PRESS RELEASE
 
Several people were taken off the roadways and arrested for DWI or DWAI in the month of May. 
 
On May 2, 2020 at approximately 12:31 a.m., New York State Police at Endwell arrested Elyjah J. Byfield, age 19 of Endicott, NY for the misdemeanors of Driving While Intoxicated, Reckless Driving and Unlawfully Fleeing a Police Officer in a Motor Vehicle in the third degree.  Troopers on patrol observed a vehicle make several traffic infractions while near Country Club and Hooper Roads in the town of Union.  The troopers attempted to make a traffic stop on Hooper Road but the operator failed to comply and attempted to flee before stopping near Watson Boulevard and Haynes Avenue in the village of Endicott.  The troopers interviewed the operator who was identified as Byfield.  They observed several characteristics associated with alcohol impairment.  After failing standardized field sobriety tests, Byfield was arrested.  His reportable B.A.C was .14%.  Byfield was processed and released on appearance tickets to the town of Union court on June 9, 2020 then turned over to a sober third party. 
 

On May 3, 2020 at approximately 12:10 a.m., New York State Police at Binghamton arrested Derek W. Bryant, age 33 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper on patrol observed Bryant operating a vehicle and make vehicle and traffic violations while on Colesville Road in the town of Colesville.  A traffic stop was initiated and the trooper observed Bryant to be impaired.  After failing standardized field sobriety tests, Bryant was arrested.  He was processed at SP Binghamton then released on appearance tickets to the town of Colesville court on June 24, 2020. 

On May 3, 2020 at approximately 7:54 a.m., New York State Police at Sidney arrested Tyller M. Gibbon, age 21 of Unadilla, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to a reported one-car crash on County Road 39 in the town of Bainbridge.  The trooper observed Gibbon to have several characteristics associated with alcohol impairment.  After an investigation, he was arrested. Gibbon’s reportable B.A.C was .10%.  He was processed and released on appearance tickets to the town of Bainbridge court on June 16, 2020 then turned over to the care of a sober third party. 

On May 3, 2020 at approximately 6:05 p.m., New York State Police at Oneonta arrested Brianna M. Raudibaugh, age 21 of Hartwick, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers responded 911 call reporting that a driver was parked near McDonalds on Chestnut Street in the town of Oneonta and was asleep, slumped over the center console.  The 911 caller reported that they were unable wake the woman in the running vehicle.  Once troopers arrived, they were eventually able to wake the woman who was later identified as Raudibaugh.  She was asked to perform standardized field sobriety tests, which she failed and was subsequently arrested.  Raudibaugh was processed and issued appearance tickets to the town of Oneonta court for June 30, 2020 then turned over to a sober third party. 

On May 3, 2020 at approximately 8:06 p.m., New York State Police at Endwell arrested Jeremy L. Tutora, age 33 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  While stopped at traffic light near Main Street and Lester Avenue in the village of Johnson City, troopers observed a vehicle make vehicle and traffic infractions.  Troopers caught up to the vehicle and initiated a traffic stop.  Troopers immediately smelled a strong odor of an alcoholic beverage when they approached the vehicle which prompted a further investigation.  Tutora was subsequently arrested then processed.  He was issued appearance tickets to the village of Johnson City court on June 3, 2020 then released to a sober third party.  

On May 3, 2020 at approximately 10:21 p.m., New York State Police at Richfield Springs arrested Tanner A. Leahy, age 23 of Little Falls, NY for the misdemeanor of Driving While Intoxicated.  A trooper on Main Street in the village of Richfield Springs observed a vehicle make vehicle and traffic violations and initiated a traffic stop.  As the trooper interviewed Leahy, he observed characteristics associated with impairment.  After an investigation, Leahy was arrested.  His reportable B.A.C was .16%.  Leahy was processed and released on appearance tickets to the village of Richfield Springs court on June 23, 2020 then turned over to a sober third party.

On May 3, 2020 at approximately 11:06 p.m., New York State Police at Gateway arrested Kevin S. Craven, age 35 of Kirkwood, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  Troopers observed Craven make a vehicle and traffic violation while near the intersection of Loughlin and Old State Roads in the town of Kirkwood and initiated a traffic stop.  As troopers interviewed Craven they smelled a strong odor of an alcoholic beverage and also observed Craven to have characteristics associated with impairment.  Craven was arrested then later released on appearance tickets to the town of Kirkwood court on June 17, 2020.  He was turned over to the care of a sober third party.  

