PRESS RELEASE
 
A total of 58 drivers were removed off the roadways of Troop C in the month of September and arrested for Driving While Intoxicated or Driving While Ability Impaired.  
 

On September 1, 2020 at approximately 3:43 p.m., New York State Police at Oneonta arrested Chad J. Rosscup, age 39 of Gautier, MS for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers patrolling State Route 7 in the town of Worcester observed a vehicle cross the double yellow lines and initiated a traffic stop.  While the troopers interviewed Rosscup, they observed characteristics commonly associated with impairment.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  Rosscup was transported to SP Oneonta where he was processed and issued appearance tickets to the town of Worcester court for September 15, 2020 then turned over to a sober third party. 

On September 1, 2020 at approximately 10:58 p.m., New York State Police at Whitney Point arrested an 18 year-old from Maine, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Broome County 911 to a report of a suspicious vehicle on Arnold Road in the town of Lisle.  Complainants provided troopers with a description of the vehicle and it was located by a trooper near Mount Hunger Road.  Troopers interviewed the driver, who they observed to display characteristics associated with impairment.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Whitney Point where his reportable B.A.C was .15%.  He was processed and issued appearance tickets to the town of Lisle court for September 17, 2020 then released to a sober third party. 

On September 2, 2020 at approximately 4:47 a.m., New York State Police at Endwell arrested Claudina S. Charles, age 19 of Elmira, NY for the misdemeanor of Driving While Intoxicated.  Trooper were dispatched to a report of a car that struck a light pole near Main and Baker Streets in the village of Johnson City.  No injuries were reported.  Troopers interviewed Charles who they observed to be intoxicated.  Troopers administered standardized field sobriety tests, which Charles failed and was arrested.  Charles was transported to SP Endwell for processing where her reportable B.A.C was .17%.  Charles was issued appearance tickets to the village of Johnson City court for September 9, 2020 then transported to the city of Binghamton Police Department where she had an active bench warrant. 

On September 3, 2020 at approximately 6:17 p.m., New York State Police at Sidney arrested Vincent A. Palmisano Jr. age 35 of Grand Gorge, NY for the felonies of Driving While Intoxicated (with three previous convictions) and Aggravated Unlicensed Operation in the first degree.  He was also charged with the misdemeanors of Unlawfully Fleeing from a Police Officer in a Motor Vehicle, Reckless Driving and Resisting Arrest.  A trooper on patrol on State Route 30 in the town of Grand Gorge observed Palmisano operating a motor vehicle.  The trooper was familiar with Palmisano and knew that he does not have a valid driver’s license.  The trooper attempted to make a traffic stop when Palmisano turned into the Sunoco gas station, but he failed to comply and sped out of the parking lot onto State Route 23.  A pursuit was initiated and Palmisano continued to flee, making numerous vehicle and traffic violations through several streets.  Palmisano then drove into a yard, jumped out the vehicle and ran into the woods.  A foot pursuit ensued with the trooper and his K9 partner.  Palmisano was ultimately bit by the K9 and taken into custody.  He was evaluated on scene by Grand Gorge EMS for the injury and did not wish to be transported.  While the trooper interviewed Palmisano, he also observed several characteristics commonly associated with impairment.  Palmisano was transported to SP Stamford for processing and virtually arraigned.  He was remanded without bail to the Delaware County Correction Facility. 

On September 3, 2020 at approximately 11:56 p.m., New York State Police at Gateway arrested Troy T. Vannucchi, age 26 of Plains, PA for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper on Interstate 81 in the town of Kirkwood observed a vehicle traveling southbound, failing to maintain a lane.  The trooper initiated a traffic stop and observed Vannucchi displaying characteristics associated with impairment.  He was asked to perform standardized field sobriety tests, which he failed.  Vannucchi was arrested and transported to SP Binghamton for processing.  He was issued appearance tickets to the town of Kirkwood court for September 16, 2020 then released to a sober third party. 

On September 4, 2020 at approximately 7:24 p.m., New York State Police at Binghamton arrested Jennifer L. Volpe, age 48 of Binghamton, NY for the misdemeanor of Driving While Intoxicated.  A trooper on patrol observed Volpe cross over the double yellow line on several occasions while on Stratmill Road in the town of Kirkwood.  When the trooper interviewed Volpe, he observed common characteristics associated with impairment.  Volpe was subsequently arrested.  Her reportable B.A.C was .12%.  She was processed and released on appearance tickets to the town of Kirkwood court on September 23, 2020. 

