On May 13, 2020, State Police in Wilton arrested 50-year-old Dung T. Nguyen of Plattsburgh for Criminal Possession of a Controlled Substance 5th degree (D felony), Vehicular Assault 2nd degree (E felony), and Driving While Ability Impaired by Drugs (misdemeanor). Troopers also charged 66-year-old Henry Y. Kwan of Plattsburgh for Criminal Possession of a Controlled Substance 5th degree (D felony).

Nguyen was the driver of a 2012 Acura MDX that was involved in a one-car, serious injury accident on the Northway in Moreau on the evening of March 15, 2020. Shortly before 8:00 p.m. Nguyen’s vehicle left the northbound roadway, entering a ditch and then striking a tree. Nguyen and his passenger Henry Kwan, were seriously injured in the accident, both were flown to Albany Medical Center for treatment.

During the subsequent investigation, State Police located a quantity of cocaine inside the vehicle, and it was determined that Nguyen was under the influence of drugs at the time of the crash.

Both men turned themselves in at SP Wilton after they were released from the hospital. Nguyen and Kwan were each processed and issued an appearance ticket for Moreau Town Court on July 8, 2020 at 2:00 p.m.