On May 4, 2020 at approximately 4:21 p.m., New York State Police at Stamford arrested Kelly Brainerd, age 53 of Roxbury, NY for the misdemeanor of Driving While Intoxicated.  Troopers initially were assisting the Roxbury Constable on a report to 911 of an erratic driver.  Troopers located Brainerd in her driveway and an investigation revealed that she was operating a vehicle in an impaired state.  After failing standardized field sobriety tests, Brainerd was arrested.  She was processed and released on appearance tickets to the town of Roxbury court on July 15, 2020 then turned over to a sober third party. 

On May 5, 2020 at approximately 11:50 a.m., New York State Police at Binghamton arrested Amanda R. Rupakus, age 30 of Harpursville, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched to a report of an unconscious driver of a vehicle at Cindy’s Crossroads Corner Store n’ Deli on State Route 79 in the town of Harpursville.  When the trooper located Rupakus she was conscious and had been awakened by a member of Harpursville Fire.  When the trooper interviewed Rupakus, he observed common characteristics associated with impairment.  After failing standardized field sobriety tests, Rupakus was arrested.  She was processed and virtually arraigned and released on her own recognizance.  Rupakus was turned over to a sober third party. 

On May 5, 2020 at approximately 3:29 p.m., New York State Police at Binghamton arrested Jamie H. Trout, age 33 of Throop, PA for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers were dispatched to a report of a one-car crash at the intersection of State Route 11 and Colesville Road in the town of Kirkwood.  As a trooper arrived, he observed the vehicle attempting to leave the scene after he struck a guiderail.  Troopers interviewed the driver and the passenger.  An investigation revealed that the passenger was driving the vehicle when it struck the guiderail.  He was identified as Trout.  Troopers performed standardized field sobriety tests which Trout subsequently failed.  He was arrested and processed.  Trout was released on appearance tickets to the town of Kirkwood court on June 17, 2020 then turned over to a sober third party.  

On May 7, 2020 at approximately 5:17 p.m., New York State Police at Richfield Springs arrested Donald W. Jackson, age 65 of Richfield Springs, NY for the misdemeanor of Driving While Ability Impaired.  A trooper was on patrol when he observed that a vehicle had struck a stop sign at the intersection of Bronner and Lake Streets in the village of Richfield Springs.  The trooper observed several characteristics associated with impairment when he interviewed Jackson.  After an investigation, Jackson was arrested.  Jackson was processed then released on appearance tickets to the village of Richfield Springs court on June 23, 2020 then turned over to a sober third party. 

On May 8, 2020 at approximately 1:26 a.m., New York State Police at Binghamton arrested Yolanda K. Jefferies, age 46 of Castle Creek, NY for the misdemeanor of Driving While Intoxicated.  Troopers on patrol stopped to check on a vehicle stopped in the middle of Castle Creek Road in the town of Chenango.  As they interviewed Jefferies, they detected on odor of an alcoholic beverage and characteristics associated with alcohol impairment.  After an investigation, Jefferies was arrested.  Her reportable B.A.C was .13%. Jefferies processed and issued appearance tickets to the town of Chenango court on July 22, 2020 then turned over to a sober third party. 

On May 9, 2020 at approximately 12:56 a.m., New York State Police at Endwell arrested Richard K. Wurth, age 31 of Endicott, NY for the misdemeanor of Driving While Intoxicated.  While troopers were on patrol, they observed a vehicle driving on a flat tire while on East Main Street in the town of Union. The troopers initiated a traffic stop and immediately observed that the driver, Wurth appeared impaired.  As the troopers investigated further, they performed standardized field sobriety test which Wurth failed.  Wurth was arrested and issued appearance tickets to the town of Union court on May 26, 2020. 

On May 9, 2020 at approximately 11:06 p.m., New York State Police at Binghamton arrested Kristopher S. Knapik, age 41 of Kirkwood, NY for the misdemeanor of Driving While Intoxicated.   Troopers initiated a traffic stop after they observed a vehicle driving on flat tires while on Upper Court Street in the town of Kirkwood.  Troopers also observed damage to the vehicle.  As the troopers interviewed Knapik, they observed common characteristics associated with impairment; prompting them to investigate further.  After failing standardized field sobriety tests, Knapik was arrested.  His reportable B.A.C was .17%.  Knapik was issued appearance tickets to the town of Kirkwood court for June 17, 2020 then turned over to a sober third party. 

On May 10, 2020 at approximately 3:51 p.m., New York State Police at Endwell arrested Sean A. Lennon, age 32 of Horseheads, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of an erratic driver on Oakhill Avenue in the town of Union.  The 911 caller stated they saw the driver strike a curb and a mailbox.  Troopers soon spotted the vehicle and observed the operator strike a vehicle in a driveway.  The troopers activated their emergency lights to initiate a stop but the driver put the vehicle in reverse and struck the front push bar of the patrol vehicle.  Troopers attempted to interview the driver identified as Lennon and observed characteristics associated with impairment.  He was arrested then processed at SP Endwell.  Lennon was issued appearance tickets to the town of Union court on June 23, 2020 then turned over to a sober third party. 

