Two arrested for multiple drug and weapons charges after Allegany traffic stop

On June 1, 2021, SP Olean Troopers arrested Roger K. Franks, 35, of Binghamton, NY for six counts of Criminal Possession of a Controlled Substance 7th Degree, Criminally using Drug Paraphernalia 2nd Degree, and two counts of Criminal Possession of a weapon 3rd Degree. Lorianne A. Clapper, 28, of Montrose, PA arrested for above charges as well as Criminal Possession of a Weapon 4th Degree.

During a traffic stop on State Route 417 in the town of Allegany, Troopers discovered Clapper and Franks to be in possession of methamphetamine.  A probable cause search of Franks revealed him to be in possession of crack cocaine, a switchblade knife, and a dagger knife.  A probable cause search of the vehicle yielded an additional switchblade knife, cocaine, heroin, ecstasy, crystal methamphetamine, psilocybin mushrooms, Buprenorphine and Naloxone sublingual films, and a digital scale.

Franks was arrested and arraigned in Olean City Court, where he was released on his own recognizance to appear later this month.  Clapper was arrested and released with appearance tickets for Allegany Town Court, where she is due to appear later this month.