On September 4, 2020 at approximately 6:30 p.m., New York State Police at Binghamton arrested Corey L. Shattuck, age 45 of Port Crane, NY for the misdemeanor of Driving While Intoxicated.  Shattuck was stopped at a checkpoint on State Route 369 and Ballyhack Road in the town of Fenton, a trooper detected an odor of an alcoholic beverage emanating from Shattuck.  The trooper also observed common characteristics associated with impairment. The trooper asked Shattuck to perform standardized field sobriety tests, which he failed.  He was subsequently arrested and transported for processing.  Shattuck was issued an appearance ticket to the town of Fenton court returnable on September 24, 2020 and turned over to a sober third party. 

On September 4, 2020 at approximately 7:43 p.m., New York State Police at Endwell arrested James F. Favor, age 53 of Endicott, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper was dispatched by Broome County 911 to the report of a two-vehicle crash near the area of Glendale Drive and West Main Street in the town of Union.  An investigation revealed that Favor rear-ended another vehicle.  The trooper interviewed Favor who she observed to have common characteristics associated with impairment.  Favor was subsequently arrested.   He was processed then released on appearance tickets to the town of Union court on September 15, 2020. 

On September 4, 2020 at approximately 8:42 p.m., New York State Police at Binghamton arrested Carl A. Hopkins, age 52 of Binghamton, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Hopkins was stopped at a checkpoint on State Route 369 and Ballyhack Road in the town of Fenton when a trooper detected on odor of an alcoholic beverage, prompting a further investigation.  Hopkins was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported for processing.  Hopkins’s reportable B.A.C was .18%.  He was issued appearance tickets to the town of Fenton court for September 9, 2020 and later released to a sober third party. 

On September 4, 2020 at approximately 10:28 p.m., New York State Police at Deposit arrested Danielle M. Carbonare, age 41 of Levittown, NY for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on State Route 17 in the town of Hancock observed a vehicle make vehicle and traffic violations while traveling westbound.  The trooper initiated a traffic stop and observed characteristics commonly associated with impairment.  The trooper asked Carbonare to perform standardized field sobriety tests, which she failed and was arrested.  Carbonare was transported for processing to SP Binghamton where her reportable B.A.C was .17%.  She was released on appearance tickets to the town of Hancock court for September 28, 2020 then turned over to a sober third party. 

On September 5, 2020 at approximately 7:42 a.m., New York State Police at Binghamton arrested Kristina K. Schuldt, age 48 of Windsor, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Broome County 911 to assist EMS with a reportedly unconscious woman in the parking lot of McDonalds on North Road in the town of Windsor.  When the trooper arrived on scene, he observed Schuldt unconscious in a running vehicle, still in gear.  The trooper was able to wake Schuldt and detected an odor of an alcoholic beverage.  Schuldt was evaluated by EMS but declined transport.  She was asked to perform standardized field sobriety tests, which she failed.  Schuldt was arrested and transported to SP Binghamton for processing.  She was released on appearance tickets to the town of Windsor court on September 28, 2020 then turned over to a sober third party. 

On September 6, 2020 at approximately 1:00 a.m., New York State Police at Richfield Springs arrested Jeremiah B. Hull, age 25 for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers traveling on Main Street in the village of West Winfield observed a vehicle with a vehicle and traffic infraction and initiated a traffic stop.  The trooper observed Hull displaying characteristics associated with alcohol impairment.  The troopers asked Hull to perform standardized field sobriety tests, which he failed.  He was arrested.  Hull was transported to SP Richfield where his reportable B.A.C was .18%.  Hull was processed and released on appearance tickets to the town of Winfield court on October 7, 2020 then turned over to a sober third party. 

On September 7, 2020 at approximately 6:05 p.m., New York State Police at Stamford arrested Joseph R. Depaola, age 36 of Jefferson, NY for the misdemeanor of Driving While Intoxicated.  A trooper observed Depaola talking on his cellphone while near State Highway 23 and State Highway 10 in the town of Harpersfield and initiated a traffic stop.  While interviewing Depaola, the trooper detected an odor of an alcoholic beverage and investigated further.  Depaola was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported to SP Stamford for processing.  His reportable B.A.C was .13%.  Depaola was issued appearance tickets to the town of Harpersfield court on September 21, 2020 then released to a sober third party. 