On May 13, 2020 at approximately 4:27 p.m., New York State Police at Stamford arrested Alex K. Siltanen, age 41 of Gilboa, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Delaware County 911 to a report of an erratic driver on State Route 10 in the town of Harpersfield.  Troopers were able to spot the vehicle and observed vehicle and traffic violations.  They initiated a traffic stop and saw that Siltanen displayed common characteristics associated with impairment.  Troopers administered standardized field sobriety tests which Siltanen ultimately failed and was arrested.  His reportable B.A.C was .22%.  Siltanen was processed and issued appearance tickets to the town of Harpersfield court on July 15, 2020 then released to a sober third party. 

On May 16, 2020 at approximately 8:35 a.m., New York State Police at Whitney Point arrested Tyheem K. Edmonds, age 28 of Syracuse, NY for the felonies of Aggravated Unlicensed Operation and Driving While Intoxicated (with a previous conviction within 10 years).  Troopers initiated a traffic stop on Interstate 81 in Whitney Point after they observed vehicle and traffic violations.  While interviewing Edmonds, troopers smelled a strong odor of an alcoholic beverage and investigated further.  Edmonds was asked to perform standardized field sobriety tests, which he failed and was arrested.  Edmonds was processed and released on appearance tickets to the town of Triangle court on June 24, 2020 then turned over to a sober third party. 

On May 17, 2020 at approximately 12:20 a.m., New York State Police at Endwell arrested Clarence D. Smith, age 41 of Endicott, NY for the felony of Aggravated Unlicensed Operation in the first degree, and the misdemeanors of Driving While Intoxicated, Reckless Driving, Unlawfully Fleeing an Officer in a Motor Vehicle and Resisting Arrest.  Troopers on Watson Boulevard in Endicott observed vehicle and traffic infractions and initiated a traffic stop.  As troopers approached the vehicle, it sped off.  As troopers followed the vehicle in pursuit, they observed Smith make additional vehicle and traffic infractions.  The vehicle ultimately lost control and ended up on the front lawn of a home on East Maine Road.  A foot pursuit ensued.  A trooper located Smith hiding in brush and he was taken into custody.  Troopers also learned that Smith does not possess a valid license and he had an active arrest warrant with the Broome County Sheriff’s Office.  Smith processed and issued appearance tickets to the town of Union court on June 3, 2020.

On May 19, 2020 at approximately 11:55 p.m., New York State Police at Endwell arrested Thomas Moshier, age 53 of Endwell, NY for the felony of Driving While Intoxicated (with a previous conviction within 10 years).  A trooper was dispatched to a reported vehicle crash on State Highway 17 near exit 69.  When the trooper arrived on scene, he located Moshier and observed that Moshier appeared to be impaired.  Moshier declined a medical evaluation.  After an investigation, he was arrested.  Moshier was released on appearance tickets to the town of Union court and turned over to a sober third party. 

On May 20, 2020 at approximately 4:20 p.m., New York State Police at Oneonta arrested Rodney O. McDoal, age 27 of Schenevus, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper monitoring traffic on Interstate 88 in the town of Otego observed vehicle and traffic violations.  As troopers approached McDoal’s vehicle they observed common characteristics associated with impairment.  They also smelled a strong odor of marihuana.  After failing standardized field sobriety tests, McDoal was arrested.  He was processed and released on appearance tickets to the town of Otego returnable June 25, 2002 then turned over to a sober third party. 

On May 20, 2020 at approximately 6:25 p.m., New York State Police at Oneonta arrested Debra E. Eccles, age 56 of New Lisbon, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Possession of a Controlled Substance in the seventh degree.  Troopers responded to the Speedway on Oneida Street in the town of Oneonta after someone called 911 reporting a possibly impaired driver.  The 911 caller provided a description of the vehicle and the driver.  Troopers were able to locate Eccles in the vehicle on State Highway 23 and observed vehicle and traffic violations.  A traffic stop was initiated and troopers observed that she appeared impaired.  After an investigation, she was arrested.  Eccles was processed and released on an appearance ticket to the town of Oneonta court on July 28, 2020 then released to a sober third party. 

On May 21, 2020 at approximately 2:45 a.m., New York State Police at Endwell arrested Dante G. Covington, age 23 for the misdemeanor of Driving While Intoxicated.  After a report of a hit and run in the town of Union, Troopers observed a vehicle with significant front end damage near the Speedway gas station on East Main.  As troopers interviewed Covington, they smelled an odor of an alcoholic beverage prompting a further investigation.  After failing standardized field sobriety tests, Covington was arrested.  His reportable B.A.C was .13%.  Covington was processed and issued appearance tickets to the town of Union court on July 21, 2020 then released to a sober third party. 

