On October 19, 2022, at approximately 4:25 p.m.,  the State Police in Rochester attempted to stop a motorist who failed to use his turn signal.  Troopers ultimately stopped the vehicle on Willite Drive and identified the operator as Terrance Carter, age 29, of Rochester. 

During the investigation troopers discovered a loaded .380 handgun in the vehicle, along with a quantity of crack cocaine, packaged for sale.  Carter was charged with Criminal Possession of a Weapon 2nd degree, Criminal Possession of a Weapon 3rd degree, Criminal Possession of a Controlled Substance 3rd, Unlawful Fleeing, and numerous traffic violations.

Carter was remanded to the Monroe County Jail for arraignment 10/20/22.