On September 7, 2020 at approximately 7:40 p.m., New York State Police at Deposit arrested Timothy K. Crawson, age 34 of Deposit, NY for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched by Delaware County 911 to the report of a car that struck a guiderail then fled the scene near Burnwood and O&W Roads in the town of Hancock.  Troopers were able to locate Crawson at an address in Long Eddy and determined he had also crashed into a guiderail.  He was also intoxicated.  Crawson was transported to SP Binghamton where his reportable B.A.C was .11%.  Crawson was released on appearance tickets to the town of Hancock court on October 5, 2020. 

On September 7, 2020 at approximately 11:14 p.m., New York State Police at Binghamton arrested Richard J. Woodward, age 35 of Kirkwood, NY for the misdemeanors of Driving While Intoxicated and Criminal Mischief in the fourth degree.  Troopers were dispatched by Broome County 911 to a reported dispute that occurred at another location, but the victim was waiting to meet with troopers at Love’s gas station in the town of Kirkwood.  A victim accused Woodard of shattering the victim’s car window while at a residence on Colesville Road.  While troopers were interviewing the victim, Woodard drove to the gas station where troopers observed that the was impaired.  Woodard was asked to perform standardized field sobriety tests, which he failed.  He was arrested for DWI and for damaging the car window at the residence on Colesville Road.  Woodward was issued appearance tickets to the town of Kirkwood court for a later date and released to a sober third party. 

On September 8, 2020 at approximately 9:14 p.m., New York State Police at Homer arrested Dajaun A. Sims, age 25 of Newark, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  A trooper observed a vehicle with a vehicle and traffic infractions while on State Route 11 and Port Watson Street in the city of Cortland.  A traffic stop was initiated, and the trooper observed Sims displaying characteristics of impairment.  He was asked to perform standardized field sobriety tests, which he failed.  Sims was subsequently arrested and transported to SP Homer for processing.  He was arraigned virtually and released to appear in the city of Cortland court on November 9, 2020 then turned over to a sober third party. 

On September 9, 2020 at approximately 2:16 a.m., New York State Police Norwich arrested Shalamar C. Whitbeck, age 36 of Oneonta, NY for the felonies of Aggravated Unlicensed Operation in the first degree and Driving While Intoxicated (with two previous convictions within 10 years).  Troopers initiated a traffic stop after observing a vehicle and traffic infraction while on State Highway 12 in the village of Greene.  While interviewing Whitbeck, a trooper observed characteristics associated with impairment and smelled an odor of an alcoholic beverage.  Troopers also discovered that Whitbeck does not possess a valid driver’s license.  Whitbeck was asked to perform standardized field sobriety tests, which she failed.  Whitbeck was arrested and transported to SP Norwich for processing.  Whitbeck was arraigned virtually and remanded to the Chenango County Jail on no bail. 

On September 9, 2020 at approximately 9:50 a.m., New York State Police at Stamford arrested Marc A. Cicerone, age 41 of Gilboa, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper observed a vehicle in the school zone on River Street in the village of Stamford make vehicle and traffic infractions, and initiated a traffic stop.  While interviewing Cicerone, the trooper observed characteristics associated with impairment.  Cicerone was asked to perform standardized field sobriety tests, which he failed and was arrested.  Cicerone was transported to SP Stamford where he was processed then released on appearance tickets returnable to the town of Harpersfield court on September 21, 2020. 

On September 9, 2020 at approximately 4:54 p.m., New York State Police at Richfield Springs arrested Lane D. Thomas, age 63 of Stamford, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to the Canadarago Boat Launch in the town of Richfield after a complainant called 911.  The complainant told troopers they observed Thomas operating a vehicle and towing a boat which was hanging off the trailer and dragging across the parking lot.  Troopers observed Thomas still in the parking lot with the boat partially on the trailer and partially on the ground.  As a trooper interviewed Thomas, he smelled an odor of an alcoholic beverage emanating from Thomas.  Thomas was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported to SP Richfield Springs.  His reportable B.A.C was .13%.  Thomas was released on appearance tickets returnable to the town of Richfield court on September 22, 2020.