On May 21, 2020 at approximately 6:43 p.m., New York State Police at Richfield Springs arrested James A. Willoughby, age 33 of Herkimer, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers responded to Elizabethtown Road in the town of Columbia for a reported one-car rollover.  When troopers arrived, they located a vehicle on its side in the field and Willoughby with EMS. Willoughby told troopers he was uninjured.  The passenger was evaluated by EMS, and said he was uninjured.  While troopers interviewed Willoughby about the incident, they observed characteristics commonly associated with impairment.   After failing standardized field sobriety tests, Willoughby was arrested.  His reportable B.A.C was .27%.  Willoughby was processed and issued appearance tickets to the town of Columbia court for June 16, 2020 then turned over to a sober third party.

On May 24, 2020 at approximately 10:00 p.m., New York State Police at Sidney arrested Wayne B. Johnson, age 49 of Unadilla, NY for the felonies of Aggravated Driving While Intoxicated with a child as passenger (Leandra’s Law) and Aggravated Unlicensed Operation in the first degree.  Troopers responded to a 911 complaint about a vehicle in the ditch off Lilley Hill Road in the town of Butternuts.  Troopers located the driver identified as Johnson who was walking on Robert Williams Road.  He also had two children with him.  The two children, ages 15 and 11 appeared to be in good health.  As troopers interviewed Johnson, they observed that he displayed common characteristics associated with impairment.  After an investigation, Johnson was arrested for DWI then released on appearance tickets to the town of Butternuts court on June 25, 2020. 

On May 25, 2020 at approximately 2:21 a.m., New York State Police arrested James L. Belonga, age 39 of Holmdel, NJ for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop after they observed a vehicle and traffic violation on County Route 25 in the town of Richfield.  As they interviewed the operator, they observed common characteristics associated with impairment.  After an investigation, Belonga was arrested.  His reportable B.A.C was .12%.  Belonga was processed and issued appearance tickets to the town of Richfield court on September 2, 2020 then turned over to a sober third party. 

On May 29, 2020 at approximately 2:52 p.m., New York State at Endwell arrested Tiffany F. O’Hara, age 36 of Chenango Forks, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed a head-on collision at the intersection of Hooper Road and Watson Boulevard in the town of Union. As the trooper approached O’Hara’s vehicle, he smelled an odor of an alcoholic beverage.  O’Hara was evaluated by Union EMS and not transported.  After an investigation, O’Hara was arrested.  Her reportable B.A.C was .12%.  She was processed and released on appearance tickets to the town of Union court on June 23, 2020 then turned over to a sober third party. 

On May 29, 2020 at approximately 8:45 p.m., New York State Police at Norwich arrested Richard M. Stoudenmier III, age 20 of Camden, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed vehicle and traffic violations while on State Highway 12 and initiated a traffic stop near the intersection of County Road 32B in the town of Norwich.  As the trooper interviewed Stoudenmier, he observed characteristics associated with impairment prompting the trooper to investigate further.  Stoudenmier was asked to perform standardized field sobriety tests, which he subsequently failed.  Stoudenmier was arrested; his reportable B.A.C was .09%.  He was processed and issued appearance tickets to the town of Norwich court on July 16, 2020. 

On May 30, 2020 at approximately 4:15 p.m., New York State Police at Ithaca arrested Jeffrey L. Overstrom, age 59 of Lansing, MI for the misdemeanor of Driving While Intoxicated.  Troopers initiated a traffic stop on State Route 13 in the town of Newfield after they observed a vehicle and traffic violation.  Troopers interviewed Overstrom and observed impairment.  After an investigation, Overstrom was arrested.  His reportable B.A.C was .11%.  Overstrom was processed and released on appearance tickets to the town of Newfield court on July 8, 2020 then turned over to a sober third party. 

On May 30, 2020 at approximately 5:16 p.m., New York State Police at Endwell arrested Mark P. Simmonds, age 59 of Endicott, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Broome County 911 to the report of an impaired driver that pulled into Weis Market on Day Hollow Road in the town of Union.  Troopers located the vehicle and observed Simmonds inside it.  As they interviewed Simmonds, they detected characteristics commonly displayed with intoxication and had been driving while in an intoxicated state.  After an investigation, Simmonds was arrested.  His reportable B.A.C was .21%.  Simmonds was processed and issued appearance tickets to the town of Union court for June 23, 2020 then turned over to a sober third party.
