwell arrested Michael McMillion, age 24 of Vestal, NY for the misdemeanor of Driving While Intoxicated.  Troopers observed a vehicle make vehicle and traffic infractions while on Hooper Road in the town of Union and initiated a vehicle and traffic stop.  As troopers interviewed McMillion, they detected an odor of an alcoholic beverage prompting a further investigation.  After failing standardized field sobriety tests, McMillion was arrested.  His reportable B.A.C was .13%.  McMillion was processed and issued appearance tickets for the town of Union court on July 7, 2020 then turned over to a sober third party. 

On June 20, 2020 at approximately 10:20 p.m., New York State Police at Stamford arrested Wayne D. Spencer, age 44 of Rochester for the felony of Aggravated Unlicensed Operation and the misdemeanor of Driving While Ability Impaired by Drugs.  Spencer entered a checkpoint on State Route 8 in the village of Sidney when troopers observed him to have signs of impairment.  After an investigation, Spencer was arrested.  He was issued appearance tickets to the village of Sidney court on July 28, 2020 and released to a sober third party. 

On June 21, 2020 at approximately 12:04 a.m. New York State Police at Binghamton arrested Raymond K. Ellis, age 43 of Newark Valley, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed the vehicle that Ellis was operating make a vehicle and traffic violation while near State Highway 79 and Church Road in the town of Lisle.  A traffic stop was initiated, and the trooper detected an odor of an alcoholic beverage, prompting a further investigation.  After failing standardized field sobriety tests, Ellis was arrested.  His reportable B.A.C was .14%.  He was processed and issued appearance tickets to the town of Lisle court on June 29, 2020 then released to a sober third party.

On June 22, 2020 at approximately 4:23 p.m., New York State Police at Sidney arrested Rebecca A. Palmer, age 31 of Walton, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers were dispatched by Delaware County 911 to the report of a one car crash on Lower Third Brook Road in the town of Walton.  Walton Fire and EMS and Walton Police assisted at the scene.  An revealed that Palmer was impaired while operating the vehicle when she went off the road and struck a mailbox, a post and went into several bushes and small trees. Palmer was arrested then processed.  She was issued appearance tickets to the town of Walton court on July 15, 2020 then turned over to a sober third party. 

On June 23, 2020 at approximately 7:40 p.m., New York State Police at Endwell arrested Paul T. Horsky, age 39 of Vestal, NY for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on State Route 17 observed the vehicle that Horsky was operating make a vehicle and traffic infraction.  The trooper observed a second vehicle and traffic infraction before initiating a traffic stop on State Route 17 in the town of Union.   As the trooper interviewed Horksky, he observed an odor of an alcoholic beverage emanating from the vehicle, prompting a further investigation.  Horsky was asked to perform standardized field sobriety tests, which he failed and was subsequently arrested.  His reportable B.A.C was .17%.  Horsky was processed and released on appearance tickets to the town of Union court on July 14, 2020 then turned over to a sober third party. 

On June 24, 2020 at approximately 9:03 a.m., New York State Police at Sidney arrested Jennifer R. McCluskey, age 42 of Otego, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Otsego County 911 to the report of a one-car crash on County Highway 3A in the town of Unadilla.  When the trooper arrived, she discovered that McCluskey’s vehicle was in the embankment.  The trooper observed characteristics associated with impairment and asked McCluskey to perform standardized field sobriety test.  McCluskey was subsequently arrested.  She was processed and released on appearance tickets to the town of Unadilla court on July 27, 2020 then turned over to the custody of a sober third party. 

On June 24, 2020 at approximately 4:13 p.m., New York State Police at Oneonta arrested Victoria A. Sawyer, age 21 of Worcester, NY for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop after they observed a vehicle traveling wrong way on Interstate 88 near exit 13.  As the troopers interviewed Sawyer, they observed common characteristics associated with alcohol impairment.  Troopers had Sawyer perform standardized field sobriety tests, which she failed.  Sawyer was processed and issued appearance tickets to the city of Oneonta court for August 10, 2020 then released to a sober third party. 

On June 25, 2020 at approximately 6:50 p.m., New York State Police at Marathon arrested Joshua Christy, age 42 of DeRuyter, NY for the misdemeanor of Driving While Intoxicated.  A trooper initiated a traffic stop on Route 26 in the town of Willet after she observed a vehicle make a vehicle and traffic infraction.  As the trooper interviewed Christy, she observed several characteristics associated with impairment.  Christy was asked to perform standardized field sobriety tests, which he failed.  Christy was arrested; his reportable B.A.C was .10%.  Christy was processed and issued appearance tickets to the town of Willet court on July 8, 2020 then released to a sober third party. 

On June 25, 2020 at approximately 9:39 p.m., New York State Police at Ithaca arrested Sandra J. Rogers, age 36 of Spencer, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  A trooper traveling on East Shore Drive in the town of Lansing observed a vehicle and traffic infraction and initiated a traffic stop. The trooper smelled an odor of an alcoholic beverage, prompting him to investigate further.  After interviewing Rogers, he observed characteristics commonly associated with alcohol impairment.  Rogers was subsequently arrested, her reportable B.A.C was .22%.  Rogers was processed and released on appearance tickets to the town of Lansing court for July 30, 2020 then released to a sober third party. 

June 26, 2020 at approximately 10:39 a.m., New York State Police at Endwell arrested Aaron J. Johnson, age 24 of Oxford, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers responded to Jay’s One Stop Shop in the village of Johnson City for another matter but found that Johnson was operating a vehicle while impaired.  Johnson was asked to perform standardized field sobriety tests and subsequently failed.  He was arrested and processed.  Johnson was released on appearance tickets to the village of Johnson City court for July 15, 2020 then released to a sober third party.   

On June 26, 2020 at approximately 9:35 a.m., New York State Police at Ithaca arrested Thomas J. Bennett, age 29 of Ithaca, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper traveling Ringwood Road in the town of Dryden was nearly struck head-on by a vehicle and initiated a traffic stop.  As the troopers interviewed Bennett, they observed several common characteristics associated with impairment.  Bennett was asked to step out of his vehicle and perform standardized field sobriety tests.  After failing the sfst’s he was arrested.  He was processed and released on appearance tickets to the town of Dryden court on July 15, 2020. 

On June 26, 2020 at approximately 9:16 p.m., New York State Police at Homer arrested James M. Thomas, age 54 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched to a complaint on Interstate 81 after someone contacted 911 that a vehicle struck a median and then got off exit 11 (Cortland) then pull into the Wendy’s parking lot on Clinton Avenue in the city of Cortland.  A trooper located the vehicle that the 911 caller described and interviewed the driver who appeared to be intoxicated.  After an investigation, Thomas was arrested.  His reportable B.A.C was .23%.  Thomas was released on appearance tickets to the city of Cortland court on July 17, 2020. 

On June 27, 2020 at approximately 2:40 a.m. New York State Police at Binghamton arrested Ryan K. Spence, age 19 of Port Crane, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Broome County 911 to a report of a one-car crash on State Route 369 in the town of Fenton.  An investigation at the scene revealed that Spence traveled off the roadway and struck a tree.  While interviewing Fenton, troopers observed characteristics associated with impairment.  He was subsequently arrested and released on appearance tickets to the town of Fenton court then released to a sober third party.