On September 10, 2020 at approximately 9:33 a.m., New York State Police at Newfield arrested Tursie B. Tompkins, age 37 of Newfield, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  Troopers were dispatched by Tompkins County 911 to the report of a vehicle that crashed into a tree on Stonehouse Road in the town of Enfield.  Troopers observed characteristics associated with impairment while interviewing Tompkins.  She was asked to perform standardized field sobriety tests, which she failed.  Tompkins was transported to Cayuga Medical Center for an evaluation.  Once released, she was arrested and transported to SP Ithaca for processing.  She was issued appearance tickets returnable to the town of Enfield court on October 12, 2020 then released to a sober third party. 

On September 10, 2020 at approximately 10:34 p.m., New York State Police at Homer arrested Keith E. Petner, age 39 of Matawan, NJ for the misdemeanor of Driving While Intoxicated.  A trooper was dispatched to Interstate 81 in the city of Cortland for a vehicle stopped in the construction zone that had no shoulder to pull off and blocking a lane of traffic.  Troopers arrived and assisted Petner out of the area but observed an odor of an alcoholic beverage and other characteristics associated with impairment.  Petner was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported to SP Homer for processing.  His reportable B.A.C was .14%.  Petner was released on appearance tickets to the city of Cortland court on November 20, 2020 and turned over to a sober third party. 

On September 11, 2020 at approximately 12:50 a.m., New York State Police at Endwell arrested Colton J. Yaniga, age 24 of Johnson City, NY for the misdemeanors of Driving While Intoxicated and Resisting Arrest.  Troopers on patrol in the village of Endicott on East Main Street observed a vehicle speeding and make other traffic infractions.  They initiated a traffic stop after the vehicle turned onto State Highway 26.  The troopers observed Yaniga displaying characteristics associated with impairment.  Yaniga was asked to perform standardized field sobriety tests, which he failed.  When troopers told Yaniga he was under arrest, he resisted but was ultimately placed in custody, with the assistance of a taser.  He was transported to SP Endwell where he was processed then released on appearance tickets to the village of Endicott court on September 23, 2020.

On September 11, 2020 at approximately 12:53 a.m., New York State Police at Ithaca arrested Lesha E. Payne, age 42 of Lansing, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers were dispatched by Tompkins County 911 to a report of a dispute occurring at a residence on Brooktondale Road in the town of Caroline.  An investigation revealed that the incident was a road rage incident.  A vehicle passed Payne on Slaterville Road and she continued to follow that vehicle until it stopped and began yelling at the occupants of the vehicle.  The troopers interviewed Payne, who they observed to display characteristics associated with alcohol impairment.  Payne was asked to perform standardized field sobriety tests, which she failed and was arrested.  Payne was transported to SP Ithaca where she was processed.  Her reportable B.A.C was .19%.  Payne was later released on appearance tickets to the town of Caroline on September 21, 2020 then turned over to a sober third party. 

On September 12, 2020 at approximately 12:50 a.m., New York State Police at Norwich arrested Patricia M. Contreras, age 49 of New Berlin, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Chenango County 911 to check on the welfare of Contreras because her family had not heard from her.  Troopers were able to locate Contreras who was operating a vehicle on State Route 8 in the town of Columbus.  Troopers observed that she displayed characteristics commonly associated with impairment.  After failing standardized field sobriety tests, Contreras was arrested.  She was transported to SP Norwich for processing, her reportable B.A.C was .17%.  She was issued appearance tickets to the town of Columbus court on September 16, 2020 then released to a sober third party. 

On September 12, 2020 at approximately 3:53 p.m., New York State Police at Owego arrested Joshua D. Leonard, age 42 of Sayre, PA for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Aggravated Driving While Intoxicated.   A trooper on State Route 17 in the town of Nichols observed vehicle and traffic infractions and initiated a traffic stop.  The trooper observed characteristics commonly associated with impairment.  Leonard was asked to perform standardized field sobriety tests, which he subsequently failed.  He was arrested and transported to SP Owego for processing.  Leonard’s reportable B.A.C was .28%.  Leonard was released on appearance tickets to the town of Nichols court on October 7, 2020 and turned over to a sober third party. 

