Two males arrested stemming from a traffic stop

On March 21, 2023, Troopers arrested Tavon A. Francis, age 27 of Bronx, NY and Shamain Elrahman, age 27 of Syracuse, NY stemming from a traffic stop.

On March 21, 2023, around 6:59 p.m., Troopers observed a 2021 blue Honda Accord with two occupants.  Troopers initiated a traffic stop, interviewed the driver, who was identified Tavon A. Franics and passenger Shamain Elrahman. Francis and Elrahman exited the vehicle for further interviewing.  State Police K9 alerted on the vehicle.  Troopers searched the vehicle and located an alcoholic beverage in the vehicle and drug paraphernalia identified as heroin/fentanyl in the center console.  Francis was arrested after failing SFST’s. 

Francis was transported to SP Ogdensburg for processing where he recorded a .08% BAC. He was arrested for driving while intoxicated and criminal possession of a controlled substance 7^th.  He was also issued vehicle and traffic tickets.   He was released on appearance tickets returnable to the City of Ogdensburg Court for a later date in April.

Elrahman was transported to SP Ogdensburg for processing.  He was arrested for criminal possession of a controlled substance 7^th.  He was released on an appearance ticket returnable to the City of Ogdensburg Court or a later date in April.