On September 12, 2020 at approximately 4:19 p.m., New York State Police at Deposit arrested Stewart T. Faulkner, age 52 of Deposit, NY for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper was dispatched to the report of a two-car crash in a parking lot.  There were no injuries.  While the trooper interviewed Faulker about what happened, he detected an odor of an alcoholic beverage.  After an investigation, Faulker was arrested then transported to SP Binghamton for processing where his reportable B.A.C was .27%.  He was later released on appearance tickets to the town of Deposit court for October 26, 2020 then turned over to a sober third party.  

On September 15, 2020 at approximately 7:18 p.m., New York State Police at Gateway arrested Kelly D. Doelger, age 49 of Scranton, PA for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on Interstate 81 in the town of Chenango observed a vehicle traveling high rate of speed then continue to travel at a high rate of speed into the town of Barker where a traffic stop was initiated.  While the trooper interviewed Doelger, he smelled an odor of an alcoholic beverage and observed other characteristics associated with impairment.  Doelger was asked to perform standardized field sobriety tests, which she failed.  She was arrested then transported to SP Binghamton for processing.  Her reportable B.A.C was .09%.  Doelger was released on traffic tickets to the town of Barker court on October 21, 2020.  

On September 15, 2020 at approximately 9:00 p.m., New York State Police at Oneonta arrested Dylan L. Potter, age 24 of South New Berlin, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Criminal Possession of a Controlled Substance in the seventh degree.  Troopers assisting with another investigation in the town of Preston, troopers observed a vehicle stopped on McDonough Road and went to check on the driver.  They found Potter in the driver’s seat and detected an odor of marihuana.  The troopers also found Potter to be exhibiting signs of impairment.  Potter was subsequently arrested and transported to SP Norwich for processing.  He was released on appearance tickets for the town of Preston court on October 6, 2020 and turned over to a sober third party. 

On September 16, 2020 at approximately 1:32 pm., New York State Police at Margaretville arrested Cruz Garcia, age 40 of Fleischmanns, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Garcia was arrested at the State Police barracks in Margaretville after he appeared at the station to speak to an investigator about a pending case.  A trooper observed Garcia pull up to the station in a vehicle and observed characteristics commonly associated with impairment.  Garcia was asked to perform standardized field sobriety tests, which he failed.  He was arrested and processed.  His reportable B.A.C was .21%.  He was released on appearance tickets to the town of Middletown court on September 30, 2020 then turned over to a sober third party. 

On September 17, 2020 at approximately 10:55 p.m., New York State Police at Ithaca arrested James M. Harrigan, age 31 of Ithaca, NY for the misdemeanor of Driving While Intoxicated.  While at another investigation on Warren Road, a trooper observed Harrigan operating a vehicle with vehicle and traffic violations then get out of the vehicle.  As the trooper interviewed Harrigan, she detected an odor of an alcoholic beverage and other characteristics associated with impairment.  Harrigan subsequently arrested then transported to SP Ithaca for processing.  His reportable B.A.C was .13%.  He was released on appearance tickets to the town of Ithaca court for November 4, 2020 then turned over to a sober third party. 

On September 18, 2020 at approximately 10:37 p.m., New York State Police at Ithaca arrested Laura S. Dellert, age 53 of Trumansburg, NY for the felonies of Driving While Intoxicated (with a previous within 10 years), Aggravated Unlicensed Operation in the first degree, Criminal Possession of a Weapon in the second degree and Criminal Possession of Stolen Property in the fourth degree (firearms).  She was also charged with the misdemeanor of Criminal Possession of a Controlled Substance in the seventh degree.  A trooper initiated a traffic stop after he observed a vehicle with a traffic infraction while on Congress Street in the town of Ulysses.  While the trooper interviewed Dellert, he detected an odor of an alcoholic beverage.  The trooper asked Dellert to perform standardized field sobriety tests, which she failed and was arrested.  A further investigation revealed that Dellert was in possession of a stolen and loaded gun, had no license and was in possession of suspected drugs.  Dellert was transported to SP Ithaca where she was processed and arraigned virtually.  She was released on her own recognizance and scheduled to reappear at a later date. 

On September 19, 2020 at approximately 12:43 p.m., New York State Police at Oneonta arrested Daniel D. Hoffman, age 30 of Frankfort, NY for the misdemeanor of Driving While Ability Impaired by Drugs.  A trooper monitoring traffic on Interstate 88 in the town of Otego observed two vehicles speeding and initiated a traffic stop on both.  One vehicle pulled over and the second vehicle that was operated by Hoffman also pulled over, but rear-ended the other vehicle.  No one was injured.  The trooper observed that Hoffman appeared impaired.  He was asked to exit his vehicle and perform standardized field sobriety tests; which he failed.  He was arrested then processed.  Hoffman was released on appearance tickets to the town of Otego court on October 22, 2020. 

On September 20, 2020 at approximately 3:46 a.m., New York State Police at Norwich arrested Caleb J. Langille, age 20 of Norwich, NY for the misdemeanor of Driving While Intoxicated.  Troopers observed a vehicle on Fire lane in the town of South New Berlin with its engine running and the driver passed out.  The trooper woke Langille and  observed characteristics commonly associated with impairment.  Langille was asked to perform standardized field sobriety tests, which he failed.  He was arrested and transported for processing to SP Norwich.  His reportable B.A.C was .11%.  He was released on appearance tickets to the town of New Berlin court on October 7, 2020 then turned over to a sober third party. 

On September 21, 2020 at approximately 11:07 p.m., New York State Police at Sidney arrested Austin C. Brooker, age 22 of Walton, NY for the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on Interstate 88 in the town of Sidney observed a vehicle driving in the center of the two lanes and sparks coming from underneath the vehicle.  The trooper initiated a traffic stop and found that the vehicle was missing its tire and rim.  The trooper’s investigation revealed that Brooker was impaired.  Brooker was asked to perform standardized field sobriety tests, which he ultimately failed and was arrested.  Brooker was transported to SP Sidney where his reportable B.A.C was .16%.  He was processed and released on appearance tickets to the town of Sidney court on October 8, 2020 then turned over to a sober third party. 

On September 24, 2020 at approximately 8:36 p.m., New York State Police at Binghamton arrested Neil J. Petrovsky, age 68 of Conklin, NY for the misdemeanor of Driving While Intoxicated.   Troopers on State Route 7 in the town of Conklin observed a vehicle make several vehicle and traffic infractions.  The vehicle was stopped on Woodside Avenue in the town of Conklin.  Troopers interviewed Petrovsky who they observed to display characteristics commonly associated with impairment.  After an investigation at the scene, he was arrested.  Petrovsky was transported to SP Binghamton where his reportable B.A.C was .10%.  He was issued appearance tickets to the town of Conklin court on October 14, 2020 then released to a sober third party. 

On September 25, 2020 at approximately 3:59 p.m., New York State Police at Oneonta arrested Cristina J. Tilton, age 54 of Mount Vision, NY for the misdemeanors of Driving While Intoxicated, Aggravated Unlicensed Operation in the second degree and Assault in the third degree.  Troopers were dispatched by Otsego 911 to a report of a crash involving a four-door sedan and motorcycle on Oneida Street and Country Club Road in the town of Oneota.  Oneonta EMS and Fire assisted at the scene and provided medical care.  The driver of the motorcycle, Donald O. Fredenburg, age 78 of Oneonta, NY was airlifted to Wilson Medical Center for non-life-threatening injuries, he has since been treated and released.  Troopers interviewed the operator of the sedan, who was identified as Cristina J. Tilson.  The investigation determined that Tilson was on Oneida Street when she turned left into the direct path of the motorcycle.  Troopers also observed characteristics commonly associated with alcohol impairment and also detected an odor of an alcoholic beverage.  Tilson was asked to perform standardized field sobriety tests, which she failed.  She was transported to SP Oneonta for processing where her reportable B.A.C was .10%.  Tilton was released on appearance tickets to the town of Oneonta court on October 6, 2020 then turned over to a sober third party. 

On September 25, 2020 at approximately 10:45 p.m., New York State Police at Homer arrested Gregory C. Brown, age 46 of Binghamton, NY for the felony of Aggravated Unlicensed Operation in the first degree and the misdemeanor of Driving While Intoxicated.  A trooper monitoring traffic on Interstate 81 observed a vehicle traveling at a high rate of speed traveling northbound and initiated a traffic stop.  As the trooper interviewed Brown, he observed characteristics commonly associated with impairment.  Brown was asked to perform standardized field sobriety tests, which he failed and was arrested.  Brown was transported to SP Homer for processing where his reportable B.A.C was .15%.  Brown was released on appearance tickets to the town of Cortlandville court on October 26, 2020 and turned over to a sober third party. 

On September 26, 2020 at approximately 1:16 p.m., New York State Police at Ithaca arrested Agustin Vivanco Aguilar, age 26 of Ithaca, NY for the misdemeanor of Driving While Intoxicated.  A trooper on patrol observed a vehicle failing to maintain its lane and other vehicle and traffic infractions on Elmira Road near Commercial Avenue in the city of Ithaca and initiated a traffic stop.  The trooper interviewed Vivanco Aguilar who she observed to have common characteristics associated with impairment.  Vivanco Aguilar was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Ithaca where his reportable B.A.C was .15%.  He was processed and released on appearance tickets to the city of Ithaca court on October 22, 2020 then turned over to a sober third party. 

On September 26, 2020 at approximately 4:35 a.m., New York State Police at Binghamton arrested Madisyn E. Colsten, age 19 for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Broome County 911 of a vehicle that struck a house on Dunbar Road in the town of Windsor.  When they arrived, they found that the vehicle was partially into the residence, the 84-year-old homeowner was not injured.  Troopers determined that Colsten was operating the vehicle with a 16-year-old passenger.  They both refused treatment from EMS.  Troopers interviewed Colsten and detected an odor of an alcoholic beverage.  She was asked to perform standardized field sobriety tests, which she failed and was arrested.  Colsten was processed and released on appearance tickets to the town of Windsor court on October 13, 2020 then turned over to a sober third party. 

On September 26, 2020 at approximately 8:25 a.m., New York State Police at Endwell arrested David P. Mix, age 61 of Fairport, NY for the felony of Aggravated Driving While Intoxicated (with a previous conviction within 10 years).  A trooper on patrol near Hooper Road and Watson Boulevard in the town of Union observed Mix on a motorcycle lose control and tip the bike.  The trooper assisted Mix upright his bike and checked on his welfare.  Mix was not injured and declined medical evaluation, but the trooper did observe that Mix appeared impaired.  A further investigation revealed that Mix was intoxicated, and he was arrested.  Mix was transported to SP Endwell where his reportable B.A.C was .19%.  He was processed and issued appearance tickets to the town of Union court on October 13, 2020 then released to a sober third party. 

On September 26, 2020 at approximately 8:56 a.m., New York State Police at Homer arrested James R. Kenzakoski, age 51 of Bear Creek Village, PA for the misdemeanor of Aggravated Driving While Intoxicated.  A trooper observed a vehicle pulled over on Interstate 81 south in the town of Cortlandville and stopped to check if the driver needed assistance.  Troopers learned that Kenzakoski had struck a guiderail.  They also discovered that he was impaired.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  Kenzakoski was transported to SP Homer where his reportable B.A.C was .20%.  He was processed and released on appearance tickets to the town of Cortlandville court on November 16, 2020 then turned over to a sober third party. 

On September 27, 2020 at approximately 12:09 a.m., New York State Police at Ithaca arrested Aaron D. Tyrrell, age 36 of Locke, NY for the misdemeanor of Driving While Intoxicated.  Troopers responded to domestic dispute on West Dryden Road in the town of Dryden.  A 911 caller told Tompkins County 911 dispatchers that one of the subjects involved in the dispute was leaving in a vehicle and was intoxicated.  While troopers were at the scene, they observed the vehicle of the other party involved in the dispute driving down West Dryden Road and pull into the driveway.  A trooper interviewed Tyrrell and detected an odor of an alcoholic beverage, prompting a further investigation.  Tyrrell was asked to perform standardized field sobriety tests, which he failed and was arrested.  He was transported to SP Ithaca for processing where his reportable B.A.C was .17%.  He was processed and released on appearance tickets to the town of Dryden court on October 26, 2020 then turned over to a sober third party. 

On September 27, 2020 at approximately 2:00 a.m., New York State Police at Richfield Springs arrested Gary Crim Jr., age 41 of Winfield, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched by Otsego County 911 to assist EMS with a report of an unconscious and intoxicated person laying in a front yard on County Highway 22 in the town of Exeter.  Troopers located Crim laying next to the driver’s side of his vehicle.  Crim was evaluated by EMS and then asked to perform standardized field sobriety tests, which he failed.  He was arrested then transported to SP Richfield Springs where his reportable B.A.C was .11%.  He was processed and issued appearance tickets to the town of Exeter court on October 14, 2020 then released to a sober third party.  

On September 27, 2020 at approximately 3:35 a.m., New York State Police at Sidney arrested Manuel A. Ayala, age 31 of Norwich, NY for the misdemeanors of Driving While Ability Impaired by Drugs, Criminal Possession of a Weapon in the fourth degree, and Criminal Possession of a Controlled Substance in the seventh degree.  Troopers initiated a traffic stop after observing a vehicle failing to maintain a lane while on State Highway 8 in the town of Guilford.  Troopers interviewed Ayala who they observed to display characteristics commonly associated with impairment.  After an investigation, Ayala was arrested.  Ayala was also found to be in possession of suspected drugs and a in possession of metal knuckles.  Ayala was transported to SP Sidney where he was processed then later released on appearance tickets to the town of Guilford court on October 20, 2020.

On September 28, 2020 at approximately 2:32 a.m., New York State Police at Sidney arrested Shawnee E. Porter, age 22 of Sidney, NY for the misdemeanor of Aggravated Driving While Intoxicated.  Troopers on patrol on State Route 7 near County Road 1A in the town of Unadilla were nearly struck by Porter and initiated a traffic stop.  While interviewing Porter, the troopers observed characteristics associated with alcohol impairment.  Porter was asked to perform standardized field sobriety tests, which she failed and was arrested.  She was transported to SP Sidney where her reportable B.A.C was .19%.  She was processed and issued appearance tickets to the town of Unadilla court on October 19, 2020 then released to a sober third party. 

On September 28, 2020 at approximately 12:59 a.m., New York State Police at Homer arrested Dominick Smarr, age 28 of Syracuse, NY for the misdemeanors of Driving While Ability Impaired by Drugs and Resisting Arrest.  Troopers were dispatched to a report of an erratic driver on Interstate 81.  Trooper observed a vehicle at a high rate of speed traveling southbound in the town of Cortlandville and initiated a stop.  Troopers interviewed Smarr and observed characteristics commonly associated with impairment.  When troopers asked Smarr to step out of his vehicle he attempted to put the car in drive, he was also observed swallowing the contents of a vile with an unknown substance.  He physically resisted before he was ultimately taken into custody.  EMS responded to the scene and Smarr was transported to Guthrie Medical Center as a precaution due to the unknown substance that he swallowed.  When Smarr was released from the hospital, he was transported to SP Homer and issued appearance tickets to the town of Cortlandville court for November 16, 2020. 

On September 29, 2020 at approximately 12:01 p.m., New York State Police at Stamford arrested Marcin M. Sieminski, age 36 of Brooklyn, NY for the felony of Driving While Intoxicated (with a previous conviction with 10 years) and the misdemeanor of Aggravated Unlicensed Operation in the second degree.  Troopers were dispatched by Delaware County 911 to a report of a suspicious vehicle near Murphy and Prospect Roads in the town of Stamford.  A witness has also reported that the vehicle struck a guard rail on State Route 23.  A trooper spotted Sieminski and that his vehicle had a flat tire.  While interviewing Sieminski, the trooper observed characteristics commonly associated with alcohol impairment.  He was asked to perform standardized field sobriety tests, which he failed and was arrested.  Sieminski was transported to SP Stamford for processing then arraigned at the town of Middletown court.  He was scheduled to appear in the town of Stamford court on October 13, 2020. 

On September 30, 2020 at approximately 4:22 p.m., New York State Police at Norwich arrested Steven A. Gransbury, age 63 of Bainbridge, NY for the misdemeanor of Driving While Intoxicated.  Troopers were dispatched to a report of a vehicle that struck a mailbox on Albany Street in the village of Oxford.  The trooper observed characteristics commonly associated with impairment.  After an investigation, Gransbury was arreseted.  He was transported to SP Greene where his reportable B.A.C was .09%.  He was released appearance tickets to the village of Oxford court on October 19, 2020.
